The May 8, 1989 meeting of the Personnal and Finance
Committee was called to order by its Chair Person Council
Member John Voorde at 4:50 p.m. in the Council informal
meeting room.
Persons in attendance included Council Members: Luecke,
Niezgodski, Slavinskas, Zakrzewski, Coleman, Voorde,
Soderberg, Pat DeClercq, Richard Nussbaum, Jenny Pitts
Manier, Hedy Robinson, Ann Kolata, Howard Bessire, James
Knepp, James Wensits, and Kathleen Cekanski-Farrand.
Council Member Voorde suggested that both Bills be heard
simultaneously namely Bill No. 32-89 which would amend
Article 3 of Chapter 4 addressing licenses and Bill No. 33-
89 which would amend that same Article and Chapter.
Patricia DeClercq then reviewed each Bill. She noted that
Bill No. 32-89 would amend the section addressing "Vehicle
Removal Services" - and would add this classification to the
list of "regulated businesses" .
She noted that Bill No. 33-89 would amend the vehicle
removal service regulations and then highlighted each of the
proposed amendments addressing boots, impoundment, storage
of vehicles, etc.
Council Member Slavinskas stated that he believed that
"boots" were against serving the public good and suggested
that the Legal Department look into this area further. He
noted that putting a boot on a car does not make that space
available for other parkers.
Council Member Zakrzewski questioned how many people are
currently applying for the license and it was that one
has to date, however, there are approximately
applications taken each year for automotive repair and
service centers.
Council Member Niezgodski questioned the signage regulations
and noted that he has not seen any which are in compliance
at the current time.
Following further discussion Council Member Coleman made a
motion seconded by Council Member Puzzello that Bill No. 32-
89 be recommended favorably to Council. The motion passed.

Council Member Coleman then made a motion seconded by
Council Member Slavinskas that Bill No. 33-89 be recommended
favorably to Council. The motion passed.
There being no further business to come before the Committee
the meeting was adjourned at 5: 05 p.m.
