PERSONNEL AND FINANCE COMMITTEE Mu tI a UIunnnun Ulounril of tip (Mg of*will &tie The March 29, 1989 meeting of the Personnel and Finance Committee was called to order by its Chair Person Council Member John Voorde at 3 : 35 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Luecke, Voorde, Duda, Slavinskas, Niezgodski, Coleman, Puzzello, and Soderberg; City Clerk Irene Gammon, Jo Ann Harper, Chief Deputy, Gerald McKinsey of Keystone Consulting of Muncie, Indiana and Kathleen Cekanski-Farrand. Council Member Voorde noted that the purpose of the meeting was to continue to discussion of Bill No. 12-89 which would set forth the types of violations to be handled by the Ordinance Violations Bureau. Council Member Voorde noted that the purpose of today's meeting was to continue to gather information. He noted that the State legislature is still considering several bills with regard to increasing the amount which could be received by the Ordinance Violations Bureau. It is currently at a ceiling of $25. 00. Discussion also took place with regard to whether the City Clerk's Office as well as the Code Enforcement Office could ,collect,monies.. It was noted that the FOP as well as the Park Police write citations for drunk driving, curfew violations, truck and noise violations, with monies being collected in Room 43 of the Courthouse. It was also noted that Marilyn Rzeszewski, the Clerk of the Courts, would prefer that monies be collected in one place. Council Member Voorde also noted that the procedure should be one that is not confusing to the public and one that is most convenient and cost efficient to the City. Mrs. Gammon then introduced Gerald McKinsey of Keystone Consulting which has office in Muncie Indiana. He noted that the type of IBM computer system that he would propose to handle the Ordinance Violations Bureau would be similar to one currently working in Valparaiso Indiana. He noted that some of the features that it would have would be to have a delinquent date in the computer system as well as a computer screen which would receipt an update. It would be a multi-user type system handling parking traffic citations. as well as all other types of ordinance violations. He noted that the program could be adapted to meet the needs of our city. He further noted that the main computer would have storage with three screens off the main computer, two printers and he would not anticipate the use of a cash register. He projected that one full time person would be needed who would be trained by them. Although he did not have a complete cost projection available he speculated that the cost would be under $25, 000. 00. It was noted to the committee that state law requires all quotes of over $25, 000. 00 to be bid through the Board of Public Works. Council Member Luecke questioned whether modems could be utilized in using the information from the Bureau of Motor Vehicles. It was noted that this was a possibility with use of certain access codes. It was also noted that the system could be made available to the City within a two week to one month period. Mr. McKinsey stated that he would train on sight. Mrs. Gammon stated that it was her understanding that CCIF monies could be used to fund the cost. Mrs. Gammon also noted that since the Code Enforcement Department had been deputized to collect citations that since the summ of 1987 no monies and no citations have been issued. The committee noted that since this meeting was for information gathering that no formal action would be taken and that the City Controller should be contacted with regard to the information which Mr. McKinsey would be providing. Mr. McKinsey advised the committee that he had a system available for inspection in Mrs. Gammon's office following the meeting.
