The February 13 , 1989 meeting of the Public Safety Committee.
was called to order by its Chair Person Council Member
William Soderberg at 4: 15 p.m.
Persons in attendance included Council limbers: Luecke,
Niezgodski, Soderberg, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, Voorde; Chief Luther Taylor, Rick Switalski,
Warren Bauer, members of the news media, and Kathleen
Cekanski-Farrand.
Council Member Soderberg noted that the first item on the
agenda was to review Bill No. 6-89 which would appropriate
$13 , 644. 99 from the Emergency Medical. Services Capital
Improvement Fund.
Chief Taylor stated that this would represent the first of
six semi-annual lease payments to Ford Motor Credit for the
medic unit purchased in August of 1988. After this payment
there would be a balance of $53, 000. 00 in this account.
Chief Taylor noted that in 1987 there were 4,300 runs, in
1988, 5,200 runs, and in 1989, 5,800 runs are projected.
He further noted that the collection rate is between 65 to

70% with the average per run cost being $159. 00.
Mr. Rick Switalski noted that Medi-Care will pay 80% of the
approved rate within a region. He suggested that the rates
be reviewed some time this year to stay competitive. It was
also noted that 46% of revenue collected in deposited in the
Emergency Medical Services Capital Improvement Fund with the
remaining 54% going into the General Operating Fund.
Following further discussion Council Member Niezgodski made
a motion seconded by Council Member Puzzello that Bill No.
6-89 be recommended favorably to Council. The motion
passed.
Council Member Soderberg then noted that he had received a
letter from Mr. Richard Nussbaum, the City Attorney, with
regard to concerns raised regarding the Guardian Angels. It
was noted that in light of the legal concerns, that at this
time the City would not be entering into any type of a
contract or agreement with that group. It was further
suggested that a letter be sent from Council Member
Soderberg to the Guardian Angels thanking them for their
presentation and interest in our community.

Mr. Warren Bauer stated that he had been at a recent meeting
where the smoke detector and Guardian Angel matters were
discussed.
Council Member Niezgodski stated that there is a State
statute on the books which permits citizens to make an
arrest with regard to a felony and that he would oppose any
type of an agreement being entered into between the City and
the Guardian Angels. Council Member Duda stated similar
concerns and felt that greater public awareness and interest
of the group is important. Council Member Puzzello stated
that in light of the extensive training which police
officers must go through and the lack of training with the
Guardian Angels that she would prefer that there be no
agreement with the Guardian Angels at this time. Council
Member Slavinskas stated that he would contact the City
Attorney's Office with regard to the type of training which
the Civil Defense officers have since they are armed and
questioned potential liability.
Following further discussion the meeting was adjourned at
4 : 35 p.m.
