COMMITTEE OF THE WHOLE
The March 24, 1988 meeting of the Committee of the Whole was.
called to order by its Chairman, Councilman Tom Zakrzewski
at 4: 00 p.m. in the Council informal meeting room.
Persons in attendance included Councilmen: Luecke,
Niezgodski, Puzzello, Slavinskas, Zakrzewski, Coleman, Duda,
and Voorde, Irene Gammon, City Clerk, JoAnn Harper, Chief
Deputy Clerk, James Wensits, and Kathleen Cekanski-Farrand.
Councilman Zakrzewski noted that the purpose of the meeting
was to review Bill No. 10-88 which would amend the Council
rules governing the Common Council. Councilman Zakrzewski
then called upon the. Council Attorney to review the Bill.
Kathleen Cekanski-Farrand noted that the proposed Bill
incorporates the various proposed changes informally
discussed by the Council members earlier this year. She
noted that since the Bill was filed in early February that
two additional items should be discussed for possible
inclusion into the Bill. The first is to allow the Common
Council to hear a formal address on an annual basis by the
Mayor. She noted that I.C. 36-4-5-3 (copy attached)
requires to Mayor to "provide a statement of the finances
and general condition of the City to the City legislative
body at least once a year. " She noted that many other . •
communities have such a formal address before the Council.
Councilman Voorde suggested that this be included at the
second regular meeting of the Council each January. He also
noted that he had discussed this with the Mayor and that he
was receptive to the idea. A majority of the Council agreed
to include this new section.
The Council Attorney then noted that she would recommend
inclusion of reading the amended title by the City Clerk
when an amendment has been approved by the Council.
Following discussion, a majority of the Council agreed to
include this amendment.
The Council Attorney then reviewed each of the major changes
on a section by section basis. Councilman Voorde suggested
that in Section 2-2 that the instruction and promotion
accounts be added to this section. A majority of the
Council agreed to this amendment.
It was noted that in Section 2-7 (e) that a procedure was
incorporated to rotate the roll call votes on third readings
and on all Resolutions. Councilman Coleman requested that

the rotation of the vote also be used on all roll call
votes which take place in the Committee of the Whole.
Following discussion, this proposal was agreed upon by
majority of the Council members.
Councilman Soderberg suggested that perhaps the City should
prepare a card which would be attached to the podium
reminding individuals who wish to address the Council that
they must give their name and residential address before
speaking.
Various points of clarification were then discussed and
recommended favorably to Section 2-9 dealing with
parliamentary procedure.
Considerable discussion then took place as to whether there
should be a portion set aside on each Bill or Resolution for
public hearing to allow questions. Councilman Luecke made a
motion seconded by Councilman Duda that a five minute period
for questions be permitted on each Resolution and Ordinance.
The motion failed by a six to three vote.
Following further discussion, Councilman Coleman made a
motion seconded by Councilman Puzzello that all questions on
Bills or Resolutions be made during the portion in
opposition to such items. Following discussion by the
Council, the motion and second were withdrawn. Each of the
subsequent sections were then explained and the proposed
amendments highlighted.
Councilman Slavinskas recommended that in Section 2-12 that
the first order of business be an invocation. He noted that
he would be willing to be in charge of contacting
individuals to give an invocation and when individuals were
not available that he would give such an invocation.
Councilman Coleman voiced support of this concept. A
majority of the Council agreed to the proposed amendment.
Following further discussion, the Council Attorney noted
that she would prepare a substitute version Bill No. 10-88
incorporating all of the changes discussed by the Committee.
There being no further business to come before the
Committee, the meeting was adjourned at 5:20 p.m.
