PERSONNEL AND FINANCE COMMITTEE
The April 11, 1988 meeting of the Personnel and Finance
Committee was called to order by its Chairman, Councilman
Ann Puzzello at 4:45 p.m. in the Council informal meeting
room.
Persons in attendance included Councilmen: Luecke,
Niezgodski, Soderberg, Puzzello, Slavinskas, Coleman, Duda,
and Voorde; Katie Humphreys, John Leisenring, Jim Wensits,
and Kathleen Cekanski-Farrand.
Councilman Puzzello then introduced members of the Committee
namely Councilman Coleman as Vice-Chairman, Councilman
Luecke, Councilman Slavinskas, and herself as Chairman.
Councilman Puzzello noted that the purpose of the meeting
was to review Substitute Bill No. 21-88 which is a transfer
Ordinance. Katie Humphreys then reviewed the Bill. She
noted that the Bill would transfer a total of $36, 541.00
between four General Fund accounts namely the Mayor's, the
City Controller's, the City Attorney's, and the City
Engineer's.
Account Number 411.0 entitled "Salaries and Wages Regular"
in the Mayor's office would be decreased by a total of
$10,374.00. It was noted that the position of Deputy Mayor
was budgeted at the amount of $35,900. 00. This position
will be filled in approximately one month.
It was noted that under the Controller's budget, that the
position being currently filled by Jim Caldwell was never
budgeted and that his actual salary for the current year
would be $29, 179. 00.
In the City Attorney's budget Account Number 411.0 entitled
"Salaries and Wages Regular" would be decreased by
$17,766.00. This `savings results from approximately two
months of a vacancy for a Deputy City Attorney position
totaling $4,866.00 and the difference between having a full
time City Attorney. The City Attorney's position was
budgeted for $43,511. 00 and the actual agreement with Mr.
Nussbaum is for $31, 500.00. The difference totaling
$17,766. 00 was realized from additional savings within the
department,.
It was noted that Jon Hunt has not been paid additional
compensation from the Mayor's office.
Councilman Slavinskas noted that Mayor Kernan will, in fact,
have two administrative assistants while Mayor Parent had
one Deputy Mayor and one Administrative Assistant.
Following further discussion Councilman Luecke made a motion
seconded by Councilman Coleman that Substitute Bill No. 21-
88 be recommended favorably to Council. The motion passed.
There being no further business to come before the
Committee, the meeting was adjourned at 5:05 p.m.
