HomeMy WebLinkAbout08-08-88 Zoning & Vacation O nmmtflrr Road ZONING AND VACATION COMMITTEE go tie Clout= Couartt of tip CV of Sow Loh: The August 8, 1988 meeting of the Zoning and Vacation Committee was called to order by its Chairman Councilman Lee Slavinskas at 4:00 p.m. in the Council informal meeting room. Persons in attendance included Laurie Eckenberger, a journalism student at I.U. , Doug Carpenter, Councilmen: Luecke, Niezgodski, Puzzello, Slavinskas, Zakrzewski, Coleman, Voorde, and Duda, Jim Wensits, T. Brooks Brademas, Kathy Baumgartner, Samual and Anna Ashby, Mrs. DeLanghe, and Kathleen Cekanski-Farrand. Councilman Slavinskas noted that the first item on the agenda was to review Bill No. 69-88 which is requesting a zoning change for the property located at 744 South Michigan. Mr. & Mrs. Ashby, the owners of the property, stated that they are requesting the zoning change from "C" Commercial "F" Height and Area to "D" Light Industrial "F" Height and Area. Councilman Slavinskas noted that at the Area Plan meeting of July 19, 1988 the zoning request received a favorable recommendation. • Mr. & Mrs. Ashby plan to demolish the current building on the property and to erect a metal pole-barn which would have electricity and cement floors in it but would not be heated. The building would be used to house fishing equipment. Mr. & Mrs. Ashby are wholesalers and sell out of town but do not sell directly from the building. It was noted that there were no remonstrators at the Area Plan meeting. Copies of drawings were then circulated. (copies attached) Councilman Luecke questioned how far the building would be from the alley and it was noted that the new building would be 10 feet further away than the current building. Following further discussion, Councilman Luecke made a` motion seconded by Councilman Coleman that Bill No. 69-88 be recommended favorably to Council. The motion passed. Councilman Slavinskas then noted that the next item on the agenda was to review Substitute Bill No. 34-88 which is seeking a zoning change for the property located at 805 South Michigan Street. Kathy Baumgartner presented the Bill. She noted that the property houses the former Gilbert's building. The zoning request is to zone the property from "C" Commercial, "F" Height and Area, to "B" Residential, "F" Height and Area. She noted that the University of Notre Dame would be the owners of the building which would be substantially renovated and then be used as a home for the homeless. She noted that the United Religious Community as well as the Council of Providers of Services to the Homeless, Inc. would be coordinating efforts so that numerous types of programs and counseling facilities would be available at that location. Additionally, there would be recreation facilities and food services. Councilman Zakrzewski noted that the facility is located in the 6th District. He further noted that there are over 700 to 1, 000 homeless in St. Joseph County. He voiced strong support of the project. Councilman Duda noted that she sat on the task force for the homeless in 1983 which was begun by Hope Rescue Mission. She also strongly supported the proposed rezoning. Councilman Coleman questioned why "A"-3 was not considered. Mrs. Baumgartner noted that the "B" Residential classification was being recommended by Mr. Jack Mathews, the Building Director. Mr. T. Brook Brademas, a Vice-President of "COPOSH" also spoke in favor of the Bill. Following further discussion, Councilman Luecke made a motion seconded by Councilman Coleman that Substitute Bill No. 34-88 be recommended favorably to Council. The motion passed. Councilman Slavinskas then noted that Bill No. 60-88 which is the proposed alley vacation off of Portage Avenue being requested by 1st Source Bank was recommended favorably by the Committee two weeks ago. Since no further action was needed by the Committee at this time, the Committee stood by its action of two weeks ago. Councilman Slavinskas then noted that the next Bill on the agenda was to review Bill No. 67-88 which is a petition to vacate an alley off of Lincolnway West. Mrs. DeLanghe presented the Bill. She noted that there were no objections raised from adjoining property owners and that it received a favorable recommendation from the Area Plan Commission. She noted numerous problems of motor scooters, noise, and overall nuisances in the area. Councilman Niezgodski noted that there were no remonstrances that he was aware of to this proposed rezoning. Councilman Zakrzewski noted that he has known Mr. & Mrs. DeLanghe for several years and would be in favor of the proposed rezoning. 2 Councilman Slavinskas noted that the owners of lot numbers 23, 24, 25, 46, 47, and 194 all signed in favor of the proposed rezoning. Following further discussion Councilman Luecke made a motion seconded by Councilman Coleman that Bill No. 67-88 be recommended favorably to Council. The motion passed.
