JOINT MEETING OF THE PERSONNEL AND FINANCE AND
RESIDENTIAL NEIGHBORHOODS COMMITTEE

The October 24, 1988 Joint Meeting of the Personnel. . and
Finance and Residential Neighborhoods Committee was called
to order by Personnel and Finance Chair Person Council
Member Ann Puzzello at 5:10 p.m. in the Council informal
meeting room.
Persons in attendance included Council Members: Luecke,
Niezgodski, Soderberg, Puzzello, Slavinskas, Zakrzewski,
Coleman, Duda, and Voorde; Mr. Max Moore, Hedy Robinson,
Katie Humphreys, Mr. Robert Watkins, Mr. James Wensits, and
Kathleen Cekanski-Farrand.
Council Member Puzzello noted that the purpose of the
meeting was to continue the discussion of Substitute Bill
No.. 82-88.
The Council Attorney was then called upon' to review two
proposed substitute versions of Bill No. 82-88, one which
would address a loan procedure and other which would address
an expenditure (copies attached) . She then reviewed the
changes in each of the proposed substitute bills.
Council Member Slavinskas briefly explained the need for the
non-reverting housing maintenance fund and voiced support of
the expenditure proposal.
Council Member Voorde stated that he believed a loan program
would be preferable and suggested that the Economic
Development Department be incorporated in the capacity of
performing a preliminary review for the need. He stated
that this would be similar to the procedures in effect for
tax abatement procedures in rezonings.
Council Member Luecke suggested that perhaps a bill
incorporating either a loan or expenditure process could be
pursued. Council Member Coleman also suggested that perhaps
both avenues should be pursued. Council Member Duda
preferred to loan proposal.
Following considerable discussion Council Member Soderberg
made a motion seconded by Council Member Duda that the loan
proposal be recommended favorably. The motion passed by a 6
to 2 vote with Council Members Slavinskas and Puzzello in
the minority and Council Member Niezgodski being unable to
vote since he was not a member of either committee.
Discussion then took place with regard to the need for the
City and the South Bend Housing Authority to enter into a
new intergovernmental agreement since the last agreement was

entered into in 1968. The Council Attorney also suggested
that amendatory language be included within paragraph (b) of
Section 2-169 to designate specifically that only the
proportionate share of the City's funds would be placed into
the fund up to a maximum of $20,000. 00.
Council Member Luecke then suggested further amendatory
language which would be incorporated into sub section (c) .
The Council Attorney stated that she would have a substitute
bill incorporating all of the amendatory language by this
evening's meeting.
Following further discussion Council Member Voorde made a
motion seconded by Council Member Luecke that the amended
language be specifically incorporated into the substitute
bill. The motion passed.
Council Member Soderberg then made a motion seconded by
Council Member Zakrzewski that the revised substitute
version of Bill No. 82-88 be recommended favorably to
Council. The motion passed by a 7 to 1 vote with Council
Member Puzzello being in the minority and Council Member
Niezgodski being unable to vote due to the fact that he
served on neither committee.
There being no further business to come before the Committee
the meeting was adjourned at 5:35 p.m.
