HUMAN RESOURCES AND ECONOMIC DEVELOPMENT
The embew- 21, 1987 meeting of the Human Resources and
Economic Development Committee was called to order in the
absence of the Chairman and Vice-Chairman by Councilwoman
Ann Puzzello at 4:25pm in the Council's informal meeting
room.
Persons in attendance included Councilmen and Councilwomen:
Paszek, Serge, Puzzello, Beck, and Zakrzewski; Hedi
Robinson, Jon Hunt, Jim Wensits, Don Niezgodski, Dick
Maginot, and Kathleen Cekanski-Farrand.
The first item on the agenda was to review bill. no. 134-87
which would amend ordinance no. 5240-70 concerning the South
Bend Economic Development Commission and the Department of
Economic Development. Mr. Hunt noted that in light of the
decrease in industrial revenue bonds that the city wishes to
establish an agency within the city so that they can pursue
state grants without utilizing not-for-profit corporations.
He stated that this would not overlap with Redevelopment and
that there has been considerable discussion with Ken Fedder,
the attorney for the Economic Development Commission.
The Council attorney asked whether Mr. Hunt would object to
specifically incorporating the ordinance within the City
Code under Chapter 2 . Mr. Hunt indicated that he would
check on this recommendation.
Councilman Paszek noted that the Economic Development
Commission thoroughly endorses the proposed ordinance and
believes that it would help substantially.
Following further discussion, Councilwoman Beck made a
motion seconded by Councilman Serge that bill no. 134-87 as
to be amended by the Council attorney be recommended
favorably to the Council. The motion passed.
The Committee then reviewed bill no. 136-87 which would
create the South Bend Redevelopment Authority. Mr. Hunt
noted that this would not be a taxing agency. The state law
permits such an authority and it would be consistent with
that law.
The Council attorney again noted that the bill should amend
the South Bend Municipal Code and requested an update from
the City Administration if they would be in agreement with
this recommendation.
Following further discussion, Councilwoman Beck made. a
motion seconded by Councilman Serge that bill no. 136-87 as
to be amended by the Council attorney be recommended
favorably to the Council. The motion passed.

The Committee then reviewed Resolution no. 87-105 which is a
real property tax abatement for the southwest corner of
Bendix Drive and Sugar Maple Lane. Mr. Keith Krueger on
behalf of Bendix Park Associates presented the bill. He
noted that the facility will be a Tru-Green Inc. operation
consisting of land, fertilization, weed, insect and disease
control as well as snow and leaf pickup. He stated that the
project would create between 60 and 70 new permanent jobs.
The total cost would be $250, 000.
Under the current state and local laws the proposed project
would qualify for a ten year real property tax abatement.
Following discussion Councilwoman Beck made a motion
seconded by Councilman Serge that Resolution no. 87-105 be
recommended favorably to the Council. The motion passed
unanimously.
No further business came before the Committee. The meeting
was adjourned at 4:40pm.
