The July 30 , 1987 meeting of the Human _Resources and
Economic Development Committee was called to order by its
Chairman, Councilman Eugenia Braboy, at 4:30 p.m. in the Council
informal meeting room.
Persons in attendance included : Councilmen Braboy, Beck,
Puzzello , Barcome , Voorde and Serge ; Beth Leonard , John Hunt,
Steve Luecke, Betsy Harriman, and members of the news -media.
Councilman Braboy noted that the purpose of the meeting was
to review the 1988 Community Development Block Grant application.
The Committee was presented the 1988 submission schedule as
well as the 1988 CDBG Application Process-Proposal Review (copy
attached). Additionally, the Committee had the information given
to them on July 27 , 1987 at their disposal which consisted of a
letter from Elizabeth Leonard dated July 27, 1987 and attachments
to that letter (copy attached) .
The Committee then reviewed each of the activities within
the CDBG proposal beginning with , the housing activity.
Additional information on the Housing Development Corporation was
requested from Mr. Hunt. There were no recommended changes in
this area .
The Committee then reviewed the code enforcement activity.
It was noted that approximately $20 , 000 in the demolition
category was being used as a "cushion". Councilman Barcome
questioned who carries out demolitions with regard to code
enforcement. Councilman Barcome also questioned why the grass
and yard cleanup is running so late. It was indicated that PIC
began late and that crews are now in process .
The Committee then reviewed public works, parks and capital
improvement activities. It was noted that there were various
public works projects requested and recommended; however, there
were no activities recommended for the parks area.
In the public services area, it was noted that the overall
dollars have remained the same; however, the various levels of
activities within that dollar amount have changed .

The next activity reviewed by the Committee was city
development for a projected 1988 request of $2 , 317.500 with the
CAC recommendation of $356,000 and the staff recommendation of
$356,000. Councilman Barcome and Councilman Braboy had several
questions with regard to this proposed activity .

It was noted by Mr. Hunt that a possible museum center is
being discussed for the old Robertson's Department Store and that
the building which formerly housed the Penney's Department Store
was too marketable for such a museum. It was further indicated
that the Studebaker Museum attracts approximately ten percent
(10%) of its attendance from the local community and ninety
percent (90%) of its patrons from out of town. The Northern
Indiana Historical Museum attracts ten percent (10%) from out of
town and approximately ninety percent (90%) locally.
The last activity reviewed by the Committee was the classi-
fication of "other activities". Questions with regard to
"indirect costs" were raised by Councilman Voorde, and it was
indicated that this classification shows what each group owes the
general budget for costs , overhead space, etc. It was further
indicated that the appropriation ordinance would be heard at the
Council meeting on September 28 , 1987 .
There being no further business to come before the
Committee, the meeting was adjourned at 5 :30 p.m.
