HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE

The May 26, 1987 meeting of the Human Resources and Economic
Development Committee was called to order by its Chairman,
Councilman Eugenia Braboy, at 4: 45 p.m. in the Council informal
meeting room.
Persons in attendance included: Councilmen Serge, Braboy,
Beck, Puzzello, Taylor, Zakrzewski, Voorde and Barcome; Richard
L. Parker , Hedi Robinson, Don Inks, Carol Sanders , Eugenia
Schwartz , Ernest J. Szarwark , members of the news media and
Kathleen Cekanski-Farrand.
Councilman Braboy noted that there were several items on the
agenda for review and recommendation by the Committee.
The Committee then reviewed Resolution No. 87-48 which was a
resolution requesting real property tax abatement for that
property located at 601 West Broadway . Street and Resolution No.
87-49 which was a personal property tax abatement for the •
property located at 601 West Broadway Street .
Hedi Robinson of the Department of Redevelopment then
reviewed the report (copy attached). Mr. Ernest Szarwark of the •
Barnes and Thornburg law firm then briefly reviewed the two (2)
proposed resolutions.. He indicated that Allied Products
Corporation has been in this area since 1964 and that since
moving here they have had a history of investing in the City. He
further indicated that at least thirty (30) jobs would be saved.
with an annual payroll of $600 , 000.
Councilman Braboy complimented Allied Products Corporation
on remaining in South Bend , improving their facility and
investing in our City. Councilman Serge stated that we need to
retain jobs within the South Bend area.
Following discussion, Councilman Serge made a motion,
seconded by Councilman Puzzello, that Resolutions No. 87-48 and
No. 87-49 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 45-87 which would
appropriate $1 , 638 ,455.05 from the UDAG Fund for the purpose of .
assisting in the continuing development and operation of a
downtown office facility. Don Inks reviewed the proposed bill
with the Committee. He indicated that this would close the
project on the HUD funds.

Following discussion by the Committee, Councilman Beck made
a motion, seconded by Councilman Taylor , that Bill No. 45-87 be
recommended favorably to Council. The motion passed.
Eugenia Schwartz then reviewed Resolution No. 87-51 which
would designate the South Bend central development area to be a
blighted area for purposes of complying with the Tax Reform Act
of 1986 and Resolution No. 87-52 which would designate the South
Bend central development area to be blighted for purposes of
complying with the Tax Reform Act for 1986. The first resolution
would deal directly with the South Bend central development area
and the second resolution would deal specifically with the
Studebaker corridor development area. It was noted that there
were certain findings of fact and findings of blight which were a
technical requirement of the new Federal law which took effect .
She further indicated that Mr. Jon Hunt would be presenting
the resolutions at tonight ' s meeting of the Common Council .
There being no further business to come before the
Committee, the meeting was adjourned at 5 :05 p.m.
