Persons in attendance included Councilmen: Voorde, Barcome ; Braboy, Serge , Beck, Zakrzewski , and Paszek; Isaiah Jackson, Hedi Robinson, members of the news media , Mr . Bob Johnson, Mr. Paul Gilmer, Mrs . Betty Valvria, and Kathleen Cekanski-Farrand . Councilman Braboy noted that the first item to be reviewed by the Committee was Resolution 87-8 which was a proposed real property tax abatement for the property located at 2901 South Main Street . Hedi Robinson of the Redevelopment Department then reviewed the report . She indicated that the petition was in order and that the Aerolite business was seeking a ten (10) year tax abatement . She indicated that a stop-work order had been issued by the Code Enforcement Department because proper permits had not been procured . However, Mr. Bob Johnson of Aerolite indicated that they would be following all proper procedures with regard to all building permits including the electrical permit. Representatives of Aerolite also indicated that the projected employment would probably be closer to 75-100 employees with a 20% commitment to minorities . Mr. Jackson commended the company for their commitment to minority hiring. Following discussion by the Committee , Councilman Serge made a motion , seconded by Councilman Beck, that Resolution 87-8 be recommended favorably to Council . The motion passed unanimously. The Committee then reviewed Resolution 87-21 which sought real property tax abatement for the property located at 329-331-333 S. Michigan Street . Hedi Robinson reviewed the report from the Redevelopment Department . It was indicated that the area in question was within a "TIF" and , therefore, page 2 of the report from the Redevelopment Department must be amended . She indicated that the Redevelopment Commission would not act on their resolution until Friday , March 13 , 1987. Mr . Jim Leonard , President of Business Communications , then briefly reviewed the need for the tax abatement . He noted that 40 employees would be involved at the facility. The Council Attorney voiced concern that the resolution from the Redevelopment Commission had not been acted upon prior to the requested action by the Common Council . She recommended that the Council take no action on the resolution so that the ordinance could be properly checked in this regard . The Committee agreed with the recommendation. MCC PRCOO PUOIIONINO CO. 1 i Human Resources/Econ Development March 9 , 1987 Page 2 The Council Attorney then reviewed Resolution 87-22 which would reconfirm various tax abatements previously granted by the Common Council. Mrs. Farrand noted that seventeen ( 17) real property tax abatements and three (3) personal property tax abatements would be involved. She indicated that discussions had taken place with the County Auditor 's office and , in light of the concern with regard to "the period of deductions" for the older tax abatements , a reconfirming resolution would be needed . She indicated that under the former state law, personal property tax abatements were permitted up to five (5) years and real property tax abatements were permitted up to ten (10) years. She noted that the purpose of the resolution was to spefically set forth the periods of deductions for each of the property tax abatements listed within the resolution. Following discussion by the Committee, Councilman Beck made a motion , seconded by Councilman Serge , that Resolution 87-22 be recommended favorably to Council . The motion passed unanimously.
