HomeMy WebLinkAbout09-28-87 Zoning & Vacation Oimnmtttn larpmi ZONING AND VACATION COMMITTEE ain tip Mammon Q ounrit of tip (Ong of Bout!, lima: The September 28 , 1987 meeting of the Zoning and Vacation Com- mitte was called to order by its Chairman, Councilman John Voorde, at 4 : 05 p .m. in the Council informal meeting room. Persons in attendance included : Councilmen : Zakra.ewski, Voorde, Barcome, Puzzello, Serge, and Braboy; Jim Wensits , Richard Morgan, Gene Forsythe, and Kathleen Cekanski-Farrand. Councilman Voorde noted that the first item on the agenda was to review Bill No. 84-87 which would vacate the first North- South alley west of St . Joseph Street. He noted that it received a favorable recommendation from the Area Plan Commission and a favorable recommendation from the Board of Public Works . Mr. Gene Forsythe of 216 E. Navarre stated that he owns the properties located at 124 and 126 E. Navarre. He stated that the alley in question is covered with grass and was adjacent to an apartment building. He noted that there were no remonstrators at either the Area Plan meeting or the Board of Public Works meeting. He stated that his future plans for the building in- cluded a separate zoning petition to re-zone the area from "B" to "C" so that the lower level could be used in his business as a Manufacturing Representative for Kraft items . Following discussion by the committee , Councilman Serge made a motion seconded by Councilman Puzzello that Bill No. 84-87 be recommended favorably to Council. The motion passed. Councilman Voorde then stated that the next item on the agenda was to review Bill No. 70-87 which is a zoning ordinance to re- zone the property located at 1307 E. Ireland Road. Mr. Richard Morgan of the Barnes & Thornberg Law firm stated that he represents the petitioner Kent Yoder who desires to build a McQuick Lube operation at the property. He noted that the area in question is west of the Wheel Works Restaurant . He further noted that approximately one year ago the City Council approved the re-zoning however since that project lapsed in one year expired the re-zoning procedure must again be pursued. He stated that there were no remonstrators at the Area Plan meeting. He also noted that the "E" Height classification was a part of the substitute bill in order to allow proper parking. Following discussion Councilman Serge made a motion seconded by Councilman Puzzello to accept substitute version of Bill No . 70-87 . The motion passed. Councilman Serge then made a motion seconded by Councilman Puzzello to recommend the substitute ver- sion of Bill No. 70-87 favorably to Council.. The motion passed. The committee then reviewed Bill No. 82-87 which is a bill to vacate Elbell Court . Councilman Braboy noted that there were no remonstrators and that both the Area Plan and the Board of Public Works recommended the proposed re-zon- ing favorably. Councilman Voorde recommended that since the petitioner was not present for the meeting that the committee take no formal action . on the proposed re-zoning. Following further discussion Councilman Serge made a motion seconded by Councilman Puzzello to adjourn the meeting. Motion passed.
