ZONING AND VACATION COMMITTEE

The May 26 , 1987 meeting of the Zoning and Vacation
Committee was called to order by its Chairman, Councilman John
Voorde , at 3: 30 p .m. in the Council informal meeting room.
Persons in attendance included : Councilmen Taylor ,
Zakrzewski , Serge , Voorde , Barcome , Braboy and Puzzello ; John
Leszczynski, Mr. Greg Celmer, Carol Sanders, Mr. & Mrs. Brasseur,
Dr. Stephan Thompson, Kathleen Cekanski-Farrand and members of
the news media .
Councilman Voorde noted that the first item on the agenda
was to review Bill No. 35-87 which would vacate the first east-
west alley south of Huron Street. He noted that the petition
received a favorable recommendation at the May 19, 1987 meeting
of the Board of Public Works.
Mr. Celmer, one of the petitioners, stated that the basic
reasons for the proposed vacation were for various safety
concerns and security of property. He indicated that there had
been vandalism in this area. Councilman Braboy noted that this
area is in her district but that she had not been contacted (one
way or the other) regarding the proposed vacation. Councilman
Barcome inquired as to whether Mr. Celmer was the property owner
from Huron to Ford and was informed that the petitioner does own
all of that property.
Following discussion by the Committee, Councilman Serge made
a motion, seconded by Councilman Taylor , that Bill No. 35-87
receive a favorable recommendation. The motion passed.
The Committee then reviewed Substitute Bill No. 34-87 which
would vacate the first north-south alley west of Sunnyside. The
petitioners , Dr. Stephan Thompson and Mr. & Mrs. Greg Brasseur ,
were present. It was noted that twenty-three (23) children aged
ten (10) years or younger live within that area. The Brasseurs
have taken various safety measures with regard to placing safety
cones and cutting down hedges, but a considerable safety problem
still exists in that area.
Mr. Leszczynski noted that this was a blind alley and that
he recommended the alley be vacated. (A copy of the Public Works
Committee minutes attached. )
Councilman Zakrzewski noted that maintenance and safety are
on-going problems with alleys and that he favored the proposed
vacation.

Councilman Barcome voiced opposition to the proposed
vacation and noted that the alley in question was cement .
Following further discussion by the Committee , Councilman
Serge made a motion , seconded by Councilman Taylor , that
Substitute Bill No. 34-87 receive a favorable recommendation.
The motion passed .
There being no further business to come before the
Committee, the meeting was adjourned at 3: 55 p .m.
