ZONING AND VACATION COMMITTEE

The March 23 , 1987 meeting of the Zoning and Vacation-Committee
was called to order by its Chairman , Councilman John Voorde,_ at
4 : 30 p .m. in the Council informal meeting room.
Persons in attendance included Councilmen : Zakrzewski , Braboy,
Serge , Puzzello , Barcome , Voorde , and Paszek; citizen member Doug
Carpenter , Joseph Muia, Brian Sauers of the Barnes and Thorburg
law offices , members of the news media , Mr . Jim Beck, and
Kathleen Cekanski-Farrand .
Councilman Voorde noted that the first item on the agenda was to
review Bill No . 14-87 which is a petition to vacate an alley
south of Wayne Street . Councilman Serge noted that the Area Plan
Commission gave a favorable recommendation to the vacation.
Councilman Voorde noted that the Board of Public Works had a
hearing on the proposed vacation on March 10 , 1987 , and
recommended it favorably .
Mr. Brian Sauers then briefly described the need for the vacation
on behalf of his client , Ralph Ganser , M.D. He noted that the
vacation as necessary to construct a two-story office building .
Councilman Voorde then read into the record portions of the
letter from the staff of Area Plan dated February 25 , 1987 ,
wherein they recommended the vacation favorably pursuant to the
guidelines set forth in I .C. 36-7-3-13 .
Following further discussion by the Committee, motion was made by
Councilman Puzzello , seconded by Councilman Serge , to recommend
Bill No . 15-87 favorably to Council . The motion passed.
The Committee then reviewed Bill No. 18-87 which was a bill to
vacate an alley east of Michigan Street . Councilman Serge noted
that the Area Plan Commission recommended favorably on this
petition. Councilman Voorde also noted that the Board of Public
Works, after a hearing held on March 17 , 1987 , also recommended
the petition favorably .
Mr . Joseph Muia , a local contractor, briefly described the need
for the vacation on behalf of his client , Mr . Joseph Cira . He
noted that a new building would be constructed and showed a
preliminary site plan for Cira ' s Supermarket .
Councilman Voorde noted the two (2) conditions set forth with
regard to the petition by the Board of Public Works and the
Council Attorney recommended that the turning radius be
specifically incorporated into the resolution.

Following discussion by the committee , Councilman made a motion,
seconded by Councilman Puzzello , to recommend Bill No. 18-87
favorably with the additional language addressing the turning
radius . The motion passed .
There being no further business to come before the Committee, the
meeting was adjourned at 4 :50 p .m.
