The March 9 , 1987 meeting of the Public Safety Committee was
called to order by its Chairman, Councilman Ann Puzzello in the
Council informal meeting room at 4 :30 p .m.
Persons in attendance included Councilmen : Paszek, Voorde,
Barcome , Puzzello , Serge , Beck , Braboy, and Zakrzewski ; Marva
Leonard, Carol Sanders, members of the news media, and Kathleen
Cekanski-Farrand . -
Councilman Puzzello noted that the purpose of the meeting was to
continue the discussion on Bill No. 8- 87 which would amend
Chapter 4 regarding licensing and Chapter 5 regarding animals.
The Council Attorney noted that at the last meeting of the Public
Safety Committee the Committee agreed to incorporate the proposal
made by Councilman Voorde with regard to Council approval of the
third party entity which would issue licenses . She then handed
out a revised version of Bill No . 8-87 and explained the new
language in Section 4-14(a) .
In light of concern raised with regard to requiring a resolution
each year , it was recommended by Councilman Barcome that the
language be further amended to incorporate a procedure so that
the period of time may be consistent with the contract period .
The Council Attorney then verbally recommended new language which
would incorporate such a request .
Following discussion by the Committee, Councilman Serge made a
motion, seconded by Councilman Zakrzewski , that the amendatory
language (attached) be accepted by the Committee . The motion
passed unanimously.
Councilman Serge then made a motion , seconded by Councilman
Zakrzewski , that substitute Bill No . 8-87 be recommended
favorably to Council . The motion passed unanimously.
Councilman Voorde then questioned .with regard to the account
procedure . He was advised that there would be a separate account
established . by the Humane Society . It was also noted by Ms .
Leonard that the contract between the Humane Society and the City
would specifically address the account procedures as well as the
other items directly related to the licensing procedure .
There being no further business to come before the Committee, the
meeting was adjourned at 4 :50 p .m.
