The March 9 , 1987 meeting of the Zoning and Vacation Committee
was called to order at 4 : 50 p .m. in the Council informal meeting
room.
Persons in attendance included Councilmen: Zakrzewski, Braboy,
Serge , Beck, Puzzello, Barcome , Voorde , and Paszek; James Kronck,
Mr . Tim Hartzer , Susan Hanson, John Ford, members of the news
media, and Kathleen Cekanski-Farrand.
Councilman Voorde noted that the first item for the Committee to
review was Bill No . 4-87 which would amend the zoning for the
property located at 3501 East Jefferson Blvd.
Susan Hanson , a local attorney, then explained the request for
that rezoning . She noted that the location has housed "Your
Worship Hour , Inc. " for the past twenty-one (21) years. Holy
Cross Health System Corporation located at 3606 East Jefferson
Blvd . is in the process of purchasing the property. Ms. Hanson
noted that there would not be any substantial changes to the
outside facade of the building .
Councilman Beck noted that she had received no complaints with
regard to the proposed rezoning .
Following further discussion by the Committee , Councilman Serge
made a motion , seconded by Councilman Beck, that substitute Bill
No. 4-87 be recommended favorably to Council . The motion passed
unanimously.
The Committee then reviewed substitute Bill No . 128-86 which
would rezone the property located in the 1700 block of East
Randolph Street .
Councilman Beck who initiated the rezoning petition then
explained the need for the rezoning . She passed out a revised
map of the area in question. She noted that she worked closely
with the Area Plan Commission to make sure that the concerns and
the needs of the residential area were protected . She further •
noted that the petition process began on December 2 , 1987 , and
that there were no remonstrators at the Area Plan Commission
meeting . The Area Plan Commission voted unanimously in favor of
the proposed rezoning.
Mr . Tim Hartzer , a local attorney, then presented information in
opposition to the proposed rezoning . He noted that he had been
hired by Baymar Plastics , Inc . which is a custom precision
electronic company located at 1702 S. Robertson Street . The
business is a light industrial user who purchased the property in
question on December 22 , 1986. He noted that his client did

receive notice of the proposed rezoning. However , in light of
the fact that the business was closing their Arkansas facility,
they are now in need of expansion. Mr . Hartzer then showed an
aerial photo of the area in question. He presented a letter
dated March 6 , 1987 , to the Committee for their review (copy
attached) .
Mr. James Kronk also voiced concern in opposition to the proposed
rezoning .
Following discussion by the Committee, Councilman Serge made a
motion , seconded by Councilman Beck, that substitute Bill No.
138-86 be recommended without a recommendation to the Common
Council . The motion passed unanimously.
The Committee then reviewed Bill No. 121-86 which would amend the
zoning for the property located at 1025 East Calvert . Councilman
Beck initiated the proposed rezoning. She noted that the purpose
of the ordinance was to confirm that the facility in question
would retain its multi-family use. She indicated that there were
no remonstrators at the Area Plan Commission and that the Area
Plan voted unanimously in favor of the proposed rezoning .
Following discussion by the Committee , Councilman Serge made a
motion, seconded by Councilman Beck, that Bill No. 121-86 be
recommended favorably to Council . The motion passed unanimously.
There being no further business to come before the Council , the
meeting was adjourned at 5 :20 p .m.
