ZONING AND VACATION COMMITTEE

The January 26, 1987, meeting of the Zoning and Vacation Committee was
called to order by its Chairman, Councilman John Voorde, at 4:30 p.m. in the
Council informal meeting room.
Persons in attendance included Councilmen: Beck, Serge, Zakrzewski, Paszek,
Puzzello, Voorde, and Braboy; Tracy Jacobs, James Cook, Edward Chapleau,
members of the news media, and Kathleen Cekanski-Farrand.
Councilman Voorde noted that the first item on the agenda was to review Bill
1-87 which would vacate an alley in the downtown area.
Mr. Edward Chapleau then reviewed the request for the vacation on behalf of
the South Bend Tribune. He noted that the Tribune had purchased the
property directly north of their current building and that they would like
to put a roof over the alley in question. He noted that the vacation was
necessary for the effective operation of the land.
Following discussion by the Committee, Councilman Beck made a motion,
seconded by Councilman Serge, that Bill 1-87 go to Council favorably. The
motion passed unanimously.
The Committee then reviewed Bill 118-86 which would rezone the northwest
corner of Widener Lane in Miami. It was noted that the substitute version
of the Bill had been acted upon by the Area Plan Commission. Mr. James Cook
presented the petition and advised the Committee that the change from "A" to
"C" would allow the Allstate Insurance Company to have an insurance claims
office. Currently the land in question is vacant. He noted that,
additionally, there would be additional offices for physicians or dentists
in the back of the building. The total investment would be $650,000.00.
The Area Plan Commission voted favorably on the zoning request.
Following discussion by the Committee members, Councilman Serge made a
motion, seconded by Councilman Beck, to recommend Substitute Bill 118-86
favorably to Council.. The motion passed.
The Committee then turned its attention to Bill 2-87 which would vacate an
alley in the Highland Park Addition to the City of South Bend. Councilman
Voorde noted that the City Clerk's office had received a letter from the
petitioner askining the Council to strike Bill 2-87 from the agenda.
In light of this request, Councilman Beck made a motion, seconded by
Councilman Serge, that the Committee recommend that Bill 2-87 be struck from
the Council's agenda at tonight's meeting. The motion passed unanimously.
There being no further business to come before the Committee, the meeting
was adjourned at 4:40 p.m.

The February 23, 1987, meeting of the Zoning and Vacation Committee was
called to order by its Chairman, Councilman John Voorde, at 3:55 p.m. in the
Council informal meeting room.
Persons in attendance included Councilmen: Paszek, Voorde, Puzzello, Serge,
and Braboy; Captain George Smeltzer and Kathleen Cekanski-Farrand.
Councilman Voorde noted that the purpose of the meeting was to review Bill
6-87 which was a bill to vacate the first east-west alley south of Monroe
Street.
Captain George Smeltzer of the Salvation Army then presented background
information. He noted that the vacation suggestion came from the Planning
Commission. With the vacation, the parking would be cotiguous to the
Salvation Army building and would allow better security.
Following favorable discussion by the Committee, Councilman Voorde noted
that the Board of Public Works recommended favorably on the vacation
request.
Councilman Serge then made a motion, seconded by Councilman Ann Puzzello,
that Bill 6-87 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, the meeting
was adjourned at 4:00 p.m.
