Evart RESIDENTIAL NEIGHBORHOODS COMMITTEE - Wu tips 4lnnutunt &IOmmittt of tip Q14 of EPoutil *nit The September 14 , 1987 meeting of the Residential Neighbor- hoods Committee was called to order by its Chairman, Councilman Thomas Zakrzewski at 4 : 40 p .m. in the Council informal meeting room. Persons in attendance included : Councilmen Paszec , Beck, Zakrzewski, Voorde, Barcome, Serge, Braboy, and Taylor; Abraham Marcus , Gerald Lerhman, Richard Montgomery, Captain Ed Friend of the South Bend Police Department, residents living in the Bayflow- er area, members of the news media, and Kathleen Cekanski-Farrand . Councilman Zakrzewski noted that the purpose of the meeting was to continue the discussion on the Truck Route Ordinance and to receive an update. Mr. Abraham Marcus of 2089 Lark Drive is the President of South Bend Freight . He voiced concern with regard to the fact that there was no north/south connector on the truck route map. He gave a specific example of the difficulties of trying to ser- vice lock joint tube in the various bridge and load limit problems . Councilman Paszek noted that trucks do use Angela despite the hill and that many trucks are found on the East Angela portion. Mr. Gerald Lerhman of 1121 Woodside is Vice President of Steel Warehouse. He noted that there are many impractical prob- lems resulting from the truck route ordinance. He specifically cited the problem of the lack of use on portions of all of street which resulted in cost tripling. Councilman Zakrzewski noted however that in light of the many school children near Saint Adalbert ' s Church that there was a significant safety factor involved. He stated further that Olive between Sample and Western in his opinion should never be desig- nated as a truck route. Councilman Serge noted that Fabrigated Steel which is located in the old Drewry' s warehouse has caused substantial damage to Vassar Avenue due to the increase truck truck traffic . - Councilman Voorde noted that it does appear that there are inadequate north/south truck routes indicated on the current map . Councilman Beck noted that Logan should be designated as a truck route and not Ironwood. Councilman Zakrzewski noted however Mike Meeks of the Engin- eering Department noted that Logan is not designated as a truck . route in Mishawaka and that until it ' s approved it was his recom- mendation that Ironwood should be the designated truck route. Councilman Beck voiced strong opposition to this recommendation ansc â–ºHRts PUOLI5HIH0 Co. Residential Neighborhoods Committee Minutes/September 14 , 1987 Page 2 and further recommended that Mr. Leszccyski the City Engineer be contacted directly with regard to this recommendation. Captain Friend of the South Bend Police Department noted that Councilman Zakrzewski spent over five hours in his squad car last week regarding the Truck Route Ordinance. He further noted that they basically focused on complaint areas and found that most truckers have legitimate "Bills of Lading" with them. He further indicated that his department must use common sense with regard to enforcement . Councilman Puzzello noted that East LaSalle between_Twycken- ham and Eddy appears to be a problem area with regards to truck traffic . Councilman Braboy noted that there is still a problem on College Street between Washington and Lincolnway. Mr. Dick Montgomery of Prestin Trucking requested a specific definition with regard to the exemption under the FCC referred to in Section 20-109 . Councilman Zakrzewski noted that Marva Leonard- Dent of the Legal Department was not present however he would contact her with regard to his request . He further indicated that there must be a clarification of the overall intent of the ordin- ance. Councilman Braboy noted that there is an ongoingneed_ for reviewing the Truck Route Ordinance on a periodic basis. Mr. Marcus stated that increased costs must be weighed by the council as well as public safety factors so that businesses will not become noncompetitive due to inadequate truck routing. The Mayflower residents were informed that the area in ques- tion would not be taken off the truck route designation by the county officials. Mr. William Soderberg a candidate for the third district , noted that parts of Ironwood may be structurally unsafe to handle truck route traffic since there had been instances in the past of pavement collapses . Councilman Zakrzewski noted that the comments of':the::residents present would be further studied and that this ongoing discussion would be referred to the Legal Department in the Engineering Department for further review. Therebeing no further business to come before the committee the meeting was adjourned at 5 : 20 p .m.
