HomeMy WebLinkAbout05-26-87 Public Works OLmnmliin ittport PUBLIC WORKS COMMITTEE • So tic (Comm Comuil of ttlr fling of*mill iirnit The May 26 , 1987 meeting of the Public Works Committee was called to order at 4 :00 p.m. by its Chairman, Councilman Thomas Zakrzewski , in the Council informal meeting room. Persons in attendance included: Councilmen Serge, Braboy, Puzzello , Zakrzewski , Barcome , Voorde , and Taylor ; John Leszczynski , Carol Sanders , Kathleen Cekanski-Farrand , and members of the news media. Councilman Zakrzewski noted that the first item on the agenda was the review of Bill No. 36-87 which would appropriate $46,603.58 from the Cumulative Sewer, Building and Sinking Fund to Project CS816, Bowman Creek. Mr. Leszczynski indicated that the City was required to make emergency repairs at Bowman Creek at St. Joseph and Fox Streets. The total cost of the project was between $81 , 000-.$90,000 and the balance remaining was the $46 , 603.58. Following discussion , Councilman Serge made a motion, seconded by Councilman Puzzello, that Bill 36-87 receive a favorable recommendation. The motion passed . The Committee then reviewed Bill No. 37-87 which would appropriate an additional $30 , 000 from the Local Road & Street Fund to Project R&S 8704 , the construction of Viridian Drive. Mr. Leszczynski noted that $40,000 was received from a grant , $10,000 was needed for engineering, and $30, 000 was. needed from the City. He also indicated that additional businesses have been added to the Airport Industrial Park through the construction of this drive . • Following discussion, Councilman Serge made a motion, seconded by Councilman Puzzello , that Bill No. 37-87 receive a favorable recommendation. The Committee then reviewed Bill No. 38-87 which would appropriate an additional $122,000 from the Local Road & Street Fund to Project R&S 8705, Logan Street widening from McKinley to Jefferson Boulevard. Mr. Leszczynski indicated that the cost of $122 , 000 represents 12.5% of the total construction cost. Mishawaka would also be charged for 12.5% with the remaining $75,000 being paid by the Federal government through the Federal Aid Urban Funds . The first phase of letting by the State would be in June or July of this year . Following discussion , Councilman Serge made a motion, seconded by Councilman Puzzello , that Bill No . 38-87 be recommended favorably to Council . The motion passed . 111[[ •6[S• olangs, •U\LI114IM6 co Public Works Committee '' May 26, 1987 Page 2 The Committee then reviewed Bill No. 39-87 which would appropriate an additional $62 , 500 from the Local Road & Street Fund to Project R&S 8706, Edison Road widening from Crestwood to Hickory Road. Mr. Leszczynski indicated that the $62 , 500 represents 25% of the total cost of the project. The remaining funds would be provided by the Federal government. This project would include storm sewers. He also indicated that there were some outstanding right-of-way issues on the Mishawaka side of the intersection. Following discussion, Councilman Serge made a motion, seconded by Councilman Puzzello , that Bill No. 39-87 receive a favorable recommendation. The motion passed . Councilman Zakrzewski questioned how the various contracts were handled and whether any of these were handled in-house. Mr. Leszczynski indicated that the majority would be handled by the competitive bid process . Councilman Serge complimented the Street Department on a job well done on Jefferson, and Councilmen Taylor and Barcome stated that they would propose priorities for areas of Miami Street with regard to paving . The Committee then reviewed Bill No. 40-87 which would appropriate $275 ,000 from the Local Road and Street Fund to Project R&S 8703, pavement improvements. The $275,000 would be appropriated for the following projects : 1) various concrete repairs $200,000 2) crack sealing $ 50,000 3) paving Juniper/Eddy $ 10 , 000 4) Lafayette street shoulders $ 10,000 5) Bendix Drive repairs $ 5 ,000 Councilman Zakrzewski indicated that the various sections of Ford Street would need concrete repairs . Following discussion , Councilman Serge made a motion , seconded by Councilman Taylor , that Bill No. 40-87 receive a favorable recommendation . The motion passed . Mr. Leszczynski then reviewed Bill No. 41-87 which would appropriate $525 ,000 from the Local Road and Street Fund to Project R&S 8702 , paving materials , and Bill No. 46-87 which would appropriate $350,000. He indicated that between these two Public Works Committee May 26, 1987 Page 3 1 (2) bills , the majority of the paving would be done throughout the City. He indicated that actual blocks were down in number , but the overall dollars were up from the prior year . Approximately $150,000 of the $350,000 in Bill No. 46-87 would be earmarked to the alley program. Following discussion, Councilman Puzzello made a motion, seconded by Councilman Taylor , that Bill Nos. 41-87 and 46-87 receive favorable recommendations . The motion passed . Mr. Leszczynski then distributed two (2) lists to Committee, one (1) of slurry seal projects and one ( 1) of paving projects , for the summer months . In response to a question from Councilman Taylor , Mr. Leszczynski indicated that the traffic signalization at Ironwood and Ewing may not be completed this calendar year . The Committee then reviewed Bill No. 42-87 which would appropriate $40 ,000 from the Local Road and Street Fund to Project R&S 8701 , construction of a traffic signal at the inter- section of Bendix Drive and Sugar Maple Lane. Mr. Leszczynski indicated that the traffic counts warranted such a traffic signalization. Following discussion , Councilman Braboy made a motion, seconded by Councilman Barcome , that Bill No. 42-87 receive a favorable recommendation . The motion passed . Councilman Taylor then voiced concern over the traffic signalization at the intersection of York and Ireland. He indicated that the turn lane was taken out in order for the City to be a part of the overall traffic signalization. However, it was indicated to Councilman Taylor by Mr. Leszczynski that the turn signal would be restored. He requested that the necessary studies be completed so that this could be done as soon as possible. Councilman Barcome also voiced concern about this intersection . Councilman Voorde voiced concern over the traffic signalization progress at the intersection of Jackson and Miami . • Following further discussion by the Committee, Councilman Braboy made a motion, seconded by Councilman Barcome , that the meeting be adjourned at 4 : 15 p .m.
