Personal and Finance Committee
The December 21, 1987 meeting of the Personal and Finance
Committee was called to order by its Chairwoman,
Councilwoman Beverlie J. Beck, at 4:20pm in the Council's
informal meeting room.
Persons in attendance included Councilmen and Councilwomen:
Serge, Beck, Puzzello, Zakrzewski, Barcome, Paszek, and
Voorde; Michael Vance, Carolyn Pfotenhauer, Dick Maginot,
Sean Coleman, Don Niezgodski, Jim Wensits, Jon Hunt, Hedy
Robinson, and Kathleen Cekanski-Farrand.
Councilwoman Beck noted that the purpose of the, meeting was
to review bill no 135-87 which would amend Chapter 4
Article 4 of the South Bend Municipal Code regarding
regulation of charitable solicitations.
Mr. Michael Vance, City Controller, reviewed the proposed
bill. He noted that the overall ordinance is less
restrictive in light of current Supreme Court cases. He
further noted that several portions of the Card ordinance
are unenforceable. Mrs. Pfotenhauer and Kathleen Cekanski-
Farrand both indicated that the proposed ordinance would
improve the current regulations on the book by permitting a
permanent process.
Following further discussion Councilman Serge made a motion
seconded by Councilman Barcome that bill no 135-87 be
recommended favorably to the Council.. The motion passed.
No further business came before the Committee. The meeting
was adjourned at 4:25pm.
