The September 28 , 1987 meeting of the Personal and Finance
Committee was called to order by its Chairman Beverlie Beck
at 4 : 45 p.m. in the Council informal meeting room.

Persons in attendance included : Councilmen : Zakrzewski, Barcome,
Voorde, Puzzello , Beck, Serge, Braboy, and Taylor, James Wensits,
Dale Balsbauth, and Kathleen Cekanski-Farrand.
Councilman Beck noted that the purpose of the meeting was to
review Bill No . 90-87 which is a bill to appropriate eleven-
thousand seven-hundred and eighty-two dollars ($11 , 782 . 00) from
the Morris Civic Auditorium Improvement Fund for the purchase .
of Sound System Equipment for use at the Morris Civic Auditor-
ium.

Mr. Balsbauth noted that the equipment in question was used
during the one week Special Olympics this summer. He noted that
the equipment in question is top of the line and that following
the Special Olympics many bidders were requesting to purchase
it. Crown Suppliers of Elkhart , Indiana; agreed to hold the
equipment and The Broadway /Theater League paid initially for it .
The equipment in question would cost new, twenty-three thousand

dollars ($23, 000. 00) thus a savings of over fi.fty' percent (50%)
would be realized by the Morris Civic Auditorium. He also .
indicated that some of the equipment was not held by Crown in
that they replaced it with brand new equipment in order to com-
plete the deal.
Mr. Balsbauth further noted that speakers are still necessary in
that infra-red types for the hearing impaired are needed .
Hopefully, such equipment could be installed by next summer. He
further indicated that they are currently borrowing amplifiers
for the film series.
With the purchase of the equipment listed in the. ordinance, the
Morris Civic would have between fifty-five to sixty percent of

a top quality sound system.
In response to a question from Councilman, Barcome, he noted that
The Broadway Theater League would probably be able to move ahead
much quicker if the appropriation ordinance was acted upon by
the city.
Following further discussion Councilman Barcome made a motion
seconded by Councilman Puzzello to recommend Bill No . 90-87
favorably to Council. The motion passed.
Mr. Balsbauth also noted that currently three shows have been
shown at the Morris Civic at one dollar and fifty cents ($1 . 50)
per person. The lowest number in attendance was three-hundred
and fifty-six people with the other two shows being significantly
higher . He also indicated that he sought quotes for a screen

measuring twenty-four feet by fifty-four feet (24 ft . x 54 ft . )
and was advised that a new screen out of Warsaw, Indiana would
cost between eight to ten thousand dollars. He was able to
make a contact through New York and was able to locate a screen
at that size for twenty-six hundred dollars ($2 , 600. 00) with
the local employees making the frameofor it . It should be the
largest screen in the Midwest . •
Councilman Beck complimented Mr. Balsbauth for his innovative
ideas and his enthusiasm for the job.
Therebeing no further business to come before the committee,
the meeting was adjourned at 4 : 55 p .m.
