PERSONNEL AND FINANCE COMMITTEE

The June 8 , 1987 meeting of the Personnel and Finance
Committee was called to order at 3 :50 p.m. by Councilman Taylor
in the absence of the Chairman or Co-Chairman.
Persons in attendance included: Councilmen Braboy, Taylor,
Serge , Voorde, Zakrzewski , and Beck; Mike Vance , Pat DeClerq,
Skip Yoder, Jim Wensits, and Kathleen Cekanski-Farrand.
Councilman Taylor noted that the first item on the agenda
was to review Bill No. 48-87 which would amend Chapter 2, Article
14 of the South Bend Municipal Code which regulates special
funds. Mr. Vance noted that since home rule phased out the old
State law which provided authority for municipalities to
establish special funds, this ordinance was necessary to reaffirm
the establishment of the promotional accounts for the Mayor's
Office and the Common Council. It was also indicated that this
was a requirement discussed with the State Board of Accounts.
Promotional accounts are typically used for membership dues, keys
and other types of promotion for the City.
Following discussion, Councilman Braboy made a motion,
seconded by Councilman Serge , that Bill No. 48-87 receive a
favorable recommendation. The motion passed. .
Councilman Beck then arrived and chaired the next discussion
which was on Bill No. 50-87 which would appropriate $13, 700.00
from the Federal Assistance Grant Fund , commonly known as the
Revenue Sharing Trust Fund, for the 1987 summer clean-up program.
Patricia DeClerq briefly explained the bill. She noted that the
summer clean. up would begin on June 22, 1987. She indicated that
there had been problems with the lack of youth signing up for the
program with "JPTP". A total of twelve ( 12) with two ( 2)
supervisors would be involved. The funding would be for the
purchase of various lawnmowers, weed wackers, gloves, bags, and
maintenance on the equipment.
Following discussion by the Committee, Councilman Braboy
made a motion, seconded by Councilman Taylor, that Bill No. 50-87
receive a favorable recommendation. The motion passed.
There being no further business to come before the
Committee, the meeting was adjourned at 4 :00 p.m.
