The January 26, 1987, meeting of the Personnel and Finance Committee was
calld to order by its Vice-Chairman, Councilman James Barcome, at 4:15 p.m.
in the Council informal meeting room.
Persons in attendance included Councilmen: Serge, Barcome, Zakrzewski,
Paszek, Voorde, Braboy, Beck, Puzzello, and Taylor; Carol Sanders, members
of the news media, and Kathleen Cekanski-Farrand.
Councilman Barcome noted that the purpose of the meeting was to review Bill
119-86 which would amend Chapter 2, Article 7 of the Municipal Code of the
City of South Bend by deleting various sections addressing budgetary
procedures.
Councilman Puzzello noted that she authored the Bill last year in her
capacity as Chairman of the Personnel and Finance Committee. She indicated
that she had met with Michael Vance and Carol Sanders on the original bill
and that the three (3) of them had worked out an amended version.
Carol Sanders then briefly reviewed the amendments which would basically
amend Section 2-88 by deleting the "cost center narratives" and by replacing
such terminology with "line item detail." Overall, the budgetary history
provisions would be deleted.
Councilman Puzzello noted that in her tenure as Chairman of the Committee,
the material which would no longer be required would not substantially
affect the budgetary review process. She believed that, in fact, the
amended version of the budgetary procedure ordinance would be more cost
effective for the City.
Various Council members voiced favorable comments with regard to the
proposed Bill.
In light of the fact that a substitute version was not made available and
would not be available at the time of the 7:00 p.m. meeting, it was
recommended that the Council attorney prepare the substitute version so that
it could be acted upon at the February 9, 1987, meeting of the Common
Council. Upon a motion being made by Councilman Serge, seconded by
Councilman Taylor, substitute version of Bill 119-86 was recommended
favorable to Council. The motion passed.
There being no further business to come before the Committee, the meeting
was adjourned at 4:30 p.m.
