On behalf of VS Engineering (VS), thank you for the opportunity to submit our proposal for the Our Lady of Hungary Neighborhood
Sidewalks and ADA Ramps Safe Routes to School (SRTS) project. This VS team was strategically developed to provide the City of South
Bend with proven leadership; local experience; experts in roadway, pedestrian, and traffic design; and ample capacity to deliver
the SRTS project. VS and McCormick Engineering have partnered on roadway projects across northern Indiana. This is a partnership
where each firm has taken the lead on projects based on the client, available capacity and required expertise.
At VS, we know that our work reflects on you and understand your need for a superior and worry-free project delivered on time, within
budget. Our team, led by Project Manager Mark Herald, PE, will communicate with you at every step of the way and work together with
you to make sure it happens. His reliability and longstanding local experience is a benefit to the City, as Mark will take your project from
start to finish and allow the City to work with one Project Manager for the entirety of the project. Mark’s experience on South Bend’s
prior SRTS projects – Lincoln Primary and Perley Fine Arts Academy – and communities across Northern Indiana will allow him to hit
the ground running by addressing items on the critical path early to help keep the project moving forward at the necessary pace. Mark
understands the complexities that accompany an urban retrofit of pedestrian facility improvements and will put his expertise to use to
keep this SRTS project on track. Mark’s leadership, local resources and past successes for the City of South Bend make him the perfect
partner to complete this safety improvement project.
The VS Team in place to support Mark includes Design Lead – Joe Dluzak, Quality Control by Chris Waidner, PE, and multiple other
industry experts in signal design, utility coordination, environmental documentation and other facets of engineering necessary to deliver
the SRTS project.
The Our Lady of Hungary Neighborhood Sidewalks and ADA Ramps SRTS project will address substandard pedestrian infrastructure
and level of service within the area, and will also serve to successfully blend public health and safety, community growth and enhanced
amenities. South Bend has made a strong commitment to the community to provide a safe option for students to walk and bike to
school. We recognize that this project is not simply a sidewalk improvement — it also creates an asset for future economic development
and aids in continuing the City’s beautification efforts.

PROJECT APPROACH
PROJECT FAMILIARITY
The City of South Bend has taken preliminary steps in improving the walkability and safety
associated with pedestrian traffic to Our Lady of Hungary School and the surrounding
neighborhood. The most compelling contribution to this safety commitment is the City’s
continued completion of Safe Routes to School projects and ultimate desire to ensure all
South Bend schools have safe, ADA compliant sidewalks within walkable areas of each
school. The execution of this plan has shown great benefits from prior projects in South
Bend and will continue this success, especially in areas such as Our Lady of Hungary School
where other City assets such as Rum Village Park, Kaiser Park and several neighborhood
restaurants, will benefit.
Per the City’s preliminary recommendation, sidewalk and ramp improvements near Our
Lady of Hungary School will be focused primarily east of Kemble Avenue, west of Franklin
Street, and north-south from East Ewing Avenue to Indiana Avenue. All existing curb ramps
and sidewalks within this area will be evaluated, and where necessary, new curb ramps and
sidewalks will be installed. In completing a site visit for both the school and surrounding
neighborhood, VS staff found many areas in dire need of improvements including missing
curb ramps, heaved sidewalks (trip hazard) due to tree root intrusion, overgrown sidewalks,
missing sidewalks, etc.
The VS Team understands the importance of assessing and designing infrastructure
improvements as part of a comprehensive SRTS Plan that will enhance safety and promote a
healthier lifestyle for children throughout the community. Development and implementation
of a quality SRTS Plan includes a balance of transportation planning and engineering
design components, which are both strengths of Mark and his team. Our commitment to
assisting communities with their SRTS plans is evident by our extensive planning, design
and implementation experience with sidewalks, recreational trails, and SRTS projects
throughout the state.
Project Purpose
The Project Purpose is to provide design services for recommended infrastructure improvements
that will enhance the walkability and bikeability for proposed and existing routes, trails and
sidewalks near Our Lady of Hungary School. Infrastructure improvements constructed shall
be designed to promote increased pedestrian and bicycle traffic when combined with other
non-infrastructure components of a SRTS Plan.
Project Need
The Project Need for infrastructure improvements as part of the SRTS Plan is a result of
the continued decline of students walking and biking to school. In this case, the existing
conditions of the project areas leave much room for improvement as far as pedestrian
safety is concerned. The first step to changing the pattern of walking/biking decline is to
better understand the factors that are contributing to it. Based on a survey taken by the
U.S. Centers for Disease Control and Prevention, parents noted the following reasons for
not allowing their children to walk or bike to school:
Distance to School – As schools expand in size and can accommodate more students,
the average distance from home to school also lengthens.
Traffic Safety – A common perception among parents is that it is more dangerous to
walk or bike to school as vehicular traffic increases.

Weather – Although SRTS Plans can be successful in locations that frequently experience adverse weather, parents
still noted poor weather conditions as a reason for not allowing their children to walk or bike to school.
Crime - Kidnapping and assault were the two largest concerns of crime among parents for the children who walk or
bike to school.
The above factors are likely contributing to the decline of those who walk
or bike to school within the City of South Bend as well. VS has a clear
understanding of the limiting factors for those walking or biking to school,
which is important to ensuring that the design of improvements meet the
needs of the community and provides the best opportunity for the overall
SRTS Plan’s success.
Specific to the City of South Bend, there are locations with gaps in the
existing sidewalks, or no sidewalks at all. The missing sidewalks cause
children who are walking or riding bicycles to school to traverse through
grassy areas, or move to the edge of the roadway. Walking or riding in the
grassy area becomes a difficult task when the ground is wet, muddy or
snow covered. When pedestrian traffic is in the roadway, it causes a higher
probability for a vehicle/pedestrian accident.
It is critical that the City maintain its partnership with school staff, parents,
local residents and businesses to continue to create enthusiasm for the
SRTS program. A successful SRTS Plan will not only address the project
need to stop the declining number of students who walk or bike to school,
but will also result in additional positive impacts on the community such as:
Decreased traffic congestion around schools
Improved air quality
Improved childhood health
Increased community involvement
Enhanced accessibility within the community
Increased safety within the community
The VS Team has the knowledge and experience to assist the City of South Bend in designing the improvements necessary
to address community concerns that are critical to the SRTS plan’s overall success in achieving maximum participation.
VS ENGINEERING QUALIFICATIONS
VS was founded in March 1980 and provides planning, design, surveying, construction inspection and contract administration
services for transportation projects. To date, the firm has completed over 600 transportation projects, all within budget
and schedule restraints. VS President Sanjay B. Patel, PE, Transportation Director Chris Waidner, PE, and Northern
Region Director Mark Herald, PE, are actively involved with management of the firm’s transportation projects – including
SRTS, INDOT and municipal projects very similar in nature to the proposed project.
VS has significant experience with SRTS infrastructure design projects and our service is comprehensive—from review and
modification of the scope as necessary to delivering a high quality, functional design which will benefit the community.
VS currently is assisting LaPorte County and City of Fort Wayne to provide ADA compliant sidewalks, curb ramps, and
recreational trail projects in order to ensure each community receives the maximum value from the planned improvements.
Our experience in completing these modifications through working directly with INDOT’s District Offices will prove beneficial
to South Bend. In addition, our prior SRTS projects at Perley Fine Arts Academy and Lincoln Primary have proven to be a
success for both schools and adjacent neighborhoods.

PROJECT APPROACH
The VS project approach revolves around ensuring that the
City of South Bend and the local community get maximum
benefit from infrastructure improvements constructed
as part of this project. Our approach is comprehensive
right from the start, and will include an initial meeting
with City staff to review the scope of work and discuss
any critical design elements that may be encountered. VS
representatives have working experience with City officials
and City design standards. We have visited the site, and
reviewed GIS maps to identify the significant pedestrian
routes to each school location. As a result, the VS Team
has a thorough understanding of the City’s intent for this
SRTS project.
UNDERSTANDING — We understand that the proposed Safe Routes to School improvements are focused on enhancing
accessibility to Our Lady of Hungary School, with large numbers of students living within walking distance of the schools.
We will discuss with City officials to understand the importance of dedicating construction funds toward providing ADA
compliant curb ramps, correcting trip hazards, or providing pedestrian facilities in areas which are lacking.
VS understands there are challenges associated with this project. One challenge is to design the improvements so that all
construction activities are within the existing right-of way. Our surveyors will research existing property documentation, as
well as thoroughly search for property monuments in the field. With this information, property lines and right-of-way will
be accurately displayed on the plans, allowing the engineers to design the sidewalks, ramps, and drainage components
within the existing right-of-way, eliminating the need for additional land acquisition. Right-of-way acquisition slows down the
overall progress of the project due to the many required steps involved.
PRELIMINARY ASSESSMENT — VS shall conduct a detailed on-site assessment for all pedestrian facility improvements
proposed as part of this project. The preliminary assessment will account for areas that may present specific design
challenges that could impact project schedule and/or costs. As necessary, these critical areas will be discussed with the
City prior to the design phase in order to verify the project approach and ensure that there are not any feasible alternatives
that need consideration.
Having already conducted a preliminary site visit, the VS Team is steps ahead in identifying challenges that may be
encountered during design. Our team’s previous experience in handling large SRTS infrastructure projects will be beneficial
in assisting the City to avoid common pitfalls with the schedule, cost, and design of the improvements. Below are several
challenges the VS Team has encountered on similar SRTS assignments.

Environmental Documentation
A common misconception on SRTS projects is that a Programmatic CE is
applicable, which saves time and money on the environmental documentation
process. Unfortunately, for sidewalk and curb ramp replacement in which work
is completed within the existing right-of-way, a CE Level 1 (or higher depending
on the scope of work) may be required due to unexpected temporary right-
of-way needs (for drive reconstruction or yard re-grading) or due to historical
impacts that simply can not be avoided. VS will conduct an initial review of the
funding granted and the costs associated with the environmental documentation
to determine up-front if there will be any complications in the environmental
process, which is a critical item in the project schedule. If Environmental
Documentation is required, VS pre-qualified staff will proceed according to
the National Environmental Policy Act (NEPA), Federal Highway Administration
(FHWA), and INDOT regulations.
Drainage
In some instances, sidewalk improvement along roadways with zero or minimal curb exposure may result in reversing
drainage flow back onto the sidewalk or private property. Additionally, the existing sidewalk’s elevation and grade could
lead to improper drainage resulting in ponding and long-term maintenance issues. Also of concern: construction of new
sidewalks can create areas of stormwater collection. Proper drainage behind the sidewalks to the existing storm sewer inlets
will need to be ensured. Temporary right-of-way for grading behind the walk may be necessary to tie in the improvements if
grades must be modified.
Relocations
The addition of new sidewalk and curb ramps can result in mailbox, sign and utility pole
relocations where unavoidable. The goal is to construct the improvements within the existing
right-of-way where possible and minimize the need for any relocations. Additionally, new
curb ramps are strategically designed to avoid having storm inlets in the crosswalks when
possible. In most cases, storm inlets can be avoided while still providing ADA compliant
curb ramps in order to minimize more costly inlet relocations.
Utilities & Landscaping
Another significant challenge with the project will be negotiating around existing trees and
utilities. Trees within the grass strip between the curb and sidewalk have root systems that
have caused sidewalks to heave, creating unsafe and non-ADA compliant sidewalks. VS will
make attempts to design around existing trees, however, saving all trees within the corridor
is not feasible. Existing utilities are located intermittently throughout the project as well.
FINAL DESIGN PLANS — Many consultants can develop technically sound design plans for SRTS infrastructure projects;
however, the VS project approach leading up to the final design plan stage will ultimately result in improvements that
receive the highest satisfaction from those who utilize the facilities every day. Additionally, VS understands the challenge
of maximizing the awarded SRTS funding for construction and is currently working with INDOT to streamline the design
process as much as possible.
SCHEDULE — VS recognizes the importance of planning and adhering to a schedule on this project. This team is familiar
with the intricacies and potential challenges involved in federally-funded projects, and will work with the City of South Bend
to meet deadlines and milestone dates, in order that funds are not jeopardized. VS will have the environmental document,
final plans, permits, and right-of-way clear prior to the letting requirements for this project.
The VS Team will work diligently to design the proposed SRTS improvements within the existing right of way where possible.

MARK HERALD, PE PROJECT MANAGER
Mark has 18 years of professional engineering experience and serves as Regional Director and Project Manager for the
firm’s transportation and environmental projects. Mark has broad experience in Transportation Engineering, Civil/Site
Design, Environmental Engineering, Construction Inspection, and Surveying. He is also proficient in AutoCAD and Civil3D.
His experience includes design and inspection of transportation projects—including INDOT and locally funded, traffic impact
studies, traffic signal design, pavement rehabilitation and widening with curbs, gutters and sidewalks, storm sewers with
storm water retention and drainage.
Mark also has a vast amount of experience in many transportation and storm projects. Mark excels in managing projects
in which the schedules and timelines can fluctuate. He understands that shifting staff efforts toward the project at-hand is
paramount to its success. He is skilled in managing staff during periods of schedule tightening to complete multiple tasks
concurrently, with a keen eye to thoroughness and efficiency.
SAFE ROUTES TO SCHOOL – CITY OF SOUTH BEND
This project included the complete design services for retro-
fitting sidewalks and curb ramps into a built-up environment.
The existing sidewalks and curb ramps were deteriorated
and not in compliance with ADA standards. Design services
included topographic survey, environmental document, and
the design of sidewalk and 123 curb ramps for Lincoln Primary
and 98 curb ramps for Perley Fine Arts Academy. Many of
the sidewalk and curb ramp design locations required unique
design solutions to allow the ramp to be designed within
the ADA guidelines, while negating the need for additional
right-of-way or any utility relocations. Both locations were
ultimately constructed under budget.
PUFFERBELLY TRAIL– CITY OF FORT WAYNE
This project included nearly 5 miles of new, 12’ wide asphalt
recreational trail design and construction. The Pufferbelly
Trail is part of the Poka-Bache Trail which will ultimately
connect Pokagon State Park in Angola to the Ouabache State
Park in Bluffton. This particular portion of the trail is located
within a former railroad bed and included the rehabilitation of
2 bridge structures. The project also included a new parking
lot and new trail spur located in Payton County Park. Other
amenities included in the project were park benches, a new
trail head, and pedestrian actuated rapid flashing beacon
warning systems at selected right of way crossings.
DUBAIL AVENUE RECONSTRUCTION – CITY OF
SOUTH BEND
This project included field survey and complete design
services to the City of South Bend for the reconstruction of
Dubail Avenue. The goal was to reconstruct the deteriorating,
existing asphalt pavement and provide ADA compliant
pedestrian facilities along the corridor. Design goals include
reducing the existing Dubail Avenue cross section from 42’
wide to 36’ total width including 11’ wide travel lanes with
on-street parking on both sides of the road. The project also
included the design of curb “bump outs” at key intersections
to provide an avenue of safety to the pedestrian traffic by
narrowing the distance to cross Dubail Avenue.
MARKET ST. REHABILITATION – CITY OF WARSAW
This project included the widening and rehabilitation of
Market Street to include designated on-street parking
lanes with curb line bump outs at the public intersections.
The purpose was to rehabilitate and widen Market Street
to improve vehicular safety, and construct ADA compliant
sidewalks, a recreational trail, and curb ramps to provide
pedestrian connectivity along Market Street. Several public
parks, light commercial properties, and residential properties
are located throughout the Market Street Corridor, which
create the bulk increase in usage of the roadway. Center
Street is located one block to the north and serves as the
primary route through the City of Warsaw.

Chris’s experience has ranged from complex interchanges, tight neighborhood intersections, non-for-profit trails, small
structure maintenance and replacements, ADA ramps, and pavement rehabilitations. One of Chris’s strengths is listening
to a municipality and its staff of professionals. He strives to learn the issues they face by working with the community they
serve to maintain a safe infrastructure that facilitates and enhances their everyday lives. Learning the issues they face
everyday while maintaining the communities infrastructure, and working with them to come up with low cost solutions.

Joe’s 41-year career, primarily focused on transportation
engineering projects, has resulted in beneficial
relationships. His utility coordination experience has
allowed him to personally know many of the utility company
representatives throughout northeast Indiana. These
experience-based relationships exist with INDOT and the
MPO as well. Joe’s extensive experience on sidewalk, curb
ramp and intersection improvement projects prove valuable
when working in an urban built-up environment where right-
of-way is tight. His general knowledge of roadway design,
as well as the relationships he’s built over his career, make
Joe well equipped for this roadway reconstruction project.

transportation projects. He has designed
numerous complex roadways, small structures, drainage
systems, multi-use paths, sanitary and storm sewers,
complex signing, lighting and signal, complex MOT, and
engineering assessment projects. is role as Project
Manager includes all phases of each project to include
project coordination and management, plan development,
hydrologic & hydraulics design, utility coordination and
geotechnical procedures, quantity calculations, cost
estimates, special provisions, bundling projects, and
bid package preparation. He also has experience in
preparation of MOT schemes, complex regulatory permits,
and mitigation measures for complex projects. Shailesh
has completed multiple value engineering and practical
design options that helped clients to save on construction
cost as well as reduce the right-of-way and environmental
impact.

Alan is a NEPA practitioner and
wetland scientist who manages the VS
Engineering environmental team. His
responsibilities include preparing all elements of CE and
EA-level NEPA documentation, GIS data analysis and
mapping, and wetland delineations. He also prepares
USACE 404 and IDEM 401 wetland and stream permits.
Alan has demonstrated success in all elements of wetland
and stream mitigation from site selection to design and
construction. Alan’s broad range of project experience
and thorough understanding of NEPA allows him to
establish and manage project budgets and timelines
tailored to the challenges of each unique project. He is
excellent at balancing the needs of the client with the
competing interests of resource agencies. Through
Alan’s leadership, VS Engineering has secured over
70 NEPA document approvals in the past four years.

projects. His duties include development
of preliminary design plans, preparation of quantities and
estimates and providing general engineering support to
senior staff members.
In addition to providing engineering support in the office,
Landon also has field survey and construction inspection

Matt has experience in all aspects of
survey projects including numerous
construction surveys on route,
topography, boundary and recorded easement surveys
for the public and private sectors. He is versed in
deed research, field work adjustments, preparation of
engineering drawings for route surveys, and construction
staking. Matt manages field survey crews and in-house
survey technicians.
Matt is experienced in R/W engineering and performing
R/W stakings for appraisals and deed plotting (AutoCad).
He has prepared ALTA/ACSM land title surveys, survey
recording plats, assisted with FEMA flood elevation
certificates as well as surveyors location reports,
construction surveying calculations, and numerous
topographic surveys. Matt is well versed in use of the RIEGL
VZ-400 3D Terrestrial Laser Scanner and accompanying
acquisition and processing software packages. He is
directly responsible for all of the firm’s laser scanning and
mobile LiDAR projects from planning to final deliverables.

PROJECT EXPERIENCE
VS has completed an engineering feasibility study and is currently
under design for a 4.5-mile-long trail from Life Bridge Church to Fitch
Road in northwest Allen County, Indiana. The study included route
alternatives, preliminary design plans, and an estimate of construction
cost for a 12’ wide asphalt trail, a new trail head, two existing bridge
rehabilitations, and connection spur to the parking area within Payton
County Park.
The project is a key link to the 81 mile long Poka-basche Trail, which
will ultimately connect Pokagon State Park near Angola to Ouabache
State Park, in Bluffton. The trail is generally located within the
abandoned New York Central railroad corridor. The project required
coordination with Allen County Highway Department, Allen County
Parks & Recreation, Fort Wayne Trails, and local stakeholders.
The ADA compliant trail includes one public road crossing, and a trail
spur to access Payton County Park. Special design considerations
were given to ensure the existing trees and waterways were minimally
impacted in order to preserve the trail corridor in natural setting.
Construction of the trail section is scheduled for 2020.
PUFFERBELLY TRAIL
CITY OF FORT WAYNE
This project included the complete design
services for retro-fitting sidewalks and curb
ramps into a built-up environment. The existing
sidewalks and curb ramps were deteriorated and
not in compliance with ADA standards.
Design services included topographic survey,
environmental document, and the design of
sidewalk and 123 curb ramps for Lincoln Primary
and 98 curb ramps for Perley Fine Arts Academy.
Many of the sidewalk and curb ramp design
locations required unique design solutions to
allow the ramp to be designed within the ADA
guidelines, while negating the need for additional
right-of-way or any utility relocations. Both
locations were ultimately constructed under
budget.

PROJECT EXPERIENCE
VS provided the field survey and complete design services to the City
of South Bend for the reconstruction of Dubail Avenue from Michigan
Street to Miami Street. The goal of this project was to reconstruct the
deteriorating, existing asphalt pavement and provide ADA compliant
pedestrian facilities along the corridor. Design goals include reducing
the existing Dubail Avenue cross section from 42’ wide to 36’ total
width including 11’ wide travel lanes with on-street parking on both
sides of the road. The new cross section configuration required 3
feet of pavement to be eliminated from each side of the roadway. The
beginning of the project was located at the Dubail Ave./Michigan St.
intersection south of downtown South Bend. From this intersection,
the project continued east to the Dubail Ave./Miami St. intersection.
The total project length was approximately 4100-feet (0.78 miles).
The project also included the design of curb “bump outs” at key
intersections. The bump outs provide an avenue of safety to the
pedestrian traffic by narrowing the distance to cross Dubail Avenue.
The bump outs also help calm and channelize the vehicular traffic
through these intersections. Curb turnouts allow stormwater runoff
to exit the roadway and enter the grassy area. The grassy areas allow
for pre-treatment for roadway stormwater runoff by allowing the
runoff to flow over vegetation, and infiltrate into the ground before
flowing into a stormwater inlet.
DUBAIL AVENUE RECONSTRUCTION

The 4,860-foot multi-use trail began at the
Brownsburg Public Library, and proceed south
to Tilden Road, extending past past Brown
Elementary School to O’Dell Street. The trail
then jogs to the south and parallel the west side
of O’Dell Street extending past Brownsburg High
School to Sycamore Street.
VS conducted an on-site assessment of the
proposed route for walkability and bikeability,
as well as determined any key design issues
that impacted the cost of construction and
subsequently the final location of the route.
Coordination with property owners was required
to facilitate reloaction of their mailboxes from the
street to the front of their homes.
