with engineering services for the Our Lady of
Hungary School sidewalk improvements. (Des

As a landscape architect, Jonathon works on public
sites with a focus on pedestrian experiences and
community engagement. He is passionate about urban
sociology applications in landscape design, seeing
it as integral to environmental and infrastructure
management as well as economic development. He
has been very involved with the Safe Routes to School
program, advocating for more complete transportation
infrastructure funding, specifically through his efforts
with the American Society of Landscape Architects.
Jonathon has won several community and national
awards, being recognized for his outstanding service
and leadership. His oversight and experience in
multimodal transportation planning ensures that all
aspects of this project are considered.

James understands NEPA delivery is critical to
overall project delivery, and his experience and
communication skills will ensure a smooth NEPA
process from task assignment through project

projects on time and on budget. His and Troyer Group’s
understanding of INDOT project delivery and ability to
manage schedules and cost can be relied upon. James
manages all waters report preparation and permit
applications for INDOT and LPA sponsored projects.
He became certified in Categorical Exclusion
preparation in Fall 2019. In the last 15 months, James
has prepared 21 approved NEPA documents and has
two other high-level CEs awaiting review by INDOT.
His knowledge gained in preparing those documents

The Culver Safe Routes to School (SRTS) project
established safe pedestrian routes along Ohio St.,
Main St. and School St. These three long routes
connect two thirds of the town with the Elementary,
Middle and High Schools, as well as a number of other
heavily utilized public and private facilities.
This was accomplished through the construction of
new sidewalk to fill in gaps, reconstruction of sidewalk
in poor condition, rehabilitation of curb ramps to
current ADA requirements, striping of crosswalks, and
installation of solar powered school zone beacons.
PROJECT INFORMATION
• Another main element of coordination and
management involved the certification of clear
Right-of-Way for the project.
• Removed section that had already been replaced
from the scope to save federal dollars.
• Coordinated with authorities to maximize scope
of project and use of funds.
These two South Bend Safe Routes To School (SRTS)
projects have recently been designed to establish
ADA compliant facilities. Harrison SRTS project
encompassed a 5 block radius of poor sidewalk and
non-compliant ADA curb ramps. Coquillard SRTS
project encompassed areas around Coquillard School
and St. John’s School. Sidewalk around Kennedy
Primary and a subdivision north of Coquillard School
were also added maximizing the use of Federal funds.
These areas are an important system of sidewalks
utilized by children commuting to and from school
as well as the general public.
PROJECT INFORMATION
• Curb ramps were non-standard and modifications
were made to make approximately 200 curb ramps
ADA compliant.
• Maximize the use of federal funds by expanding
curb ramp and sidewalk replacement to other
nearby schools, adding additional value to the
original project scope.
Harrison and Coquillard Primary, SRTSSouth Bend, IN
This Safe Routes to School project involved
upgrading existing routes near the LaSalle
Intermediate Academy and Marquette Primary
Montessori. Each school is surrounded by single
family neighborhoods with major thoroughfares
that define their walker zones.
One of the primary concerns indicated on parent
surveys was the safety of their children walking or
biking to school. They listed vehicle volume and
speed, sidewalk safety, and intersection safety
as reasons for their concerns. This project gives
students and faculty a safe alternative to driving to
school, with potential to reducing vehicle volumes.

UNDERSTANDING
We value your trust in us to serve as the representative of
the City. Our past experience with several SRTS projects,
including LaSalle and Marquette, have involved many
residents and business owners, as well as heavy traffic
routes with extensive utility work. This demonstrates that
the City can have confidence in our ability to do this work
successfully.
While the implementation of these sidewalks is a relatively
simple project, it will have made a massive improvement
towards increasing the safety and connectivity for the Our
Lady of Hungary neighborhood residents.
SIDEWALK ASSESSMENT
• Sidewalks will be at least 5’ wide.
• Sidewalks will be designed to avoid existing utilities to
avoid associated costs and potential utility conflicts.
• Sidewalks will meet ADA requirements for slope and
curb ramps at intersections.
DRAINAGE ASSESSMENT:
• Existing drainage will be maintained to avoid any
major utility changes and associated costs.
• Minor structure adjustments may be necessary near
curb ramp areas.
• Sufficient borrow quantities are often neglected for
areas of sidewalk needing to be raised to maintain
proper drainage. Borrow can also eliminate the need
for return curb/block wall in certain cases.
PAVEMENT ASSESSMENT:
• 2’ wide HMA surface patches are often necessary in
front of curb ramps and approach installations due to
pavement separation at time of concrete & asphalt
removal.
MAINTENANCE-OF-TRAFFIC (MOT) ASSESSMENT:
• Pedestrian MOT will be provided using newly
constructed sidewalks along all roadways that have
been identified as needing to be updated to ADA
standards or have no existing walks/ramps all-
together.

SURVEY
A location control route survey will identify
the Right of Way limits and alignments for the
required sidewalk improvements. A topographic
survey will provide the information needed for
proper design of the sidewalk, grading, utilities,
and context of existing infrastructure.
UTILITY COORDINATION
• On this project, the Troyer Group will look to
coordinate potential upgrades and infrastructure
maintenance needs with the various utilities in an
effort to minimize future construction impacts on
the community and the environment (see above).
ADA COMPLIANCE
• We will meet the newly updated INDOT standards
and Public ROW Accessibility Guidelines for curb
ramps on design plans. Troyer Group has vast
experience with curb ramp design and consistently
coordinates with INDOT about plan documents
meeting required ADA standards.
QUALITY ASSURANCE / QUALITY CONTROL
• Troyer Group uses a QA/QC checklist thoughout
each project to ensure the quality of our design
and construction documents. Our QA/QC process
serves the design team and the City of South Bend
by limiting unnecessary changes and budget
overruns.
ADDITIONAL COMPONENTS
• A walk through with the City will be necessary to
confirm begin and end points of existing sidewalks
and to schedule a list of priority areas in order to
maximize funding utilization.
• Conforming to INDOT standards, pedestrian
detours will need to be developed and shown on
plans.
• Signs and crosswalk markings will be included
where INDOT and City standards require them.

storm sewer, roadway and signalization projects.

Register of Historic Places are located within the
project area; however, two “Outstanding” rated
sites, the Our Lady of Hungary Church & School
and the Toth State Bank, and one “Notable”
rated county survey site, the Weisser Market, is
located within or adjacent to the project area. A
Historic Property investigation may be required.
Additionally, archaeological investigation will
be required in areas of new disturbance. If the
Historic Property and Archeological investigations
determine that impacts to cultural resources will
be minimal, the project will be eligible for the
INDOT Minor Projects Programmatic Agreement.
All Cultural Resource coordination will be
performed by SJCA, Inc.
STREAM IMPACTS
• No streams are present within the project area;
therefore, there will be no stream impacts.
WETLAND IMPACTS
• The project takes place in developed residential
areas. Portions of the project area contain existing
sidewalk facilities, and areas that do not consist
of landscaped residential lawns. Based on a
desktop review, no wetlands appear to be present
within the project area. If any wetland features,
are discovered during field visits, they will be
delineated by Troyer Group to determine potential
impacts, which are expected to be minimal.
RIGHT-OF-WAY
• Impacts from ROW acquisition are expected to be
minimal. If greater than 0.5 acre of ROW acquisition
is required, the NEPA document will be elevated to
a CE-2 or greater.
THREATENED & ENDANGERED SPECIES
• Some residential trees are present within or
adjacent to the project area, providing potential
habitat for endangered bats. If the project includes
any tree clearing or trimming, it may result in some
minimal impacts to endangered bats. However,
impacts to habitat are not expected to be great
enough to warrant a “Likely to Adversely Affect”
finding from USFWS. Due to the limited scope,
any impacts to other species are expected to be
minimal.
SECTION 4(F) IMPACTS
• Rum Village Park, a recreational facility owned by
the City of South Bend, is located across Ewing
St. from the southern edge of the project area.
Additionally, Our Lady of Hungary School has an
outdoor recreation area that appears to be at least
partially open to the public. Both are considered
Section 4(f) resources. Impacts to both are
expected to be minimal, and will likely fit criteria
for an exemption from full Section 4(f) analysis.
Coordination with INDOT to determine the level
of Section 4(f) documentation needed may be
required.
ENVIRONMENTAL
Since federal funding is involved, preparation of a
NEPA document is required and will be completed
by Troyer Group. Based on the above-listed factors,
impacts from Section 106 and ROW acquisition
are likely to be the determining factors in deciding
the overall CE level. If the project meets the
MPPA and requires less than 0.5 acre of ROW,
a CE-1 will likely be required. If either of these
conditions are not met, the most likely CE level
would be a CE-2. Archaeological and/or historic
property investigation may be required, and will
be performed by a qualified sub-consultant. Troyer
Group will be responsible for the fulfillment of
any public involvement tasks, if the project meets
INDOT’s requirements for offering a public hearing.

Summary
In conclusion, our team has the expertise and
experience to successfully manage this Our Lady of
Hungary Safe Routes to School project for the City
of South Bend. Because of our recent experience
on SRTS projects with the City, we are confident
in our understanding of both the area and the
unique aspects of SRTS projects. Our combined
experience, knowledge, and extensive familiarity
with the project area will lead to the successful
construction of your project.
We look forward to the opportunity to continue
working with the City of South Bend on these
important pedestrian infrastructure improvements.
We understand the roll of sidewalk and curb ramp
infrastructure for these neighborhoods, especially
with the number of students walking to each of
these schools. Because of this understanding and
our expressed commitment, we are confident the
City will be pleased with our performance.
COMMUNICATION
We will meet with all interested parties early in the
process and continually update them through status
reports, efficient coordination, attending meetings
with City officials, stakeholder groups, permitting
agencies, INDOT and other groups as necessary. Our
goal is to build consensus early to minimize changes
later in the design process.
COLLABORATION
Constant coordination with all collaborating parties
throughout the design process is critical to its success.
Located a short drive from the proposed project and
the City offices, we can provide in-person services
quickly and efficiently. We will continually update
all interested parties through status reports, efficient
coordination, attending meetings with City officials,
stakeholder groups, permitting agencies, and others
as necessary. Our goal is to build consensus early to
minimize changes later in the process.
PEOPLE
Project Managers (PM) and City personnel each
have their individual style. The Troyer Group team
has worked with the City of South Bend on various
projects, developing a better understanding of the
specific needs, preferred methods of communication,
and expectations of each.
CONTEXT SENSITIVE DESIGN
Understanding a project’s context (neighborhood,
safety, traffic, developments, budget, etc) helps
foster informed decision making and directly leads
to successful projects. Troyer Group, through an
unbiased lens and comprehensive analysis process,
sees and weighs the influence of each variable on the
overall project (people, safety, budget, constructability,
schedule, etc) and uses them to create efficient and
effective engineering solutions. This comes from our
focus on people. End users drive much of the decision
making, but our relationships with City personnel,
public officials, utilities and regulatory agencies make
them possible. Based on trust and mutual respect,
these relationships have evolved into a shared desire
to implement great work.
BUDGET AWARENESS
Meeting the project’s economic constraints while
maximizing the amount of improvements is a top
priority. We understand that South Bend projects
must be designed and built on tight budgets. Our
experience on SRTS and other sidewalk projects make
this easier for everyone.
