The project allowed Shrewsberry to get to know South Bend staff and gain familiarity with standards and procedures. Pedestrian Safety Improvement Project City of Greenwood – Greenwood, IN Mark is the project manager on this project which seeks to install school zone speed flashers at all schools within the City of Greenwood. School zone flashing beacons help to draw attention to the reduced speed zone in school areas and can be programmed to precise arrival and dismissal periods. This project also included the installation of rectangular rapid flashing beacons (RRFBs) at various pedestrian crossings near schools within the City. At these RRFB locations, Mark also designed pedestrian improvements including new curb ramps, sidewalk, signage, upgraded pavement markings, and pedestrian refuge islands. Pedestrian Crash Focus Area 3 Indianapolis DPW – Indianapolis, IN Mark was the Shrewsberry project manager for this project, on which Shrewsberry was a subconsultant to Hanson Professional Services. The intent of this project was to improve pedestrian safety in various neighborhoods on the northwest side of Indianapolis. Shrewsberry was responsible for the design of 100 curb ramps at 34 intersections. As project manager and engineer of record, Mark oversaw design of curb ramps to accessible design standards, preparation of project quantities, and coordinated Shrewsberry’s tasks with the prime consultant. Pedestrian Improvements Around Schools Brownsburg, IN As a project team member, Mark worked on the design that included updating pedestrian facilities to meet Americans with Disabilities Act (ADA) requirements at various locations throughout Brownsburg. This included the design of ADA compliant sidewalk and curb ramps. This project additionally included the design of Rectangular Rapid Flashing Beacons (RRFB) for pedestrian crossing, and school zone speed limit flashers. As a project engineer, Mark worked on the design plans, cost estimates, and right-of-way engineering. ADA Curb Ramp Projects INDOT Vincennes District – Ferdinand/Birdseye, IN As a project engineer, Mark designed ADA-compliant curb ramps for INDOT’s Vincennes District. These facilities were located along the S.R. 162 corridor in Ferdinand and along the S.R. 145 corridor in Birdseye. He also worked on utility coordination, survey coordination, design plans, and quantity calculations for all stages of the INDOT design process. This project was unique in that it was placed on an accelerated schedule by the Vincennes District that required final tracings in less than eight months. The improvements included upgrading school speed zone signage from static signs to solar powered flashing beacons, installing high visibility crosswalk pavement markings, rectangular rapid flashing beacons (RRFB), and additional street lighting, as well as the construction of ADA compliant curb ramps. S.R. 38 Small Town Reconstruction Indiana Department of Transportation – Dayton, IN Project manager for this project which involves the reconstruction of S.R. 38 within the east side of the Town of Dayton, Indiana. The purpose of the project is to replace failing pavement to restore the structural capacity and serviceability of the roadway, improve pedestrian facilities in accordance with current Americans with Disabilities Act (ADA) accessibility standards, and provide proper stormwater drainage for the roadway. This area has been designated as an area with a high level of pedestrian crashes. Possible improvements being evaluated in this area could include curb and sidewalk modification, pavement marking modification, signage replacement, and signalization. Shrewsberry is the prime consultant for this area and will be responsible for data collection and preliminary engineering, alternative analysis, providing an environmental document, right of way engineering, construction documents, maintenance of traffic plans, and utility coordination. Shrewsberry will also perform any design work whether that be on designing ADA compliant curb ramps or new intersection signaling. All improvements that will be made will be designed to increase pedestrian safety in this area. PEDESTRIAN CRASH FOCUS AREA 3 INDIANAPOLIS DPW | INDIANAPOLIS, IN SERVICES PROVIDED: • ADA Curb Ramp Design • Traffic Counts • Speed Study • Pedestrian Counts Shrewsberry was a subconsultant to Hanson Professional Services on this project which sought to improve pedestrian safety and accessibility in various neighborhoods on the northwest side of Indianapolis. Improvements were focused on areas identified by the City of Indianapolis has having a high occurrence of pedestrian related crashes. Shrewsberry’s responsibility included the design of 100 curb ramp improvements at 34 intersections in the neighborhood primarily bounded by 38th Street to the north, High School Road to the west, 34th Street to the south, and Georgetown Road to the east. In addition to the design of curb ramp improvements, Shrewsberry assisted Hanson in the improvement scoping portion of the project. This work included intersection turning movement counts, a speed study, and observation and reporting of pedestrian crossing movements at unmarked and uncontrolled midblock locations. ON-CALL PROFESSIONAL DEVELOPMENT SERVICES - ADA CURB RAMPS INDOT | FERDINAND & BIRDSEYE,IN SERVICES PROVIDED: • Roadway Design • Utility Coordination • Curb Ramp Design Shrewsberry was tasked with providing design services for ADA curb ramp improvements at twelve intersections within the Town of Ferdinand along SR 162, from 3rd Street to 16th Street, and three intersections within the Town of Birdseye along SR 145, from 5th Street to West 2nd Street. The project was funded with Highway Safety Improvement Program (HSIP) funding in summer 2017, requiring a construction letting in the same fiscal year. Shrewsberry received notice to proceed in August 2017 and successfully delivered both projects in approximately 6 months for a May 2018 letting. During the design process, Shrewsberry coordinated with the INDOT ADA Technical Advisory Committee to obtain Technical Inquiry approvals for the designs of several curb ramps affected by existing steep adjacent roadways and commitments to avoid historic features within the Town of Ferdinand. Additionally, a cistern found during construction required post-design coordination with the on-site Project Engineer and INDOT Cultural Resources Office to develop an acceptable revised design solution to preserve this historic feature. Shrewsberry’s design related services included project management, topographic survey, environmental document, design and plan development, utility coordination, and construction phase services. SHREWSBERRY & ASSOCIATES  RELEVANT PROjECT ExPERIENCE SOUTH BEND  OUR LADY OF HUNGARY NEIGHBORHOOD SIDEWALKS AND ADA RAMPS (DES. NO. 2100025)8 PEDESTRIAN SAFETY IMPROVEMENTS TOWN OF BROWNSBURG | BROWNSBURG, IN SERVICES PROVIDED: • Roadway Design • Pedestrian Facility Design • Signage Design • Pavement Marking Design • Utility Coordination The Town of Brownsburg undertook this project to improve pedestrian crossing and safety at various intersection located near schools. These improvements will create a safer, more walkable, accessible, and pedestrian friendly Town of Brownsburg. The proposed improvements included the reconstruction of curb ramps and sidewalk at 11 intersections to meet the requirements of the Americans with Disabilities Act (ADA), roadway widening to accommodate a pedestrian refuge island at one intersection, the installation of rectangular rapid flashing beacons (RRFBs) at all curb ramp locations, updated high visibility pavement markings, and additional street lighting. The project also included updates to school zone signage including the installation of school zone flashing beacons. These beacons clearly define periods of speed reduction from times of day to “when flashing.” The desire, with the more clearly defined conditions, is improved driver compliance with reducing travel speeds in school zones. Various school zone related static signage was also installed and replaced as a part of this project. Shrewsberry provided engineering design services and helped to guide this project though all stages of the Indiana Department of Transportation (INDOT) design process. This work included managing a team of subconsultants who performed the environmental documentation, survey, and right-of-way engineering and purchasing. Shrewsberry also stayed with this project through completion of construction, remaining available to answer questions from the contractor and construction inspection team. 25TH STREET & DELAWARE INDIANAPOLIS DPW | INDIANAPOLIS,IN SERVICES PROVIDED: • ADA Curb Ramp Design • Pavement Marking Design • Signage Design This project consisted of the design and reconstruction of pedestrian safety improvements for a half- mile radius around the intersection of 25th & Delaware. The project consisted of curb ramp design at 26 intersections and pavement marking/signage improvements at 53 intersections. Major arterials and collectors were given priority for pedestrian improvements over local streets because of higher traffic volume. Generators of pedestrians included schools, transit lines, city parks, and libraries. Schools in the area include: Ivy Tech, The Oaks Academy, Phalen Academy, and Carpe Diem Schools. Eight IndyGo bus routes pass through the area. Six IndyGo stops located within the project area are in top five percent of boardings/ alightings in the IndyGo system. Parks in the area include: MLK Memorial Park, Barton Park, Kessler Park, Al E. Polin Park, and two pocket parks along Delaware Street. The Monon Trail is ¾ mile from the center of the study node. NO. 2100025)9 PROJECT UNDERSTANDING This project will involve the replacement of sidewalk and curb ramps within the Our Lady of Hungary Neighborhood to improve pedestrian safety and accessibility. While these improvements will center around routes used by school-aged children, Shrewsberry knows they also benefit pedestrians of all ages. The neighborhood is primarily made up of residential housing. Indiana Avenue generally bounds the Our Lady of Hungary Neighborhood to the north, Ewing Avenue to the south, Olive Street to the west, and Franklin Street to the east. The graphic below shows the project area and highlights the location of local schools, existing thoroughfares, bus routes, and key pedestrian trip generators. INVENTORY SIGN ANALYSIS CONTRACT DOCUMENTS LETTING & CONSTRUCTION FUTURE MAINTENANCE SECTION 2 PROJECT APPROACH PROJECT APPROACH The following paragraphs describe the steps taken to complete the sign project: Major Thoroughfares PROJECT APPROACH This project is unique because specific planned improvements have not been clearly defined. It will instead be the responsibility of the selected design team to identify necessary pedestrian improvements and safe routes to school routes. Similar to this unique type of pedestrian improvement project, the Shrewsberry team has recent relevant experience as the prime consultant on the City of Indianapolis’ Pedestrian Crash Focus Area 14B (PCFA 14B) project. PCFA 14B is one of several pedestrian improvements in the works by the City of Indianapolis to update pedestrian safety and accessibility in locations identified as having a high number of pedestrian-related crashes. PCFA 14B had a city-identified project area with unidentified improvements much like this project. As the prime consultant on PCFA 14B, Shrewsberry has reviewed the project area, field investigated over 600 locations, determined appropriate improvement projects, and prepared a preliminary engineering report that assigned cost estimates and prioritization to each of the 600+ scouted locations. Since completing the preliminary engineering report, Shrewsberry has worked with the City of Indianapolis to identify improvements Bus Routes School Church Park Armed Forces Reserve SHREWSBERRY & ASSOCIATES  PROjECT UNDERSTANDING & APPROACH SOUTH BEND  OUR LADY OF HUNGARY NEIGHBORHOOD SIDEWALKS AND ADA RAMPS (DES. NO. 2100025)10 that can be completed within the project funding and are currently working on the design of these improvements. In addition to PCFA 14B, Shrewsberry has worked on over 20 pedestrian improvement projects in the last five years. Below are key parts of our project approach, learned through our experience working on a similar pedestrian improvement project. FIELD ASSESSMENT The first step Shrewsberry will take will be to perform a field assessment of the entire project area. This assessment will allow us to propose appropriate improvements within the project budget and investigate alternatives to minimize impacts to the right-of-way, utilities, and the environmental process. It will enable us to collect the appropriate data during the design process. On PCFA 14B, Shrewsberry utilized teams of two for the field assessment. Our teams reviewed the 600+ locations in seven days. The curb ramp features included cross slope, running slope, access path width, clear space, level turning spaces, detectable warning surfaces, and overall compliance with ADA regulations and current best engineering practices. Other items reviewed included curb condition, pavement markings, pedestrian signage, evidence of utilities, sidewalk/trail condition, or evidence of drainage issues. Detailed field notes and pictures were also collected. PRELIMINARy ENGINEERING REPORT, PRIORITIZATION, AND IMPROVEMENT SELECTION After completing the field assessment, Shrewsberry will work to create a preliminary engineering report. This report will document the process, data collection, and field assessment findings. It will also include recommended improvements at all locations. Shrewsberry often sees pedestrian improvement projects that focus exclusively on curb ramp improvements. While these are important and often necessary, our team will look beyond focusing exclusively on curb ramps. As appropriate, our recommendations will include: Knowing that it may not be feasible to construct all identified improvements within the project budget, Shrewsberry will create a project prioritization list. The highest prioritization will be given to major walking routes to and from local schools, and Shrewsberry will work with City staff to identify other priorities. On PCFA 14B, projects were prioritized based on significant thoroughfares, proximity to major pedestrian generators, cost, and potential right-of-way and environmental impacts. ENVIRONMENTAL DOCUMENTATION The environmental documentation process is anticipated to be a critical path for project delivery. Shrewsberry believes this project will require a Categorical Exclusion Level 1 (CE-1) with Section 106 historic review. This is based on the scope of the project and the belief that while there may be Section 106 contributing properties in the area, the scope of work should not impact these sites. We know that our team, including our environmental subconsultant SJCA, can provide all required environmental documentation to deliver this project successfully. SURVEy We have teamed with DLZ to provide the survey work on this project. In addition to having an office within South Bend, DLZ is a trusted teaming partner who we know will obtain the appropriate level of detail necessary on a survey. A topographical survey is required at each location where pedestrian infrastructure will be designed (curb ramp, bump out, sidewalk, trail, traffic signal, etc.). The survey must include sufficient detail to ensure that ADA and INDOT standards are met, and the necessary thresholds can be designed and built. NO. 2100025)11 PROJECT APPROACH CONTINUED DESIGN SERVICES Utilizing the field assessment and the detailed survey provided by DLZ, Shrewsberry will design the recommended pedestrian improvements. Our extensive experience has given us the skill set to design pedestrian improvements facing all types of obstacles, including limited right-of-way, existing building constraints, minimization of utility conflicts through design, avoiding impact to historic properties, navigating unique project commitments, and connecting the proposed improvements to old and dated infrastructure. Our project experience showcases that we can successfully design and deliver all types of ADA compliant facilities. Our team understands physical and project scope constraints can sometimes limit adhering to accessible design standards. When this occurs, we will design curb ramps to be compliant to the maximum extent possible and submit a technical inquiry to the INDOT Technical Advisory Committee (TAC). Mark has experience working with INDOT TAC and knows how to navigate the process successfully. UTILIT y COORDINATION Utility coordination will be another essential aspect of the project development process. Due to the primary residential use of the area, utilities including gas, water, sewer, electric power, storm sewer, cable, telephone, and fiber optic are all anticipated to be present. Our INDOT Certified utility coordinator, Yosief Asnake, will have early, frequent, and ongoing communication with all utilities to ensure utility conflicts or relocation needs are identified quickly and do not negatively impact the project delivery. RIGHT-OF-WAy ACQUISITION Right-of-way acquisition will be another critical path item for this project. While Shrewsberry can prioritize projects that have minimal right-of-way impact, the need to acquire necessary right-of-way may be required, as shown by the inclusion of INDOT prequalification 12.2. We have partnered with Dodd Title to meet this prequalification. CONSTRUCTION SERVICES The Shrewsberry team will remain committed to this project well after submitting the final design document. We will remain available to answer questions that arise during bidding, to attend the pre-construction meeting, and be available to answer questions or address concerns from the City of South Bend, the contractor, or the selected construction inspection team through contract completion.
