I was impressed with Mr. Grabijas’ diligence, communication to project stake holders, problem solving, and overall project management skills that he displayed throughout the design and construction of the project.” - Porter County Highway Engineering Project Manager Communication is Key Josh will commit 25% of his time to this project. QUALIFICATIONS Josh has eight years of industry experience as a Civil Engineer and Project Manager. He has managed a wide variety of projects, including bridge replacements, road rehabilitation and reconstruction, and multi-use pedestrian trails, among others. As an analytical, self-motivated, and solutions-oriented leader, he has a history of developing proven results for many types of project improvements in local communities, including pavement deterioration, poor drainage, lack of shoulders, road realignment, and overall public safety improvements, to name a few. Work also involved performing a thorough evaluation of all possible structure options to select the option that balanced construction cost and reduced future maintenance. South Bend SSL Survey (AECOM)* Project Manager/Surveyor • Josh was responsible for the survey and file creation of a corridor for a proposed Amtrak expansion moving into the City of South Bend. Complications included converting surface files between AutoCAD and Microstation as well as limited access to certain properties. WI Street Roadway Design (Hobart Storm Water Management Department)* Project Engineer • Josh was part of a team redesigning a roadway that consistently floods due to its low profile through the middle of a lake. Challenges include avoiding waterway impacts while also reducing the issue of a regularly flooded/closed roadway. There are also several major utilities that travel through this causeway that need consideration in the unique solution which includes the use of several hundred wick drains to reduce settlement of the new roadway. Lakeshore Drive Pedestrian Trail (City of LaPorte)* Surveyor/Designer • Josh performed the survey, created the existing CAD files, and proposed surface geometry for a project that turned an existing two-way street into a one way street with a dedicated bike lane around a lake including a pre- fabricated bridge over a narrow channel to direct cyclists to a nearby public beach park. Freedom Trail (Town of Lowell)* Project Manager, Surveyor, Project Engineer • Josh managed an INDOT/LPA project for the Town of Lowell to connect Liberty Park with Freedom Park using a multi-use pedestrian trail through wetlands, ravines, and an existing subdivision. Our engineers are currently working on the next phase of the Western Avenue improvements between Walnut Street and Taylor Street. Our construction inspectors have worked on previous phases of the Western Avenue improvements as well water main improvements and the Olive Street Reconstruction project. HWC has been honored to serve the City of South Bend and looks forward to serving the City in the future. HWC has extensive experience in road reconstruction projects with clients such as INDOT, Indianapolis DPW, and large cities throughout Indiana. HWC has been recognized for years as an industry leader in using federal funds for LPA projects for municipalities throughout Indiana. We are also an industry leader in assisting our clients in the successful use of Community Crossing funds. In all of these projects, we consistently strive for common-sense solutions and opportunities to help our clients maximize the use of taxpayer dollars. This project will be challenging in terms of balancing the purpose and need for the improvements with the total amount of funding available. Creative thinking will be necessary and our approach will be to work intimately and comprehensively with South Bend staff, INDOT, and FHWA from the very beginning to find an acceptable solution in terms of project scope and limits that match the funding available. SOUTH BEND EXPERIENCE ROAD RECONSTRUCTION EXPERTISE PROJECT APPROACH City of South Bend: PE Services for Safe Routes to School – Our Lady of Hungary Neighborhood Sidewalks and ADA Ramps (DES# 2100025) | Page 7 TEAM PROJECT APPROACH RELEVANT EXPERIENCE DES # 2100025 - AREA BOUNDED BY INDIANA AVENUE, EWING AVENUE, OLIVE STREET, AND FRANKLIN STREET PROJECT APPROACH The area bounded by Indiana Avenue, Ewing Avenue, Olive Street, and Franklin Street is approximately 0.3 square miles and contains over 40 intersections, a school, and a church. Most of the curb ramps are non ADA compliant and much of the sidewalk is in need of replacement. There are no compliant ramps at alley crossings. Pedestrian crosswalk striping needs to be renewed and supplemented in order to delineate safe crossing locations for pedestrians. The purpose of this project is to improve pedestrian safety with an emphasis on major walking routes to and from the local school. Non-compliant ramps will be removed and replaced with new compliant ramps. Pavement markings will be added or renewed to clearly mark safe pedestrian crossing locations. Deteriorated sidewalks will be removed and replaced in order to reduce tripping hazards and improve overall pedestrian safety. Many of the properties have steep slopes coming down to the sidewalk grade and may require the addition of retaining walls in order to safely tie in the new sidewalk. HWC will work to reduce these potential impacts to adjacent properties and minimize any associated right-of- way impacts. N➤➤NPROJECT LIMITS Site Visit on 3/2/2022 City of South Bend: PE Services for Safe Routes to School – Our Lady of Hungary Neighborhood Sidewalks and ADA Ramps (DES# 2100025) | Page 8 TEAM PROJECT APPROACH RELEVANT EXPERIENCE UTILITY COORDINATION HWC understands time constraints with the environmental process. A critical timeline component is getting Metric started as soon as possible. We achieve this by providing them Stage 1 plans as quickly as possible. There is one archaeological site, however it is not near a major walking route and so no impacts are anticipated. There is one property listed on the National Register of Historic Places as “Outstanding” and four properties rated as “Notable” which means the properties are eligible for the NRHP. It is anticipated to process the project under the Minor Projects Programmatic Agreement (MPPA) Categorical B-1 for sidewalk replacement and handicap accessible curb ramps. The project is 3.1’ southeast of the South Bend Regional Airport which requires coordination with INDOT-Aviation. While it is expected to require a Programmatic Categorical Exclusion (PCE), there are several factors that could increase this to a CE Level 1 or as much as a CE Level 4. This could be the need for right-of-way acquisition or impacts to a Section 4(f) park/school. There are ten mapped hazardous material concerns in the project area which will require a Red Flag Investigation. There are no mapped water resources in the vicinity of the project area. WSP will oversee the right-of-way development for this project. They will provide the title and encumbrance reports and manage any required right-of-way engineering for any parcels where acquisition is deemed necessary. All work will be designed to avoid the need for any acquisition, however, in order to improve upon existing ramps and depending on existing conditions, it may not be able to be avoided. Should additional right-of-way be required, we’ve found one way to prepare for acquisition is to conduct no-contact appraising and review appraising as a part of the preliminary engineering process. This allows us to control the schedule and have the appraisal work completed around the same time as the expected environmental approval, which will then expedite the purchasing process. Our field work lead time is about one month. From the Notice to Proceed (NTP) date, our Survey Department will schedule the project. Our department is familiar with South Bend as they have conducted several surveys in the area over the past few years. From the NTP date, we should get a final survey deliverable in 2.5 to 3 months. HWC’s Katie Olsen will provide Utility Coordination on the project. The primary utility conflict seen on these types of projects is utility pole relocations when new ramps are needed to be installed. Katie will coordinate early and often with the numerous identified utilities in the project area to ensure any potential conflicts are addressed in a timely manner and do not delay the project schedule. A summary of the utilities in the area identified by an 811 request is provided below. ENVIRONMENTAL AND PERMITTING RIGHT-OF-WAY SURVEY 811 UTILITIES ESTIMATED SCHEDULE HWC and WSP will coordinate with South Bend, construction, maintenance, and asset teams to further refine a specific schedule of deliverables for project delivery, and verify related projects and maintenance work plans. Shown below is a preliminary project schedule identifying project progress and milestones. HWC will coordinate to expedite the project schedule to meet South Bend’s expectations. The project entailed a mill and resurface improvement along with many areas of new curb, sidewalk, and full depth patches to revitalize the area. It also included a 2 block section of new storm sewer to disconnect the stormwater from the Sanitary District combined sewer. HWC worked with the Muncie Sanitary District (MSD) to study the stormwater needs in the area in advance of the road project. The $1.3 million construction project was in part funded with an Indiana Crossroad Community Matching Grant (CCMG) and contributions from the MSD. HOYT AVENUE REHABILITATION MUNCIE, IN HWC provided survey, design, bidding, and inspection services for the 26th Street Repairs and Sidewalk Improvements. The scope of the project included improving the existing concrete sidewalk, curb, ADA ramps, and drives along 26th Street from Madison Street to Macedonia Avenue. This project also included repairs to the roadway. The worst parts of the road had full depth patching. The whole road received road fabric with a wedge and level. 1.5” of surface was placed on top of this. The road fabric was used to help prevent cracking from the existing concrete road underneath. New sidewalk was run in front of the school at the intersection of 26th Street and Macedonia to give students a better and safer walking area to and from school. New loops were run for the light at the intersection of Madison Street and 26th Street. Sod and seed were placed in areas that were disturbed by the construction. The roadway improvement project was part of the Community Crossings Matching Grant (CCMG) Program. Construction cost was approximately $800,000. 26TH STREET REPAIRS AND SIDEWALK IMPROVEMENTS MUNCIE, IN City of South Bend: PE Services for Safe Routes to School – Our Lady of Hungary Neighborhood Sidewalks and ADA Ramps (DES# 2100025) | Page 10 TEAM PROJECT APPROACH RELEVANT EXPERIENCERELEVANT EXPERIENCE HWC worked with the City of Salem to provide survey, design, permitting, and construction administration services for the Market Street Rehabilitation project. Pavement width was decreased to provide two 12’ travel lanes, two 8’ parking lanes, 7’ sodded buffers behind the curb, and 5’ sidewalks. The project improved drainage issues and pedestrian/ADA safety. Project improvements included: The $655,000 project was funded through the Community Crossings Matching Grant Program. Construction began in June of 2018. The section west of Brock Creek was completed in October of 2018, while the section east of Brock Creek was completed in August of 2019. MARKET STREET REHABILITATION SALEM, IN HWC provided design, bidding, and will provide construction inspection services for the Safe Routes to School project in Brookville, Indiana. The project was located along Fairfield Avenue, SR 101, and Oxford Pike. All three road segments are either missing sidewalk, have sidewalk that needs to be rehabilitated, needs compliant curb ramps, or a combination of all three. HWC designed new sidewalk and a safe pedestrian crossings along Fairfield Avenue. Along SR 101, approximately 40’ of sidewalk that has deteriorated will be replaced. On Oxford Pike, a new sidewalk was designed to safely convey pedestrian foot traffic. All non compliant ramps will be removed and replaced with ADA compliant curb ramps. The project also includes the installation of new curbs, drainage structures, and pipes along Oxford Pike from SR 101 to Whitewater Drive. The project was successfully bid, awarded, and is moving to construction this year. Estimated construction cost was $490,000 the and awarded bid was under this amount. BROOKVILLE SAFE ROUTES TO SCHOOLBROOKVILLE, IN • A mill and overlay roadway • A new storm drainage collection system • New sidewalks, bump outs, and ADA ramps • Installation of new curbs and gutters • New signage and pavement markings • A sodded buffer strip PRE CONSTRUCTION PHOTO City of South Bend: PE Services for Safe Routes to School – Our Lady of Hungary Neighborhood Sidewalks and ADA Ramps (DES# 2100025) | Page 11 TEAM PROJECT APPROACH RELEVANT EXPERIENCERELEVANT EXPERIENCE The Market Street Streetscape has become a prominent public space in downtown New Albany. Originally conceived as a streetscape project, the existing extra-wide sidewalk allowed for a mini-plaza space to develop between the existing parking row and historic buildings. Infrastructure work included new sidewalks, curbs, pavement, drainage, and landscaping. Custom features included decorative crosswalks, a landscaped median with District archway feature, limestone pier light poles with black metal logos, catenary lighting, and a lit photographic map identity piece. Contemporary site furnishings, bright blue lounge chairs, and linear wood picnic tables were placed within the crushed limestone plaza space to invite and encourage visitors and residents to linger while enjoying the surrounding downtown happenings and many recently restored historic facades. HWC provided design and inspection services for this project. Work was completed in the fall of 2019. MARKET STREET STREETSCAPE NEW ALBANY, IN HWC replaced all sidewalks and curb and gutter in this downtown District of Aurora, Indiana. This project included minor drainage improvements, as well as the installation of pavement markings, new signage, and decorative crosswalks using pavers. ADA compliant curb ramps were also constructed and the pavement received a preventative maintenance mill and overlay of 1.5”. Coordination with business owners was critical as sidewalk was removed and replaced and as milling and paving operations ensued. HWC not only designed the project but developed the bidding documents and conducted construction observation and administration. The project was completed at the end of 2018. 2ND STREET REHABILITATION AURORA, IN HWC provided both crack sealing and a PM 1.5” mill and overlay in different sections of this Main Street Rehabilitation project. HWC also met with the Town and contractor to identify specific areas that required full depth patching. Project improvements included: • Reconstruction of curb and gutter and sidewalks • Providing ADA curb ramps • Minor drainage improvements to the storm sewer system • Reworking of sidewalks and curb ramps in front of the Town Hall to improve pedestrian and ADA access This project required design, bidding services, construction observation, and administration. Throughout the project, HWC kept the Town informed on the construction status and involved them when necessary to respond to the contractor’s questions and concerns.
