Jefferson Blvd. Dear Mr. Flores: At its February 22, 2022 meeting, the Board of Public Works approved the above referenced permit only residential parking area. The office of the Board of Public Works has issued Residential Parking Permits for the 500 block of W. Jefferson Blvd. Once the installation of the signs is completed, any vehicle not displaying a current Residential Parking Permit or Visitor Permit, will be subject to ticketing and/or towing, pursuant to Section 20-116 of the South Bend Municipal Code. Please continue to use the four (4) Permits and two (2) Visitor Passes issued by our office on April 26, 2021 until they expire in 2026. Jefferson Residential Parking by Permit TR21-104 DATE: January 31, 2022 Purpose The Department of Public Works received a petition to establish a residential parking zone for the western half of the south side of the street on the 500 block of West Jefferson. Existing Conditions Currently parking is unrestricted here. Requirements of City Ordinance Chapter 20, Article 10 of the South Bend Code of Ordinances outlines the requirements for residential parking zone designation. In order to initiate a parking study, 2/3 of the lawful residents of the residential area must return a signed petition requesting residential parking within defined boundaries. In order for a residential parking zone to be warranted, the following must be observed during a parking study: 1.Non-resident vehicles occupy 25% of the total spaces available on the publi c streets within the residential area. 2.At least 75% of the total parking spaces in the residential area are occupied by motor vehicles. Parking Study Finds The petition received was signed by 100% of the residents within the residential boundaries, which were defined as the western half of the south side of the street on the 500 block of West Jefferson. There is only one residence within this boundary. This segment was observed at 1-hour intervals between 6:00 a.m. and 6:00 p.m. on Friday, January 7, 2022. The results are provided in Table 1. As shown in Table 1, below, the criteria are only met 5 out of the 13 time periods the segment was observed. Looking at this as an extension of the residential parking zone on the north side of the street on this block of Jefferson, it can be reasonably justified that the criteria is met for a residential parking zone. The eastern half of this block on the south side of the street is in front of a commercial property, so continuing the residential parking zone from the north side of the street to the western half of the south side would cover all of the residences on this block. Recommendation Based on the findings of the study, the criteria for establishing a residential parking zone is met, and it is therefore recommended that a residential parking by permit zone be established on this segment for Monday through Friday, 6am-6pm.
