Scope of work includes survey, engineering assessment, design plans, utflity coordinatfon, and constructfon phase services. (Constructfon to commence in 2022) Estimated Construction Cost: $368,000 Historic Leeper Park Improvements for the City of South Bend —Project Manager (Phase 2)/Project Engineer (Phase 1) The project included design services; restoratfon and installatfon of the fountain, pond removal, updated ADA pathways, traffic calming features, a formal garden, lightfng, and new riverbank overlooking the St. Joseph River; and a new ADA-accessible playground and utflity coordinatfon. Construction Cost: $2,100,000 Hoham Drive for the City of Plymouth, Indiana — Project Manager & Utility Coordinator for the reconstructfon of Hoham Drive from 400 feet west of Western Avenue to North Michigan Street. The roadway length is approximately 1,450 feet and includes a three-lane sectfon with two 12-foot-wide travel lanes in each directfon and one 14-foot-wide center-turn lane plus a 2-foot 7-inch curb-and-gutter and a 5-foot-wide sidewalk on the south side of Hoham Drive. The scope includes all aspects of design including geometric design, drainage design, utflity coordinatfon, signing, pavement mar king, MOT, and QA/QC. Drainage design, including storm sewer and underground storage design. (Constructfon to commence in 2022) Construction Cost: $2,500,000 (Federal-Aid LPA) Cleveland Road, Riverside Drive to SR 933, for St. Joseph County — Project Engineer assistfng with the design for roadway reconstructfon of the 4 -lane sectfon of Cleveland Road from Riverside Drive to SR 933. This project consists of a total reconstructfon of 5,500 feet of Cleveland Road. The scope of work includes replaceme nt of the deteriorated concrete pavement and curb, additfon of a multf-use path, a pedestrian-actfvated crossing signal, and lightfng. Design elements include horizontal and vertfcal geometrics, storm sewer and inlet design, utflity coordinatfon, erosion control plans, lightf ng, pavement marking and signing plans, and public involvement. Right -of-way acquisitfon includes partfal right-of-way from five parcels. Construction Cost: $8,287,000 (Federal -Aid LPA) 9th Street Trail, City of Goshen — Utility Coordinator for the initfal improvement project along the 9th Street Corridor. This redesign for a pedestrian trail consisted of widths of 10 -11 feet with variable ROW through residentfal neighborhood and requiring railroad navigatfon, new sidewalks, lightfng, street trees, a multf-use trail, and a buffer between the neighborhood and railroad/industrial propertfes. Cost $8,287,000 (Federal-Aid LPA) CR 4 – CR 17 to CR 19 for Elkhart County Highway Department — Project Manager/Lead Designer for intersectfon improvements and HMA widening to provide a dual left -turn movement for the WB-SB movement, mill/resurface of CR 17, and design of a new roadway corridor to extend CR 4 from CR 17 to CR 19 with realignment o f toll road access and constructfon of a new 3 -leg roundabout with bypass lanes and dual lane westbound approach for future development alon g the corridor. Design also includes a second 3-leg roundabout to serve a new Amazon site and future development, sanitary sewer and watermain extensions, roundabout lightfng, and HMA widening. Estimated Construction Cost: $15,000,000 Pioneer Drive Reconstruction from US 30 to 7B Road for the City of Plymouth — Project Manager & Design Engineer for reconstructfon of approximately 2,000 feet of roadway widening drainage improvement. Design elements include new pavement design with subgrade treatment to address poor soils, storm sewer and open ditch drainage desig n, pavement markings, and review of quantfty calculatfons. The project also included the preparatfon of a Community Crossings Ma tch Grant applicatfon. Estimated Construction Cost: $925,000 CJ CUNNINGHAM Environmental Lead BUPD, Urban Planning & Development, Ball State University Over the course of 15 years, C.J. has established himself as an authority in the arenas of urban planning and environmental services. He has authored or managed more than 100 approved NEPA documents, making him an expert in environmental policy and the NEPA delivery process. RELEVANT PROJECT EXPERIENCE US 231 at Cline Avenue Intersection Improvement — Environmental Engineer working with INDOT LaPorte District on the early stages of this high-profile project, located only one mile south of the proposed corridor, managing preparatfon of initfal environmental analyses, and coordinatfng design changes to ensure no adverse impacts would affect an adjacent historic farm. Vale Park West Pathway for City of Valparaiso — Author of a Level-2 CE that documented the project’s impacts, including crossing a regulated floodway and alternatfve alignments throughout the environmental process. RELEVANT PROJECT EXPERIENCE 912 Interchange over Norfolk & Southern, EJ & E West Company Railroads for INDOT, LaPorte District — Survey Lead for the future engineering and bridge rehabilitatfon plans for the restoratfon of multfple ramps, loops, and bridges, in additfon to managing and coordinatfng the acquisitfon of LIDAR. This project also included a Route Survey (LCRS) with topographic survey and right-of-way engineering. CLEVELAND ROAD RECONSTRUCTION Lochmueller has Extensive Area Knowledge Lochmueller has been involved with projects in close proximity to this project on recently completed and ongoing infrastructure improvements including, Bendix Drive over Indiana Toll Road for bridge replacement, road rehabilitatfon, and project coordinatfon and nearby Cleveland Road for a rehabilitatfon, bridge replacement, and 5,500 feet of road reconstructfon. (See page 11 for more details.) These projects reinforce our talents, highlight our work ethic, and showcase our successful results. BENDIX ROAD OVER INDIANA TOLL ROAD GRANT NIEMEYER, PS CECON Topographical Survey AS, Vincennes University, Surveying Technology ǀ Professional Land Surveyor: IN, KY ǀ Indiana Right-of-Way Associatfon Grant has more than 35 years of comprehensive experience in all aspects of survey throughout INDOT’s Crawfordsville, LaPorte, Vincennes, and Seymour Districts, Indianapolis DPW; and many local municipalitfes. He is well versed in the utflizatfon and the applicatfon of topographic surveys, LIDAR acquisitfon, orthoimagery, bathymetric surveys, detailed locatfons of bridge/ small structures, profile smoothness, as built, control surveys, trails, utflity, tunnels, confine space entry, and right-of-way engineering surveys. RELEVANT PROJECT EXPERIENCE Railroad Relocation at Gary International Airport in Gary — Geotechnical Engineer for exploratfon and materials testfng services for railroad relocatfon project at the Gary Internatfonal Airport. Project included ground vibratfon monitoring of existfng tracks as a result of the pile driving for the new bridge and earthwork for the new embankments with contfnued monitoring for several months for verificatfon of vibratfon limit adherence. TEAM RESUMES City of South Bend: PE/RW Services for Bendix Drive 6 PROJECT PURPOSE & NEED PURPOSE & NEED Bendix Drive is functfonally classified as a Principal Arterial - Other and is a major north-south transportatfon route in the City of South Bend. Bendix Drive carries approximately 10,440-12,745 vehicles per day and 770-820 trucks per day. We understand the City’s objectfve with this project: Provide a high-quality transportatfon route, promotfng pedestrian safety, enhancing accessibility and maximizing the utflity of the right-of-way by incorporatfng a multfmodal transportatfon focus while reducing the vehicular footprint. A PRELIMINARY LOOK AT THE PROJECT SITE In preparatfon of this Letter of Interest, we gathered data and reviewed available informatfon: » Visited site to review corridor layout, observe existfng conditfons, and obtain photographs » Downloaded LIDAR data and developed a preliminary alignment and layout to view the 3-lane configuratfon and typical sectfon impacts within the available right-of-way footprint » Viewed the MACOG GIS website to review right-of-way informatfon and parcel ownership » Downloaded and reviewed R-37497 Bendix Drive – Road Reconstructfon from 0.1 miles north of Lathrop Street to the south end of the bridges over I-80 (Toll Road) constructfon plans and contract book » Performed a Preliminary Red Flag Investfgatfon using 46 GIS layers to screen and identffy potentfal environmental concerns LIMITED SUBSURFACE INVESTIGATION We recommend a Phase II Environmental Site Assessment (ESA) on gathered soil samples collected at four 700-foot intervals between NITCD’s crossing and Lathrop to assess the presence of any chemicals of concern (COCs) at the former landfill to the east of Bendix Drive. These boring results will determine any necessary excavatfon methods for the safety of constructfon improvements. HAZARDOUS MATERIALS Three hazardous material sites of concern near the project area will require investfgatfon. We recommend early engagement with INDOT Site Assessment and Management (SAM) and field investfgatfons to determine if any contaminated soils will be encountered during constructfon. UTILITY PRESENCE AND COORDINATION Few utflity impacts are antfcipated along this corridor as constructfon will occur within the existfng footprint with minimal impact during pavement reconstructfon, storm sewer upgrades, and trail constructfon. A NIPSCO 12-inch natural gas pipeline is found running through the west side of the project area. Utflity coordinatfon will be necessary to learn more about potentfal conflicts with any proposed excavatfon. Additional Utilities Present: AEP; AEP Telecom; AT&T Distributfon; Choice Light, Inc.; Comcast North; Metro Fibernet, LLC; NIPSCO Gas; RVP Fiber Company, LLC; City of South Bend Sewer & Water. Fuller Briter Product Duramold Mindful, LLC Kuert Alpha Distributors Area Businesses: City of South Bend: PE/RW Services for Bendix Drive 7 ENVIRONMENTAL NEPA PROCESS: The environmental process, including public involvement, is a critfcal path toward project advancement, and document approval must precede ROW acquisitfon. IDENTIFICATION & EVALUATION OF PRELIMINARY ALTERNATIVES To ensure the project provides a balance of impacts to both human and natural environments, Lochmueller will coordinate with the City of South Bend and key stakeholders to develop and evaluate reasonable alternatfves. The preliminary preferred alternatfve will be carried forward and evaluated within the NEPA document. DRAFT NEPA DOCUMENT Our team will submit the draft NEPA document to INDOT Central Environmental Services as soon as the design progresses to where impacts can be properly assessed — typically, soon after Stage 2 plan development. PUBLIC INVOLVEMENT INDOT and FHWA will approve a public involvement plan (PIP) as it specifically outlines our outreach approach. Jessica Clark and C.J. Cunningham both have experience preparing PIPs and leading public involvement efforts. They will coordinate with the City of South Bend and INDOT to identffy the channels to satfsfy facilitatfon, partfcipatfon, communicatfon, and feedback solicitatfon during the scoping stage. A road diet is considered a substantfal change to a roadway’s functfon. As such, INDOT’s Project Development Public Involvement Procedures Manual requires disbursement of notfce to stakeholders and a published notfce in the South Bend Tribune upon approval of the draft NEPA document. This will introduce the project and its environmental findings while providing the opportunity for comments regarding the project or request a public hearing. Comments are often resolved privately, so public hearing is not antfcipated. LOCHMUELLER’S ENVIRONMENTAL TEAM IS DEDICATED TO A HIGHER STANDARD Our name has become synonymous with environmental excellence and delivery. *Scores based on INDOT evaluatfons from February 2016 to February 2020 ronmental team has determined NEPA AND RIGHT-OF-WA Y AS A CRITICAL PATH Assuming 18 months are adequate for acquisitfon, a FY 27 letting date is achievable by completfng preliminary design and securing NEPA approval within 24 months of Notfce-to- Proceed. CUNNINGHAM PRESENTS AT A PUBLIC ENGAGEMENT SESSION Lochmueller’s in-house environmental team works collaboratively with our design team to ensure the environmental document encompasses all the necessary supporting studies to properly evaluate the proposed changes throughout the Bendix Drive corridor. We anticipate Level-1 Categorical Exclusion (CE-1); if Right-of-Way (ROW) acquisition exceeds 0.5 acres, Level-2 Categorical Exclusion (CE-2) is required. During our preliminary exploratfons to familiarize ourselves with the RFP scope, our environmental team determined both Archaeology and additfonal subsurface testfng will be needed. Our discovery saves you time; time that saves you money. City of South Bend: PE/RW Services for Bendix Drive 8 PROJECT APPROACH RIGHT-OF-WAY ENGINEERING, ACQUISITION, & TITLE REPORTS We understand the intent of this project is to keep the improvements within the existfng apparent right -of-way (ROW), and more specifically, within the existfng hard surface footprint as much as possible. Our analysis will include reviewing previously dedicated or a cquired ROW records to verify the City has clear tftle to all of the existfng ROW, obtain tftle reports for each parcel and as necessary, prepare all ROW plats and legal descriptfons for the acquisitfon of any permanent and/or temporary ROW. Our team will manage the ROW acquisitfon process in accordance with INDOT guidelines and the Uniform Relocatfon Assistance a nd Real Property Acquisitfon Policies Act of 1970. Our team of land acquisitfon professionals repeatedly perform on LPA Federal Aid Projects, and Barbie will maintain regular contact, coordinatfng their efforts throughout the process and keep this project phase on schedu le. APPROACH DETAILS Based on the above informatfon, our experience with completed and ongoing LPA projects, relatfonships with the City of South Bend, NICTD, and Airport Authority, and our knowledge of the INDOT-LPA Guidance document, we offer the following approach to this project. Our detailed project approach covers many aspects of the Bendix Drive project including, transitfoning from a 4-lane to a 3-lane corridor, safety improvements, actfve transportatfon elements, railroad coordinatfon and system enhancements, pavement reconstructfon, drainage consideratfons, and maintenance of traffic plan. The existfng 4-lane concrete roadway is in a state of severe deterioratfon, with joint failure and numerous full-depth patches. The facility has served its useful life and requires a complete 4R project per IDM Chapter 53 for an urban arterial, intermediate classificatfon facility using 11 -foot minimum lanes with a two- foot curb off-set. The desirable width of the auxiliary center lane is 12 feet. The recommended typical sectfon is a contfnuatfo n of the recently constructed sectfon of Bendix Road to the north through Contract R -37497. The required typical sectfon to accommodate a 10-foot multf-use trail with a 5-foot minimum offset along the east side of Bendix Drive does extend beyond the current footprint. In order to provide a two- foot clear area along the east side of the trail, the antfcipated additfonal width of work is four feet to east of the existf ng back of curb. Other design elements include: » Traffic Signal Upgrade and Lighting – new signals at Lathrop Street and Voorde Drive with adjusted head placement is necessary to match the new lane configuratfon adjustments and update lightfng along the corridor. » Drainage – Our team will confirm conditfon and capacity of the existfng storm sewer system is adequate for use and supplement with new infrastructure as necessary to collect and convey run-off. » Multi-Use Path—new 10-foot pathway extension along the east side of Bendix Drive from Lathrop Street south to Voorde Drive. Path alignment may conflict with NICTD South Shore line near the southern project limits and require narrowing path to eight (8) f eet or removing the tree lawn to provide separatfon from the rail line. CONCRETE PANEL CRACKING HMA PATCHING DETERIORATION PROPOSED TRAIL LOCATION POTENTIAL TRAIL CONFLICT City of South Bend: PE/RW Services for Bendix Drive 9 KEY STAKEHOLDERS The St. Joseph County Airport Authority owns the land surrounding Bendix Drive north of the railroad crossing and operates the South Bend Internatfonal Airport (SBN). We contacted Mike Daigle, A.A.E., CEO and Executfve Director, and discussed the project. He indicated there aren’t specific restrictfons or criteria to consider pertaining to the proposed project scope and SBN. During our recent conversatfon and past discussions with Mike, the Airport Authority does have a vested interest in South Bend considering an alignment shift of Bendix Drive to the east, thus providing additfonal room for an extension or their east -west runway. RAILROAD COORDINATION Effectfve coordinatfon with the Northern Indiana Commuter Transportatfon District (NICTD) on the South Shore Line Railroad is necessary on this project. Brian Arterbery is our certffied railroad coordinator and has extensive experience working with NICTD. Our team is familiar with their policies and procedures. We reached out to Kevin Dywan, Senior Engineer and NICTD’s point of contact during this project, to discuss the project and identffy potentfal impacts for consideratfon during design and constructfon. Potential NICTD considerations & impacts: » New Trail adjacent to NICTD South Shore Line Railroad — NICTD does not typically require channelizatfon and does not antfcipate a need for any barrier or fence separatfng the proposed trail from the railroad line. » Center-Turn-Lane & Access to H.B. Fuller — INDOT guidelines restrict turn lanes across railroads. We recommend transitfoning from the center-turn-lane to a protected median in advance of the crossing with a left-turn- only lane on the southern approach for access. » New Pedestrian Trail Signal & Crossing — NICTD prefers pedestrians cross perpendicular to the track; the existfng track uses a large radius curve where it crosses from the east side of Bendix Drive to the SBN property. The pedestrian crossing angle of approach is a challenge and may require additfonal right-of-way to provide a safe crossing. » NICTD Crossing Upgrades — existfng signal componentry is outdated and may not be able to communicate with a 3rd gate conditfon, if necessary, at the pedestrian crossing. NICTD may require grade crossing warning system improvements and may require gate improvements or signal system adjustments. The existfng gate locatfons may also need to shift to accommodate both the roadway improvements and new trail. Another potentfal trail crossing optfon is a “Z-Gate”, which would not require a 3rd gate. Early and regular communication with NICTD is necessary to help avoid scheduling delays, gain a consensus on the best practices for a safe, at-grade crossing and warning detection, and identify project costs for flagging and protection measures. We evaluated two MOT optfons but eliminated the optfon of maintaining one lane of traffic in each direc tfon due to: » Constructability & Cost » Unable to feasibly and safely construct within the existfng footprint; requires a minimum of 3 MOT phases and creates limited room between temporary traffic barriers and access to/from constructfon staging areas » Requires temporary pavement and temporary traffic barrier Our initial considerations assessed two options: maintaining two-way traffic or utilizing one-way traffic. Upon evaluation, we recommend one lane in a single direction. One Lane in Single Direction with Detour for Opposite Direction Maintaining access is a critical consideration and requires personal, transparent contact with businesses along the corridor. Fuller Only access is Bendix Drive City of South Bend: PE/RW Services for Bendix Drive 11 PROJECT EXPERIENCE LINCOLNWAY WEST ROAD CORRIDOR REDESIGN ǀ City of South Bend As part of ongoing revitalizatfon efforts, the City of South Bend proposed a reductfon in the number of travel lanes along three miles of the Lincolnway West corridor from four lanes down to three. This redesign would promote slower traffic speeds, allow for a better flow of traffic, and establish a safer pedestrian experience for the general public and patrons of local businesses. Members of our team investfgated the operatfonal effectfveness of the proposed three-lane road at 12 existfng intersectfons using SYNCHRO software. Analysis determined that acceptable Levels of Service could be maintained with the proposed sectfon. A signal warrant analysis was also completed at four intersectfons. Based on the results, three traffic signals were removed along this corridor, further improving the flow of traffic. This project consisted of a total reconstructfon of 5,500 feet of roadway, the rehabilitatfon of Cleveland Road over St. Joseph River (St. Joseph Bridge 212), and safety upgrades to Cleveland Road over Juday Creek (St. Joseph Bridge 007). CLEVELAND ROAD OVER JUDAY CREEK St. Joseph Bridge 007 is a single-span, cast-in-place reinforced concrete box structure. The improvements to Cleveland Road over Juday Creek include safety upgrades to address nonstandard sidewalks and railings. CLEVELAND ROAD OVER ST. JOSEPH RIVER The rehabilitatfon of Cleveland Road over St. Joseph River, a 4-span, contfnuous steel plate girder bridge, included a full deck replacement and widening, semi -integral end bent conversion, and approach slab replacement. The original scope called for complete structural widening to accommodate a 10 -foot multf-use path. The team worked with the County to modify the roadway sectfon across the bridge to accommodate a 7 -foot multf-use path. This eliminated the need for full structural widening, saving the County nearly $700,000. Continuing to Address the Scope During Design Throughout the design process, the team reevaluated the scope of work to ensure the rehabilitatfon would address the current state of the bridge. For example, when the routfne biannual inspectfon revealed excessive tflt at the bearings, the team worked with the County to adjust the scope of work to include resetting the bearings at the interior supports. Client: St. Joseph County Construction Cost: $8.3 million Key Staff: Brian Arterbery, Jessica Clark, Ryan Clark, Barbie Swihart Stutzman City of South Bend: PE/RW Services for Bendix Drive 12 US 36 ROAD DIET IN HANCOCK COUNTY, GREENFIELD DISTRICT ǀ Town of Fortville Lochmueller engineers and project designers were heavily involved throughout the creatfve design and current reconstructfon of this minor arterial corridor in Fortville. The project will take a 4-lane roadway down to 3-lane and requires the installatfons of a south side six-foot sidewalk and a north side 9 -foot multf-use path for pedestrian and recreatfonal usage. It also implements new storm sewer, curb-&-gutter, corridor lightfng, signal replacement, and lane realignment for better traffic movement. The conditfon of the roadway from Garden Street to SR 13 showed significant deterioratfon with multfple transverse and longitudinal cracks and minor rutting and stripping along the driving surface. Addressing these cracks and voids, smoother and safer driving lanes will be created. In the preliminary stages of this roadway improvement, engineers and designers explored multfple alternatfves and provided full ratfonales illuminatfng details for Fortville officials and other stakeholders. The researched and proposed alternatfves included: » Milling 4-inches along the mainline, shoulders, & turning lanes then resurfacing distributed areas with 2-layer HMA pavement while unaltering existfng profile grade and increasing structural strength of US 36 » No improvement implementatfon. (While this alternatfve requires no cost, pavement would contfnue to deteriorate, wear would exponentfally increase, and more costly improvement would be needed in the near future.) » Full reconstructfon of the corridor It was determined that optfon three was the most viable and appropriate optfon of the three as optfon two did not fit with the INDOT philosophy for improvement, and optfon one would not address the issue at the foundatfonal level where it is needed. PROJECT EXPERIENCE 9TH STREET TRAIL ǀ City of Goshen The 9th Street corridor consists of a residentfal neighborhood to the west side and railroad to the east. 9th Street had lane widths of approximately 10 -11 feet with variable ROW. A previously completed EPA Pilot-Brownfield Area-Wide Plan identffied the need to redesign 9th Street with new sidewalks, lightfng, street trees, a multf-use trail, and a buffer between the neighborhood and railroad/industrial propertfes. A multf-use path was identffied as the initfal project improvement to be completed along the corridor.
