During his tenure at INDOT, Shakeel designed and managed a wide variety of projects including road and bridge rehabs, new construction, and small structure replacements with utility, right-of-way, environmental, and traffic maintenance concerns similar to the projects outlined in the RFP. His main approach on these kind of projects has always been to focus on the project purpose and to keep communication, safety, and budget under control. Shakeel believes in keeping all stakeholders informed on project status. He promotes close team communication with INDOT Project Managers and utilizes a proactive approach to identify and resolve project issues very early during project development. Shakeel is proactive regarding the next critical item that needs to be completed in order to successfully deliver the project. He has extensive experience in coordinating with clients, contractors, and designers to resolve issues. QA/QC TIM ANHEUSER, PE Tim has decades of experience in transportation design and construction. He is responsible for overall project team performance and quality control. Tim has also been the public involvement lead on DOT projects. 5.2 ENVIRONMENTAL DOCUMENT KURT FARRENKOPF, PE Kurt has experience when it comes to all aspects of the development process for infrastructure projects. Kurt has completed multiple projects for DOTs, Wisconsin’s Department of Natural Resources, Division of State Facilities, and more. His land survey experience includes topographic, LCRS, right-of-way, and LiDAR. She has appraisal expertise in a wide range of properties including commercial and residential subdivisions, industrial, land, retail, mixed-use, health care, restaurants, special purpose, multifamily, medical use, health care, self-storage, religious facilities, convenience stores, daycare facilities, and office. She’s fully prepared to handle any type of appraisal scenario. DES: 2100022 | City of South Bend - LaPorte District - PE/RW Services for Bendix Drive | 5 PROJECT APPROACH PROJECT MANAGEMENT MAXIMIZE AVAILABLE TIME, MINIMIZE RISK The Kapur project management approach includes a risk management component in addition to an intense focus on the scope, schedule, and budget. Common risks are those involving external entities unmotivated by the goals of the project. Our common-sense approach is to start early, allow adequate time, respect the processes of other agencies, and provide for contingencies in both schedule and budget. COMMUNICATION OPEN COMMUNICATION IS KEY An important aspect of the Kapur project approach is a detailed communication plan developed to meet the needs of the project and the City of South Bend. The project communication plan will clearly define parameters for interactions with the City and INDOT using a broad range of tools including telephone, hard copy and electronic correspondence, standardized reports, project websites, virtual or in-person meetings, or other methods and processes as needed. Communication is the cornerstone of a successful relationship and Kapur incorporates this integral component of the process throughout the project. Once the project commences, weekly updates will be provided to the project team. At critical review times, we will schedule meetings to review plans and receive input from the team before making final decisions. We will also review the schedule that was agreed upon at the project scoping meeting regularly to ensure we reach milestones. Kapur will immediately bring any unforeseen conditions or changes, or suggested modifications, to the City’s and INDOT’s attention and resolve these issues quickly. We will use available resources, such as the INDOT Highway Design & Technical Support division, for answers to questions or for guidance if the unexpected arises. DAILY UPDATES Daily updates will be shared between the design team and any subcontractors to make sure everything is running smoothly. WEEKLY UPDATES Team leads will meet on a weekly basis to make sure day-to-day activities are adhering to schedule and discuss anything that needs to be brought up with South Bend and INDOT staff. SINGLE COMMUNICATION CHANNEL FOR EFFECTIVE COMMUNICATION As Project Manager, Shakeel will be the single point of contact for South Bend as well as team members and any subcontractors. Having one point of contact everyone can go to will create effective communication. KICKOFF MEETING Once we receive Notice to Proceed, we set wheels in motion for developing a successful partnership. One of the most important meetings is a kickoff meeting which includes key team members, contractors, and project managers from Kapur, INDOT, and South Bend. OPEN COMMUNICATION IS KEY DES: 2100022 | City of South Bend - LaPorte District - PE/RW Services for Bendix Drive | 6 PROJECT APPROACH WE CONSIDER THE CITY OF SOUTH BEND AND INDOT AS OUR MOST VALUABLE TEAM MEMBERS THROUGHOUT THE ENTIRETY OF THE PROJECT. SURVEY PRECISION, INNOVATION, RELIABILITY Kapur is a national leader in the collection and use of 3D data as well as the leveraging of 3D technology throughout project design and construction. Common methods of data collection at Kapur: +GPS rovers +Total stations +Photogrammetry unmanned aerial vehicles (UAVs) +Stationary and mobile LiDAR +Aerial LiDAR (UAVs) The majority of survey data collected for the Bendix Road project will be collected with stationary or mobile LiDAR because it eliminates the need for additional trips to the project site. LiDAR data consisting of millions of points known as “point clouds” will be combined to produce accurate and precise 3D measurements and mapping. The 3D data is easily viewable by the City via the Kapur cloud- based data viewer. The use of LiDAR ensures better survey coverage, requiring less trips to the project for additional survey, and provides a safer survey process for the crews. PUBLIC INVOLVEMENT FOSTERING A RELATIONSHIP WITH THE COMMUNITY. Because the public is increasingly interested in influencing the details of transportation projects, they must be closely involved from design through construction. Our goal is to respond to these desires while balancing our responsibility to design a safe and efficient facility. The Kapur team collaborates with the public and agency stakeholders to garner informed consent on all our projects. Informed consent is the willingness of project stakeholders to eventually support a course of action that they might first oppose because it serves a greater good. Our public involvement plan will focus on affected businesses along Bendix Drive and in the adjoining airport industrial areas. Our plan will include up to three public involvement meetings to gather input on the purpose and need, develop the proper range of improvement alternatives, and finalize the selected alternative’s details. Further one-on-one property owner coordination will take place with impacted businesses as plan details and traffic staging plans are developed. In addition to group and individual meetings, our team will prepare and distribute up to three project newsletters during design to keep area businesses informed as to the status of the project. During construction our team will prepare and distribute project updates to keep all informed of the construction progress. ROADWAY DESIGN PAVING THE WAY TO THE FUTURE. Roadway plans, profiles, and cross sections will be developed in accordance with current Indiana Design Manual guidelines, input from the public, and coordination with the City of South Bend and INDOT. The Request for Proposal indicates that a three-lane roadway be constructed with a multi-use path on the east side. With no access points, the east side of the roadway is an excellent location for a bi-directional multi use path. A field review indicates six commercial driveways on the west side of the roadway to at least three businesses. All three businesses appear to have multiple driveways which will help to maintain access while under construction. The existing roadway lighting system on wood poles with overhead power lines should be evaluated to upgrading for LED lights and underground power. DRAINAGE GO WITH THE FLOW. The Request for Proposal indicates a storm sewer will also be added. Other than at the intersections at Lathrop Street and Voorde Drive, there does not appear to be storm sewer in Bendix Drive. The profile and adjoining lands are relatively flat with drainage predominantly to the east towards the St DES: 2100022 | City of South Bend - LaPorte District - PE/RW Services for Bendix Drive | 7 Joseph River. The existing quarry and pits east of the project will limit the outlet potential outlet locations or may require easements to reach a suitable outlet. The Kapur team will perform analysis to ensure all drainage pipes are sized appropriately for anticipated flows and will work with the City to determine the optimal storm sewer layout and outlet for the Bendix Drive project. ENVIRONMENTAL PROTECT AND PRESERVE. WETLANDS According to the U.S. Fish and Wildlife Service (USFWS) National Wetlands Inventory, there is an isolated wetland adjacent to and east of Bendix Drive. If required, Kapur has in-house staff available to delineate wetlands located in the Army Corps of Engineers Midwest Region. During the field review it appears there is a strong likelihood that poor subsurface soils may exist that will require special consideration. Kapur recommends a geotechnical investigation be conducted to determine areas for potential excavation below subgrade and dewatering methods during construction. Kapur will coordinate with INDOT and consult with USFWS as required to protect rare species such as the state endangered Kirtland’s snake and federally/state endangered Indiana bat ENDANGERED RESOURCES ENVIRONMENTAL DOCUMENT The Kapur environmental team will prepare the necessary environmental documentation (Categorical Exclusion [CE]) required under the National Environmental Policy Act and associated INDOT and Federal Highways Administration requirements. The team will coordinate with INDOT District staff on properties of environmental concern, waterway permitting applications, and analysis of impacts to other infrastructure to ensure project schedules are maintained and deadlines met. CONSTRUCTION STAGING KEEP IT MOVING. Kapur will develop plans to minimize disruption of access to local stakeholders during construction and stage work to allow the contractors to work safely and efficiently and deliver a high- quality finished product. A comprehensive traffic control plan and transportation management plan will be developed after receiving input from the City, INDOT, and the public involvement process. Kapur anticipates that the improvements will be constructed under traffic with traffic control. Construction access at driveways and side streets will be maintained as necessary, potentially with half-at-a-time construction. Due to the airport industrial area access from Bendix Drive, construction staging and access at driveways and at Lathrop Street and Voorde Drive will be maintained to the extent possible using multiple staging and partial or short-duration detours. RIGHT-OF-WAY ACQUISITION EXTENSIVE AND EFFICIENT. Resolution Group Inc. and J. Williams Appraisal Group will provide plat preparation, description writing, and right-of-way plan preparation. Our design team will work closely with these team members during the right-of-way engineering to ensure the appropriate and necessary land interests are acquired for the project. The team will research contact information immediately upon notice to proceed and provide a single point of contact for property owners to reassure them of the various activities they may expect. We are committed to bringing any potential issues to the forefront of the project to ensure all stakeholders understand potential problems, delays, or schedule-critical items. This enables stakeholders to strategise how to overcome issues before they become a problem and ensure continued pace as scheduled for a successful project. UTILITIES OVERHEAD OR UNDERGROUND, WE HAVE IT COVERED. With power poles, overhead wires, streetlights, watermain and other underground facilities located within the Bendix Drive corridor, coordination with multiple utility companies will be necessary to complete this project. It is imperative that the Kapur team’s coordination with these utilities begins early and continues throughout the design process. The right-of-way plat must be completed on schedule to allow time for property acquisition and utility relocations prior to construction. Minimizing utility work during construction helps avoid conflicts and delays. PROJECT APPROACH DES: 2100022 | City of South Bend - LaPorte District - PE/RW Services for Bendix Drive | 8 Should construction of the multi-use path require greater separation from the NICTD rails, a more significant utility relocation plan will be necessary given the bulk of utilities appear to be west of and adjacent to Bendrix Drive. MULTI-USE TRAIL AND NICTD Installation of a multi-use trail along the east side of Bendix Drive is complicated due to the NICTD Shore Line that runs directly east of and in close proximity to the roadway. From Voorde Drive to 750 feet north of Voorde Drive there are two tracks, with the closest track approximately 10 feet from the face of curb. Further north, to the at grade NICTD crossing, there is one rail, approximately 25 feet from the face of curb. Ultimately, successful design of a multi-use trail in this location will balance the operational, maintenance, and safety requirements of a railroad with the specific needs and characteristics of trail users. A summary of effective practices for the design of rail-with- trail facilities is as follows: Setback: Rails-with-trails should be set back from railroad tracks as much as reasonably possible. Setback determinations should consider factors including: +Train frequency, speed, and type of freight transported +Current and future rail maintenance and operational needs +Track curvature +Topography and other environmental and physical constraints +Separation type +Any applicable state standards +Historical patterns of trespassing or vandalism Separation between the rail-with-trail and railroad tracks which aims to reduce trespassing on the tracks often takes the form of fencing, ditches, berms, vegetation, or any combination of these options. If fence is needed, characteristics such as the setback distance, location of legal at-grade crossings, and the type, speed, and frequency of rail service will influence the appropriate fencing style, including height and material. For the Bendix Drive multi-use trail, there is a limited amount of space available between the roadway, even with only three lanes and the rail. For that reason, shifting the entire roadway to the west may be necessary to provide for safety and operations of both the rail and the trail. At-Grade Crossings: The likelihood of a fall is kept to a minimum where the roadway or shared use path crosses the tracks at 90 degrees. The preferable skew angle between the centerline of the tracks and the bikeway is between 60 and 90 degrees, so bicyclists can avoid catching their wheels in the flange[way] and losing their balance. The new grade crossing will be reviewed to determine which traffic control devices are required to provide warning and guidance for trail users. INNOVATION GET A COMPREHENSIVE REVIEW BEFORE BREAKING GROUND. 3D TECHNOLOGY The traditional plan set uses three independent 2D paper plans to illustrate each 3D element, such as alignments, profiles, and cross sections. Plan sheets typically include manually-entered, unintelligent text that require quality reviews to independently check X, Y, and Z. Because 3D models are generally used in design to create 2D paper plans, which are the contract documents, these 3D design models are often incomplete and not construction ready. At Kapur we believe the best way to ensure that the three 2D paper views fit together is to build the project electronically with reverse engineering ahead of time. We use 3D CIM technology at 90% to build a 3D model from the paper plans. This virtually built project (reverse engineered) - prepared prior to construction - ensures that the project can be constructed from the 2D paper plans. The resulting model brings the 3D technology advantage back to the City of South Bend and INDOT. PROJECT APPROACH DES: 2100022 | City of South Bend - LaPorte District - PE/RW Services for Bendix Drive | 9 12’12’12’12’10’ EXISTING 12’12’12’10’ MULTI-USE PATH PROPOSED 5’7’ PROJECT APPROACH BENDIX ROAD NICTD TYPICAL SECTION DES: 2100022 | City of South Bend - LaPorte District - PE/RW Services for Bendix Drive | 10 CALHOUN ROAD | BROOKFIELD, WI Kapur provided the design for reconstruction of 1.16 miles of Calhoun Road in the City of Brookfield as a highway capacity improvement project. The design included alternative analysis for the reconstruction of the existing two-lane rural facility to an urban four-lane facility. Alternative analysis included a four-lane divided urban section and a four-lane divided rural section. Major design considerations included providing access to the many homes along this corridor, historical impacts, signalization warrants at Wisconsin Avenue, and drainage considerations. Some of the performed services include creating a public involvement plan, utility coordination, right-of-way plat, and traffic control planning and staging. CTH C | PLYMOUTH, WI Kapur performed preliminary and final design for the reconstruction of a four-lane urban roadway. Project included alternative analysis, environmental documentation, design, and right-of-way plat for the reconstruction of a two-lane rural roadway to a four-lane divided roadway. Project scope also included public involvement, intersection analysis, traffic signal design, agency coordination, and utility coordination. This project was a local program project with WisDOT that involved TWLTL and four-lane undivided sections in a very developed urban corridor. SIMILAR EXPERIENCE COUNTY LINE ROAD | WASHINGTON COUNTY, WI Kapur performed preliminary and final design for the reconstruction and capacity expansion of County Line Road (CTH Q) from a two-lane rural roadway to a four-lane divided urban facility in Washington County. Scope included reconstruction with added lanes, improving intersection sight distance, signalized intersection at Division Road, right-of- way plat, and complete PS&E to WisDOT standards.
