• This project addressed the deteriorating condition of the existing bridge structure. Work also involved performing

• Josh was part of a team redesigning a roadway that consistently floods due to its low profile through the middle of
a lake. Challenges include avoiding waterway impacts while also reducing the issue of a regularly flooded/closed
roadway. There are also several major utilities that travel through this causeway that need consideration in the
unique solution which includes the use of several hundred wick drains to reduce settlement of the new roadway.
Lakeshore Drive Pedestrian Trail (City of LaPorte)*

• Josh performed the survey, created the existing CAD files, and proposed surface geometry for a project that
turned an existing two-way street into a one way street with a dedicated bike lane around a lake including a pre-
fabricated bridge over a narrow channel to direct cyclists to a nearby public beach park.

PROJECT APPROACH
HWC has considerable experience in working with the
City of South Bend. Our engineers are currently working
on the next phase of the Western Avenue improvements
between Walnut Street and Taylor Street. Our
construction inspectors have worked on previous phases
of the Western Avenue improvements as well water
main improvements and the Olive Street Reconstruction
project. HWC has been honored to serve the City of
South Bend and looks forward to serving the City in the
future.
HWC has extensive experience in road
reconstruction projects with clients such as INDOT,
Indianapolis DPW, and large cities throughout
Indiana. HWC has been recognized for years as
an industry leader in using federal funds for LPA
projects for municipalities throughout Indiana.
We are also an industry leader in assisting
our clients in the successful use of Community
Crossing funds. In all of these projects, we
consistently strive for common-sense solutions
and opportunities to help our clients maximize the
use of taxpayer dollars.
This project will be challenging in terms of
balancing the purpose and need for the
improvements with the total amount of funding
available. Creative thinking will be necessary
,and our approach will be to work intimately and
comprehensively with South Bend staff, INDOT,
and FHWA from the very beginning to find an
acceptable solution in terms of project scope and
limits that match the funding available.

DES # 21000022 - LATHROP TO VOORDE
Bendix Drive from Voorde Drive to Lathrop Street is approximately 0.67 miles in length. There are
currently four travel lanes, two in each direction. Curb and gutter are present on both sides of the
roadway throughout the limits. There are three commercial properties with driveways along the west
side of the road, all within the southern half of the segment. Railroad tracks are present along the east
side of the road up to the southern edge of the airport property, where they then cross Bendix Drive
and continue to the west. The pavement is primarily concrete with several sections of HMA, especially
near the railroad crossing. Both HMA and concrete pavement is in poor condition with heavy cracking
and potholing throughout. There are no sidewalks present on either side.
The purpose of this project is to rehabilitate the roadway due to poor conditions and reconfigure the
lanes to allow for improved driver safety and the addition of a multi-use trail. According to the INDOT
Traffic Count Database, the current AADT for this stretch of road is just under 14,000 VPD. This makes
the road an ideal candidate for a Road Diet based on criteria laid out by FHWA. By reducing the
number of lanes to three, studies show an average crash reduction of 19 to 47 percent, an overall
reduced vehicle speed differential, and an added benefit in this scenario is a multi-use trail can be
added to allow for safe pedestrian travel along this corridor. As part of the roadway reconstruction,
new curb, gutter, and storm sewer will also be installed. HWC will explore the advantages of two
different lane configurations. First is to have one lane in each direction with a shared center left
turn lane. This is the preferred option as it will avoid queuing in the through travel lanes turning into
commercial properties and the traffic split differential is negligible. This option will also be conducive to
any future commercial driveways that may be added along this stretch. The other option is to have two
lanes in one direction and one lane in the other. HWC will work with the City to determine what best
fits your needs both now and in the future.

HWC’s project schedule contains flexibility to allow for an adjustment to an earlier letting date
in the event that the need for the project increases or funding becomes available sooner.
UTILITY COORDINATION
HWC understands time constraints with the environmental process. A critical timeline component is getting Metric started as
soon as possible. We achieve this by providing them Stage 1 plans as quickly as possible. There are no archaeological sites
or aboveground historic resources in the immediate vicinity, therefore, it is anticipated to process the project under the Minor
Projects Programmatic Agreement (MPPA) Categorical B-1 for the curb and gutter work; B-8 for the construction of the multi-use
path; and B-9 for the installation of the new storm sewer. The project is adjacent to the South Bend Regional Airport and so
coordination with INDOT-Aviation will be required. There are two mapped hazardous material concerns towards the south end
of the project which will require a Red Flag Investigation. A Categorical Exclusion (CE) Level 1 is anticipated for this project.
In review of the St. Joseph County GIS information and the scope of work planned,
right-of-way acquisition is anticipated. Within the limits of this project, according to the
GIS, there are five different property owners. On the west side of Bendix Drive, there
are properties owned by St. Joseph County Airport Authority, Appletree Associates LP,
Lalwani LLC, and Hollingsworth Capital Partners – Kentucky LLC. On the east side of
Bendix Drive, there are properties owned by Kuert Concrete Inc. and St. Joseph County
Airport Authority, but that parcel appears to be used by Kuert Concrete Inc. property.
There are also existing railroad tracks on the east and west side of Bendix Drive. The
tracks appear to run through Kuert Concrete, Inc. and St. Joseph County Airport Authority
to the east until they cross N Bendix Drive and continue on St. Joseph County Airport
Authority property to the west of the project. The GIS makes no reference to these tracks
being in railroad company right of way, so further research will need to be performed to
determine the full ownership and land interests that accompany these tracks.
Our field work lead time is
about one month. From the
Notice to Proceed (NTP) date,
our survey department will
schedule the project. Our
department is familiar with
South Bend as they have
conducted several surveys in
the area over the past few
years. From the NTP date,
we should get a final survey
deliverable in 2.5 to 3 months.
HWC’s Katie Olsen will provide railroad coordination on the
project. Chicago South Shore and South Bend Railroad have
tracks paralleling the road along the east side of the road from
Voorde Road to about 1,400’ North of Voorde Road where the
tracks cross Bendix Drive. The contractor will be required to
carry insurance through coordination with Chicago SS and SB
RR. This is less time consuming than a flagging agreement but
does require coordination with Chicago SS and SB RR.
Katie will also provide Utility Coordination on the project/scope
of work and refinement will determine the area of influence
and level of utility impacts. There are overhead electrical lines
running along the west side of the road immediately behind
the existing back of the curb. These poles will likely need to be
relocated as part of this roads reconstruction to accommodate
removal of existing curb and gutter and the installation of new
curb and gutter. Coordination could be timely depending on
the scope of work.

HWC worked with INDOT to provide roadway design, utility coordination, erosion
control permitting, traffic signal planning, right-of-way plan development, and public
hearing coordination services for the SR 56/US 31 Intersection Improvement project.
With the high volume of traffic, the SR 56/US 31 intersection experienced traffic
operations issues.
The intersection is controlled with an actuated traffic signal. The intersection is in an
urban area, and there are continuous and uncontrolled access points along SR 56
and US 31.
HWC reduced congestion by adding a right turn lane on eastbound SR 56 to
southbound US 31 and widening US 31 to accommodate two through lanes in both
directions.
In addition, the segment of SR 56 from I-65 to US 31 was converted from four
travel lanes (two lanes in each direction) to a three lane section (one lane in each
direction with a two way left turn lane) by way of a road diet. This method provided
additional safety to motorists making left turn from businesses and side roads by
providing them a median to pull into before merging into the travel lane. It also
reduced the number of travel lanes the motorist had to cross before entering the
median. The two way left turn lane will allow motorists to make left hand turn from
the median without impacting traffic in the travel lanes of SR 56. All of this work
was able to be performed within the existing pavement limits of SR 56, eliminating
expensive right-of-way costs from what was originally identified in the initial project
scope.
HWC worked closely with the INDOT Seymour District to achieve the highest level of
service. The construction cost of the project was $1.8 million.
SR 56/US 31 INTERSECTION IMPROVEMENTS
SCOTTSBURG, IN
HWC worked with INDOT to provide roadway design, utility coordination, traffic
signal planning, and public information meeting coordination services for the US
31 Road Diet project.
The need for this project is to address a number of rear-end traffic collisions.
The purpose of this project is to enhance road safety and the overall quality of
traffic flow by reducing rear-end traffic collisions. US 31 is a four lane Urban -
Principal Arterial. Currently, there are no designated lanes for both northbound
and southbound vehicles turning left along US 31 in Scottsburg, which has led to
an increase in rear-end traffic collisions.
HWC collaborated with INDOT and the City of Scottsburg to develop the road
diet concept and establish the project limits. US 31 was converted from four
travel lanes (two lanes in each direction) to a three lane section (one lane in
each direction with a two way left turn lane) from SR 56 to York Road. The two
way left turn lane will allow motorists to make left hand turns without impacting
traffic in the travel lanes of US 31, reducing the number of rear end collisions.
US 31 was milled and resurfaced to remove all existing pavement markings and
new thermoplastic pavement markings were installed to delineate the three
lane roadway section.

SCOTTSBURG, IN

HWC worked with the City of Salem to provide survey, design, permitting, and
construction administration services for the Market Street Rehabilitation project.
Pavement width was decreased to provide two 12’ travel lanes, two 8’ parking
lanes, 7’ sodded buffers behind the curb, and 5’ sidewalks. The project improved
drainage issues and pedestrian/ADA safety.
Project improvements included:
The $655,000 project was funded through the Community Crossings Matching Grant
Program. Construction began in June of 2018. The section west of Brock Creek was
completed in October of 2018, while the section east of Brock Creek was completed
in August of 2019.
MARKET STREET REHABILITATION
SALEM, IN
HWC provided design, bidding, and construction inspection services for the
Madison Street Resurfacing project in Muncie, Indiana. The overall project
stretched from 28th Street to Wysor Street (approx. 2.4 miles).
The project included the open cut installation of a new stormwater system at
a railroad overpass that ties into a previously constructed pump system near
Madison Street and Kirby Street.
The project also included replacement of existing sidewalk, ADA ramps,
roadway mill and resurfacing, installation of traffic striping and signal loop
detectors, new curb and gutter, and installation of sodding between curb and
sidewalks.
The project was broken into two phases and locally funded. The $1.5 million first
phase was completed in 2015 and the $700,000 second phase was completed
in June 2018.

The Market Street Streetscape has become a
prominent public space in downtown New Albany.
Originally conceived as a streetscape project, the
existing extra-wide sidewalk allowed for a mini-plaza
space to develop between the existing parking row
and historic buildings. Infrastructure work included
new sidewalks, curbs, pavement, drainage, and
landscaping. Custom features included decorative
crosswalks, a landscaped median with District archway
feature, limestone pier light poles with black metal
logos, catenary lighting, and a lit photographic map
identity piece. Contemporary site furnishings, bright
blue lounge chairs, and linear wood picnic tables were
placed within the crushed limestone plaza space to
invite and encourage visitors and residents to linger
while enjoying the surrounding downtown happenings
and many recently restored historic facades.
HWC provided design and inspection services for this
project. Work was completed in the fall of 2019.
MARKET STREET STREETSCAPENEW ALBANY, IN
HWC replaced all sidewalks and curb and gutter
in this downtown District of Aurora, Indiana. This
project included minor drainage improvements, as
well as the installation of pavement markings, new

ADA compliant curb ramps were also constructed
and the pavement received a preventative
maintenance mill and overlay of 1.5”. Coordination
with business owners was critical as sidewalk was
removed and replaced and as milling and paving
operations ensued. HWC not only designed the
project but developed the bidding documents
and conducted construction observation and
administration. The project was completed at the
end of 2018.
2ND STREET REHABILITATION
AURORA, IN
HWC provided both crack sealing and a PM 1.5”
mill and overlay in different sections of this Main
Street Rehabilitation project. HWC also met with the
Town and contractor to identify specific areas that
required full depth patching.
Project improvements included:
• Reconstruction of curb and gutter and sidewalks
• Providing ADA curb ramps
• Minor drainage improvements to the storm
sewer system
• Reworking of sidewalks and curb ramps in front
of the Town Hall to improve pedestrian and ADA
access
This project required design, bidding services,
construction observation, and administration.
Throughout the project, HWC kept the Town informed
on the construction status and involved them when
necessary to respond to the contractor’s questions
and concerns. The project was completed at the end
of 2018.
