HomeMy WebLinkAbout09-22-86 Public Works & Residential Neighborhoods atentmtttrr rpnrt Wu the Mon utou (gamut Df tlit ettg of etindil Rea: JOINT COMMITTEE OF THE PUBLIC WORKS AND RESIDENTIAL NEIGHBORHOODS COMMITTEE The September 22, 1986 meeting of the Public Works and Residential Neighborhoods Committee was called to order by the Residential Chairman Councilman Tom Zakrzewski at 4 :00 p.m. in the Council informal meeting room. Persons in attendance included: Councilmen Serge, Zakrzewski, Paszek, Barcome, Puzzello, Braboy; Kathy Barnard, Marva Leonard, Jim Wensits, Joe Pluta, and Kathleen Cekanski-Farrand. It was noted by Councilman Serge that the maps on the wall were of two kinds, namely that the existing truck routes were indicated in yellow on the one map and that the proposed truck routes were indicated on the second map in green. Councilman Zakrzewski then briefly reviewed Bill No. 94-86 which would amend Chapter 20 entitled Truck Routes. He noted that the purpose was to update the truck route ordinance and to limit traffic on residential streets. The ordinance would prohibit motor . vehicles of 20 feet in length or over 1/10 unless making deliveries • or pickups. He noted that the actual routes had not been updated since 1968 and that several routes like Bendix Drive were not included. He indicated that signs would be placed indicating the actual truck routes and that signs would also be placed in residential neighborhoods indicating "no trucks" . Councilman Braboy questioned how enforceable the new ordinance would be. Councilman Zakrzewski answered in response to a question that Capt. Friend felt that the new ordinance could be carried out in a ticketing procedure put in place. He indicated that the trucks must stay on the City truck routes or State and Federal highways unless loading or unloading. He also indicated that there had been problems • with RV' s and any over 20 feet in length would be subject to the ordinance and cannot park on residential streets. Councilman Serge noted that there has been an ongoing problem with an RV parked on a residential street near Hamilton and O'Brien and he would check into it further. Councilman Zakrzewski also noted that citations would be issued for the first violation in the amount of $50. 00 , second violation $100.00, third violation $250. 00. • The Council Attorney noted that the City Administration should make sure that with computerization that the citation procedure with regard to the severity and increase in citation amounts be put into place and followed closely with regard to first, second and third violations. Joint Committee of the Public Works and Residential Neighborhoods Committee September 22, 1986 meeting Councilman Braboy questioned why Colfax, a residential street, was being named as part of the truck route. Mr. Pluta noted that it was part of the Orange-Colfax connector, however after review he indicated that amendments would be in order. He then read .into the record amendments to Route 5 which would now be as follows : Washington from Olive to Michigan Amendments to Route 10 : Orange-Colfax from Bendix to Olive Olive from Orange-Colfax to Washington Colfax from Williams to Jacob Councilman Braboy noted that the amendments were appropriate since the residents would be up-in-arms if particular blocks of the Colfax area would be part of the truck route ordinance. Following further discussion Councilman Serge made a motion seconded by Councilman Barcome to recommend that Bill No. 94-86 with the proposed amendments be recommended favorably to Council.
