COMMITTEE
The September 2, 1986 meeting of the Human Resources and Economic
Development Committee was called to order at 4 :00 p.m by its chairman,
Councilman Eugenia Braboy in the Council informal meeting room.
' Persons in attendance included: Councilmen Puzzello, Braboy,
Zakrzewski, Barcome; Jeff Gibney, Don Inks, Steve Luecke, Traci Jacobs,
Jon hunt, members of the news media and Kathleen Cekanski-Farrand.
Councilman Braboy noted that the purpose of the meeting was to
discuss the Community ,Development allocation procedure.
Councilman Braboy then read a letter dated August 22, 1986 . from
Pam Myer and it was noted that the ordinance addressing Community
Development allocations would be passed in November.
Mr. Jon Hunt noted that the City had received over 5-1/2
million dollars of requests. He further noted that a total of 2. 6 million
dellars was the total in CD-BG Funds. He stated that the overall
budget was beyond a bare-bones and went right through the bone.
Mr. Hunt then reviewed the proposed allocation handout. The
following is a summary of the proposed allocations of $2,640 ,246.00:
Housing • $1,037,328
Code Enforcement 339 ,000
Public Works, Parks , Capital Improvements -0-
City Development 336 ,000
Public Services 192,100
Other Activities 735, 818
Copies of the letter from Pam Myer, the proposed 1987 CD-BG Summary,
and the Line Item budget request indicating the CAC recommendation as
well as the staff recommendation are attached to the minutes.
Mr. Hunt noted that this is the first time. in 13 years that
there would be no funding for the Public Works budget.
Councilman Puzzello questioned the cutbacks in NHS. Councilman
Braboy voiced concern over the "hop, skip and jump" procedure of the
projects in her district. Councilman Puzzello recommended that perhaps
Dave Roose could entice private firms to help out as other cities have.
Mr. Hunt noted that several cities have "adopt-a-pothole, gift catalogs,
etc" where recognition is given to 'the private firm assisting
financially. . .
Mr. Hunt noted that public service projects have been reduced
by 10%. He also noted that this is the second year where no contingency
money was put into a Line Item reflecting the cutbacks of Federal funding.
Mr. Hunt noted that in 1985 funding totalled $12, 581, 620 whereas
in 1987 funding will be $2,640,246. He added that if more land sold there

would be more program income and that the Department would do everything
possible to capitalize funds so that they could be recycled.
Mr. Hunt is making the recommendation to the Common Council and
the Mayor with regard to the proposed staff recommendations for 1987.
Mr. Steve Luecke, Staff Member of CAC noted that the recommendations
of the staff were fairly close to those of the CAC.
Mr. Hunt requested that there be another meeting prior to
the formal action taken on the bill. It was noted that the proposed and
final statements are to be publicized in the newspapers first on
September 10th with comments received through September 25th.
It was then recommended that the Human Resources and Economic
Development Committee have another meeting set for Tuesday, September 23
at 4 :00 p.m. to continue the discussion of the proposed programs.
There being no further discussion the meeting was adjourned at
4 :45 p.m.
