One quote was received from Culligan for $16,249. Culligan’s quote included only the equipment price of the water softener system and brine tanks. The quote did not include the materials and labor required in the quote specifications in relation to the following tasks: directional drilling and installation of sanitary lines, connection to existing utilities, installation of indoor plumbing and equipment, paving, earthwork, and landscape restoration. I request that the Board declare the Culligan quote as non-responsive and advance the project to the open market because: 1)The quote fails to conform in all material respects to the specifications. 2)The quote fails to comply specifically with the invitation to quote and the instructions to quoters. Enclosures February 8, 2022 Version 08/25/2021 Page - 1 Public Works Quote SCOPE OF WORK CITY OF SOUTH BEND PROJECT NAME: Studebaker Fountain Water Improvements PROJECT NO. 121-032 QUOTES DUE January 25, 2022 at 9:00am local time to bpwbids@southbendin.gov I.PROJECT DESCRIPTION A.The project includes the furnishing of all equipment, material, insurance, and labor for Studebaker Fountain Water Improvements project that includes the installation of new water lines to be installed via horizontal directional drilling, coring existing concrete foundation walls, installation of indoor water plumbing and equipment, new water softener and phosphate injection systems, electrical work, sanitary drain lines, new sanitary manhole and sanitary sewer line, connection to existing sanitary sewer lines, HMA pavement, new concrete sidewalk, earthwork, and landscape restoration at Leeper Park within the City of South Bend, IN. II.PREVAILING SPECIFICATIONS AND CONSTRUCTION STANDARDS AND SPECIFICATIONS A.The City of South Bend's PREVAILING SPECIFICATIONS, most recent version, and CONSTRUCTION STANDARDS AND SPECIFICATIONS, most recent version, are to be used on this project. B.Each Quote provider is specifically instructed to become completely familiar with the most recent version of the PREVAILING SPECIFICATIONS and the CONSTRUCTION STANDARDS AND SPECIFICATIONS prior to submitting a quote. C.Wherever the PREVAILING SPECIFICATIONS refer to “State Specifications,” it shall mean the 2022 INDOT Standard Specifications for the letting effective after September 1, 2021. D.These SPECIAL PROVISIONS will list only "Additions" or "Deletions" to the PREVAILING SPECIFICATIONS and are to be used only in conjunction with the PREVAILING SPECIFICATIONS. E.In the event of conflict between the SPECIAL PROVISIONS and the PREVAILING SPECIFICATIONS, the SPECIAL PROVISIONS will govern. VI.INSURANCE A.Prevailing Specifications: 2022, INDOT Standard Specifications Section 103 B.Additions: 1.All Contractors and subcontractors doing business with the City of South Bend shall present a Certificate of Insurance showing coverage in the following minimum amount: a.General Liability: Premises-Completed Operations or Products, Bodily Injury and Property Damage Combined Single Limit - $5,000,000. b.There shall be no exclusion for explosion, collapse or underground hazard. c.Workmen’s Compensation: Statutory State of Indiana Employer's Liability - $100,000. d.Auto Liability: Bodily Injury and Property Damage Combined Single limit - $1,000,000. e.The City of South Bend shall be named as additional insured on the Certificate of Insurance. VII.CONTROL OF WORK A.Prevailing Specifications: 2022, INDOT Standard Specifications Section 105 B.Additions: 1.The complete responsibility for this project lies with the Director of Public Works of the City of South Bend, Indiana acting through his authorized representatives. 2.Construction Engineering - The Contractor shall provide all the necessary, qualified personnel, equipment and supplies to perform all work required under this item. There will be no direct payment for this item. 3.The contractor is responsible to maintain the site which includes but is not limited to; dust control, site security, erosion control, and protecting adjacent properties. 4.Work hours for the Project shall be from 7:00 a.m. through 6:00 p.m., Monday through Friday. No work shall be permitted on weekends, Holidays, or after hours unless approved by the City of South Bend Department of Public Works. VIII.LEGAL RELATIONS A.Prevailing Specifications:2022, INDOT Standard Specifications Section 107 B.Additions: 1.The Owner, where mentioned in these documents, is the City of South Bend. The Engineer, where mentioned in these documents, is Jones Petrie Rafinski. 2.The Contractor shall apply for and obtain any and all required perm its for the work from local, state, and federal agencies and shall comply with permit requirements, including the St. Joseph County / City of South Bend Building Department. 3.If the Contractor awarded this contract is not a resident of Indiana, within thirt y days, the Contractor shall provide the Owner with proof that the Contractor is duly licensed, qualified and registered with the Secretary of State of Indiana to engage in business within the State of Indiana. 4.The Contractor shall comply with all provisions of Indiana Code 5 -16-13, as amended. The Owner reserves the right to immediately terminate the public work project awarded should the Contractor be found to be in violation of any provision of Indiana Code 5 -16-13 and such violation shall result in the forfeiture of Contractor’s performance bond to the Owner. IX.PROSECUTION AND PROGRESS A.Prevailing Specifications: 2022, INDOT Standard Specifications Sec. 108 B.Additions: Version 08/25/2021 Page - 3 Public Works Quote 1.The project will have a completion date of April 22, 2022. The contract time will start when the Notice to Proceed is delivered and signed. 2.The City, Engineer, and Contractor will hold a pre-construction meeting following award of the contract. The date of the Notice to Proceed will be agreed at that meeting. 3.Contractor shall provide a schedule to the Owner prior to beginning any work on the site. X.CHANGE OF CONTRACT TIME A.Prevailing Specifications: 2022, INDOT Standard Specifications Section 108 B.Additions 1.The Contract Time may only be changed by Change Order. Any Claim for an extension in the Contract Time shall be based on written notice delivered to the Department of Public Works within seven (7) calendar days of the occurrence of the event giving rise to the claim. Notice of the extent of the claim with supporting data shall be delivered within fourteen (14) cale ndar days after such occurrence unless an official of the Public Works Department allows an additional period of time to ascertain more accurate data. The Contract Time will be extended in an amount equal to time lost to delays beyond the control of the Contractor if a claim is made in accordance with this provision. Such delays shall include acts of neglect by the Public Works employees, or to fires, flood, labor disputes, epidemics, abnormal weather conditions, governmental procedures, or acts of God. 2.Unless otherwise provided, the Contract time is based upon normal weather conditions. An extension is granted for weather conditions significantly more severe than normal if the Contractor demonstrates to the satisfaction of the City that the delay in the progress of the work was due to such weather. The basis to define normal weather with be the data compiled by the United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). 3.No extension of time will be granted if the Contractor, by his/her/its own action or inaction, including fault or negligence of Contractor’s subcontractors, caused the delay, or for which any remedies are provided under any other provision of this agreement. 4.The grant of an extension of time under this Section in no way constitutes a waiver by the City of any rights or remedies existing under this contract at law or in equity. XI.DEFAULT AND TERMINATION A.Prevailing Specifications: 2022, INDOT Standard Specifications Section 108 B.Additions: 1.Events of Default shall include Contractor’s failure to perform any of its obligations under this contract including failure to commence work at the time specified, failure to perform the work in accordance with these specifications, unauthorized discontinuation of the work, failure to carry out the work in a manner acceptable to the City, failure to observe Federal, State, or local laws or regulations, and failure to comply with any other term of this contract. 2.If an Event of Default occurs, the City shall provide Contractor written notice and may permit Contractor ten (10) calendar days after the date of the notice to cure the default. If the default is not cured within the ten (10) day cure period, the City may a t any time thereafter terminate this contract in which case the termination shall be final and effective. 3.Upon an Event of Default, the City may invoke the following remedies in addition to those remedies provided under separate provisions of this contract, the right of set-off against any payments due or to become due to the Contractor against the retainage, the right to take over and complete the Work. If the City notifies Contractor that City is invoking its right to complete the Work, all rights that the Contractor has in order under Contractor’s subcontracts are assigned to the City, subject to the City’s right to take assignment of all or only selected subcontracts at the City’s discretion. The sole obligation accepted by the City under such subcontrac ts is to pay for Work satisfactorily performed after the date of the assignment. In the event a conditional assignment has not been executed, the Contractor shall execute or cause to be executed any assignment, agreement, or other document that may be necessary in the sole opinion of legal counsel to the City’s Board of Public Works to evidence compliance with this provision. The Contractor shall promptly deliver such documents upon the City’s request. In the case of such assignment, unless otherwise agreed in writing, The Contractor remains liability to subcontractors for any payment already involved, and for any claim, Version 08/25/2021 Page - 4 Public Works Quote suit or cause of action based upon or resulting from any error, omission, negligence or other breach of contract by the Contractor, its officers, employees, or agents arising prior to the date of assignment to the City. XII. LIQUIDATED DAMAGES A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 108 B. Additions: 1. The contractor shall proceed with the work at such rate of progress to insure full completion within the Contract Time. It is expressly understood and agreed, by and between the Contractor and the Owner, that the Contract Time for completion of the work described herein is a reasonable time, taking into consideration the average climatic and economic conditions and other factors prevailing in the locality of the work, and excludes the time for unavoidable delays which were beyond the control and without the fault of the Contractor. 2. If the Contractor shall fail to complete the work within the Contract Time, or extension of time granted by the Owner, then the Contractor will pay to the Owner the amount for liquidated damages a sum of five hundred dollars ($500.00) for each calendar day that the Contractor shall remain in default after the time of completion stipulated in the Contract Documents. 3. The Contractor shall not be charged with liquidated damages or any excess cost when the delay in completion of the work is due to the following and the Contractor has promptly given wr itten notice of such delay to the Owner and Engineer/Architect. a. To any preference, priority, or allocation order duly issued by the Owner. b. To unforeseeable causes beyond the control and without the fault or negligence of the Contractor, including but not restricted to acts of God, acts of public enemy, acts of the Owner, acts of another Contractor in the performance of a Contract with the Owner, fires, floods, epidemics, quarantine restrictions, strikes, freight embargoes, and abnormal and unforeseeable weather. XIII. RETAINAGE AND FINAL PAYMENT A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 109 B. Additions: 1. Payments will be made every thirty (30) calendar days 2. Consistent with provisions of IC 36-1-12-14, the Board of Public Works shall retain a percentage of payments throughout the duration of the project. 3. Before final payment and retainage are released the Contractor must satisfy the following: a. All parts and labor meet requirements stated in the specifications. b. Provide copies of test reports or cut sheets on all materials supplied. c. Provide As-Built drawings in accordance with the City of South Bend Prevailing Specifications for Public Works. d. One (1) copy of the City of South Bend Completion Affidavit and one (1) copy of a Final Waiver of Lien. XIV. WARRANTY A. Prevailing Specifications: None B. Additions 1. Installation and safety requirements Version 08/25/2021 Page - 5 Public Works Quote XV. OTHER UTILITIES A. Prevailing Specifications: None B. Additions: 1. The Contractor shall verify the locations of all utilities by contacting Indiana811 by calling 811 (in Indiana) or 1-800-382-5544 (outside of Indiana), or via www.indiana811.org, at least two (2) working days, not counting Saturdays, Sundays or federal and state holidays before proceeding with construction. It shall also be the Contractor’s responsibility to contact any other utility that is not contacted by Indiana811 and verify the utility locations. 2. The Contractor shall be responsible for working with the other utilities, i.e., gas electric, telephone, etc. in order to assure that all utilities that need to be replaced or relocated can be done with a minimum disturbance to service. The Contractor shall also be responsible for coordinating schedules with the various utilities such that they can proceed with their relocation work as efficiently as possible. 3. If the odor of natural gas is detected in a work area at any time during the course of work, the Contractor shall immediately notify NIPSCO at 1-800-634-3524. The Contractor shall also immediately notify the residents of adjacent properties. The Contractor shall advise the residents to evacuate their homes immediately if the odor is present within the dwelling. 4. Contractor shall verify location of all existing utilities and water lines prior to commencement of construction operations and horizontal directional drilling operations. Damage to existing utilities shall be repaired by the Contractor at no additional cost to the City. 5. Restoration of sprinkler systems damaged by the Contractor's operations shall be repaired by the Contractor at no additional cost to the City or the Owner of the system. XVI. MAINTENANCE OF TRAFFIC A. Prevailing Specifications: 2022, INDOT Standard Specifications Sections 105 & 801 B. Additions: 1. Maintenance of traffic during construction shall conform to the “Indiana Manual on Uniform Traffic Control Devices” and the City of South Bend Design and Construction Standards. 2. The attached “Traffic Closure Request” form is to be used for any lane restrictions or closures and required to be filled out and sent to the Department of Public Works 3. The Contractor shall arrange and prosecute the work specified for this contract in such a manner that traffic on existing streets is unrestricted throughout the Project. The Engineer shall approve the method of traffic control. No construction equipment, vehicles, materials, supplies or temporary facilities shall be left unattended in the right-of-way of any street or left parked overnight without proper marking and lighting. 4. After the award of the contract and before beginning the work, the Contractor shall submit his/her/its proposed schedule of operations for the review of the Engineer. The schedule of operations as reviewed by the Engineer shall be maintained at all times. 5. There will be no direct payment for this work. 6. Accommodations to the nearby school bus schedule should be made as necessary. XVII. DESCRIPTION OF WORK A. Prevailing Specifications: None B. Additions 1. Work to be performed shall include furnishing all labor, services, materials, insurance and equipment necessary for the installation of new water lines to be installed via horizontal directional drilling, coring existing concrete foundation walls, installation of indoor water plumbing and equipment, new water softener and phosphate injection systems, electrical work, sanitary drain lines, new sanitary manhole and sanitary sewer line, connection to existing sanitary sewer lines, HMA pavement, new concrete sidewalk, earthwork, and landscape restoration for the Studebaker Fountain Water Improvement project the City of South Bend. 2. The Contractor shall preserve and protect all surrounding property, structures, tenants, visitors and their property from damage caused by the Contractor’s operations. Version 08/25/2021 Page - 6 Public Works Quote XVIII. PLANS A. Prevailing Specifications: City of South Bend Design and Construction Standards B. Additions: 1. The plans consist of 2 Sheets. 2. The work shall conform to the plans. 3. The drawings are schematic in nature. 4. The CONTRACTOR is responsible for estimating dimensions and quantities of materials. 5. In the event that the Special Provisions and the Plans conflict, the Special Provisions shall gover n. IV. M/WBE GOALS A. Prevailing Specifications: City of South Bend Ordinance No. 10761-21, Minority and Women Business Enterprise Inclusion Program Plan B. Additions: 1. The M/WBE Goals for this Project are a. MBE _1.3__ %. b. WBE _4.3__ %. 2. Complete FORMS MBE-1.0 MBE Utilization Plan and WBE-1.0 WBE Utilization Plan, and submit with Bid Proposal 3. Complete FORMS MBE-2.0 Evidence of Good Faith Efforts and WBE-2.0 Evidence of Good Faith Efforts and submit with Bid Proposal. 4. Complete FORMS MBE-2.1 MBE Contacted and WBE-2.1 WBE Contacted and submit with Bid Proposal. V. SAMPLING AND TESTING A. Prevailing Specifications: 2022, INDOT Standard Specifications Sections 106 B. Additions: 1. Quality control sampling and testing shall be the sole responsibility of Contract or. Quality control sampling and testing will be required for compaction testing of all backfill placed in the pipe trenches and around manhole structure. 2. Concrete sampling and testing for quality control will be required for all concrete. Air content te st, slump test, 7-day and 28-day compression cylinders shall be provided for each 25 cubic yards of concrete utilized for driveways, cast-in-place structures, sidewalks, and curb construction. 3. Asphalt testing will be in accordance with City Standard Specifications. 4. Earthwork: a. Maximum density shall be determined by AASHTO T-99 as modified by Section 203.24 of the State Specifications using Method A for soil and Method C for granular material. b. In addition to the compaction requirements provided in the Site Geotechnical Report, the following compaction levels shall be met: (i) Topsoil used in all but the top 6-inches of fill in areas specified 90% (ii) Existing ground receiving fills 100% Version 08/25/2021 Page - 7 Public Works Quote (iii) Backfill in pipe and conduit trenches under pavement and curbs (existing and future) 100% (iv) Backfill in pipe and conduit trenches in easement and open areas (existing and future) 95% (v) All other areas receiving fill, unless otherwise noted 100% c. Where cold weather conditions do not allow for adequate soil compaction, flowable fill shall be used in lieu of structural backfill and shall be paid for as structural backfill. 5. Compaction Testing Frequency: a. A minimum of one (1) Compaction Test will be required on the backfill for each sewer or water main pipe transverse run that is under the pavement or concrete curb. A minimum of three (3) Compaction Tests will be required on the backfill for sewer or water main pipe run. A pipe run is the length between structures or valves, not to exceed 400-feet. b. A minimum of one (1) Compaction Test per 1,500 square yards of roadway per lift of earth fill or subgrade. c. Location of the Compaction Tests will be selected by the Engineer. 6. Contractor shall provide copies of each sampling and testing report to Engine er as soon as said samplings and reports are available. Failure to provide these reports in a timely manner shall permit Owner to withhold payment until such time as the reports are received by Engineer. 7. Neither observations by Engineer nor inspections, tests or approvals by others shall relieve Contractor from Contractor’s obligations to perform the Work in accordance with the Contract Documents. 8. Quality control sampling and testing shall be the sole responsibility of Contractor and will not be paid for directly, but the cost thereof shall be included in the cost of other items of the Contract. VI. PUBLIC SAFETY A. Prevailing Specifications: 2022, INDOT Standard Specifications Sections 107.08 B. Additions: 1. It shall be the Contractor’s responsibility to secure the construction site against unauthorized entrance by persons and vehicles outside of and during work hours. This includes securing the site against dumping and public safety of the Owner, Owner’s representatives, pedestrians, bystanders and neighborhood residents. 2. Maintaining public safety will not be paid for directly, but shall be included in the cost of various items of the contract. VII. STREET CLEANING A. Prevailing Specifications: 2022, INDOT Standard Specifications Sections 107.08(b) B. Additions: 1. The Contractor shall provide effective dust control. Loader-mounted pick up, power sweepers, or other types of pull type models shall be used in all phases of street cleaning of streets adjacent to the limits of active construction. 2. Street cleaning will not be paid directly, but shall be included in the cost of various items of the contract. Version 08/25/2021 Page - 8 Public Works Quote VIII. CONTACT DESIGNEES A. Prevailing Specifications: None B. Additions: 1. The names and contact information for each representative designated by the Contractor for specific areas of authority shall be provided no later than the project Preconstruction meeting. At a minimum, such representatives would include, but not be limited to those responsible for overall project supervision, erosion control, traffic control operations, and project safety and compliance. IX. PERMITS A. Prevailing Specifications: None B. Additions: 1. The Contractor shall be solely responsible for filing all paperwork required for City of South Bend permits, including but not limited to the City building permit. 2. The Contractor shall be required to observe and obey all requirements of the permits. 3. A City of South Bend standard Street Closure Form shall be submitted by the Contractor prior to each change in access or traffic flow. The Contractor shall submi t the enclosed form to the Public Works Customer Service Staff for approval of the change. Traffic Closure Request Form is included. X. MOBILIZATION AND DEMOBILIZATION A. Prevailing Specifications: 2022, INDOT Standard Specifications Sections 110 B. Additions: 1. The mobilization portion of this pay item will be limited to 75 percent of the Lump Sum price. The balance of the Lump Sum price will be considered demobilization and will be paid for when all work including final cleanup is completed. 2. Measurement and Payment a. Payment for all costs of Mobilization and Demobilization, including the cost of all materials, equipment, tools, labor, transportation, operations, and all other incidentals, shall be paid for on a lump sum basis for all parts under the pay item: MOBILIZATION AND DEMOBILIZATION………………………………………………….LS XXIII. COMMON EXCAVATION A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 203 B. Additions: 1. Excavation and embankment shall be in accordance with the following: 2. The minimum soil compaction requirements for backfill material and pavement subgrade will be as follows: Subgrade under any roads, pavements, curbs, and drainage structures 100% Version 08/25/2021 Page - 9 Public Works Quote Topsoil used in all but the top six inches (6”) of fills in areas specified 90% Existing ground receiving fills 90% Backfill in pipe and conduit trenches under any roads, pavements, and curbs 95% Backfill in pipe and conduit trenches not under pavement or curbs 95% All other areas receiving fill 90% Compacted Aggregate Base 100% Maximum density shall be determined by AASHTO T 99 as modified by section 203.24 of the State Specifications using Method “A” for soil and Method “C” for granular material. 3. The Contractor shall keep all public roadways that are used for hauling excavation or borrow material clean and free of any spillage of material. Said public roadways shall be cleaned on a daily basis. The cost of removal of any spillage shall be included in the unit cost of excavation or bor row material and no further compensation will be made. Failure to comply with this requirement will result in cleaning of the spillage by the Local Public Agency with a back charge of two hundred fifty dollars ($250.00) per occurrence. 4. All excavations and trenches shall be properly braced to furnish safe working conditions in accordance with Federal, State and Local laws, statues and ordinances. The Engineer may order the Contractor to provide additional bracing should there be danger of injury to existing or adjacent structures. Whenever running sand is encountered, close sheeting, well points, or both, shall be used. 5. All excavation, grading and compaction of the subgrade under the pavement by a vibratory roller necessary for the completion of this Project including, but not limited to, shaping of subgrade under pavement and sidewalks, shall be incidental to the contract and not paid for separately, but included in the various bid items. 6. If large rocks or boulders are encountered during excavation for thi s project, these boulders shall be removed. The cost of removing these rocks or boulders will not be paid for directly but shall be included in the cost of Common Excavation. 7. The established pay item for pavement removal shall include removal of concrete or brick pavement, with removal of asphalt pavement overlay being incidental to the cost of the removal of the pavement below. 8. Topsoil shall be spread on all slopes and disturbed areas to a depth of 4 inches. 9. All topsoil on the site shall be stockpiled and re-used. The Contractor shall be responsible for erosion control measures and keeping the sedimentation on site. Measures include but are not limited to installing silt fence where the ground slopes away from the project site, installing inlet protection as necessary to keep sediment out of inlets during construction, installing gravel pads, installing concrete washout or other necessary measures to prevent tracking sediment offsite. 4. The contractor shall vegetate all areas that lay bare for more than fourteen (14) days with temporary seeding. The contractor shall inspect all erosion control measures a minimum of once per week, and within 24 hours after every rainfall event of ½” or more. The Contractor shall take corrective measures as necessary and maintain all temporary erosion control measures. 5. Measurement and Payment a. Contractor may not spoil excavated material within the lawn area between the curb and sidewalk if such placement would cause the gradient to be towards the sidewalk without prior written authorization of the Owner for the specific area in question. 4. Measurement and Payment a. Payment for all costs associated with earthwork as defined above, will not be paid directly, but shall be included in the cost of various items of the contract for all parts. XVIII. WATER SERVICE LINE A. Prevailing Specifications: 2022, INDOT Standard Specifications Section 715 B. Additions: 1. General Requirements a. All pipe, fittings, valves, hydrants, and appurtenances shall be shown on drawings and such drawings and specifications shall be submitted to the City’s authorized representative for approval prior to any construction. Water main installation shall meet all requirements of these specifications. All pipe, fittings, valves, hydrants, and appurtenances shall be new and unused. b. The design of water mains shall be in accordance with the most recent edition of the “Recommended Standards for Water Mains” as adopted by the Great Lakes -Upper Mississippi River Board of State Sanitary Engineers, commonly known as “Ten State Standards” and 327 - IAC-Article 8. c. All necessary permits shall be obtained by or on behalf of the developer. d. These standards are to be used in conjunction with other Town Ordinances. 2. Quality Assurance a. The contractor shall test and disinfect water main in accordance with current City of South Bend standards. b. The contractor shall provide hydrostatic pressure testing for water main in accordance with current City of South Bend standards. c. Testing shall be at the direction and in the presence of authorized City staff. 3. Water Service Lines Installed by Horizontal Directional Drilling a. Pipe (i) Water service lines installed by horizonal directional drilling shall be PE CTS DR 9 (ii) PE CTS piping connections shall be CTS compression adapters. 4. Horizontal Directional Drilling System Requirement. a. The system shall be remotely steerable and permit electronic monitoring and chart recording of tunnel depth and location. This system shall be able to control the depth and direction of the pipe and must be accurate to a window of six (6) inches. The system shall also monitor and record the pullback force required and applied for direction of each pull. b. The system shall be capable of turning 90-degrees in a 200' radius. c. The system will utilize a fluid-cutting process, using liquid clay such as bentonite. This clay shall be totally inert and contain no risk to the environment. d. The liquid clay shall remain in the tunnel to increase the stability of the tunnel and to provide a lubricant to reduce directional drag when the pipes are installed. Version 08/25/2021 Page - 14 Public Works Quote e. Spoils and excess drilling fluid shall be recovered by use of a vacuum system mounted on a vehicle for removal of the spoils. Spoils may not be discharged into sewer or storm drains. The Contractor is responsible for disposal of spoil, excess drilling fluid and excess excavated material. f. Equipment shall be fitted with a permanent alarm system capable of detecting an electrical current. This system will have an audible alarm to warn the operator when the drill head nears electrified cables within a safe operating distance. g. Execution (i) Work shall be performed in accordance with AREMA and NUCA guidelines (ii) All existing utilities to be crossed by the directional drilled service lines shall be potholed and the depth and location field verified by the contractor. The contractor shall adjust the routing of the drilled service lines as required to successfully complete the installation and avoid conflict with existing utility infrastructure as required at no additional cost to the project. Any route adjustments made shall be documented by as-built plans and the engineer shall be notified. (iii) Intercept and divert all groundwater away from all excavation areas, pits and pipe installation areas. (iv) Excavate approach trenches and pits as site conditions and proposed construc tion requires. 5. Valves a. Gate Valves (i) Buried gate valves 4” and larger shall be full ductile iron body, non-rising stem, fusion bond epoxy coated and resilient seat gate valves. Valves shall meet the requirements of ANSI/AWWA C509 and shall have mechanical joint ends. Mechanical joints and joint accessories shall meet the requirements of ANSI/AWWA/C111/A21.11. Valve opening direction shall be consistent with operation of existing valves in the waterworks in which the valves are installed, unless otherwise directed by the Town’s authorized representative, valves shall open counter clockwise. (ii) Three-inch buried gate valves shall be iron body, non-rising stem gate valves. Valves shall meet the requirements of ANSI/AWWA C509 except ends shall be screwed. Screwed ends shall meet the requirements of ANSI B16.3. Valve opening direction shall be consistent with operation of existing valves in the waterworks in which the valves are installed, unless otherwise directed by the Town’s authorized representat ive. (iii) Gate valves 4” and larger installed above ground or in structures shall be resilient seat, iron body, outside screw, and yoke gate valves. Valves shall meet the requirements of ANSI/AWWA C509, except those parts of ANSI/AWWA C509 only applicable to non-rising stem gate valves and wrench nuts. Outside screw and yoke gate valves shall have flange joint ends and malleable iron handwheels. Flange joints and accessories shall meet the requirements of ANSI/AWWA C110. Nuts and bolts shall be cadmium plate d. Gaskets shall be full face and shall be red rubber or equal. (iv) Gate valves smaller than 4” installed above ground or in structures shall be resilient seat bronze, 125 lb. S.W. P. double disc, screwed-in bonnet, rising stem, inside screw gate valves with screwed ends and malleable iron handwheels. Valves shall meet the requirements of Federal Specification WW-V-54d for Class A, Type III valves. (v) The following requirements apply to all gate valves: Wedge shall be ductile iron, fully encapsulated in synthetic rubber except of guide and wedge nut areas. Synthetic rubber shall be molded in place and bonded to the wedge; mechanical fasteners are not allowed. Stem shall be sealed by at least two O-rings; contained within the stuffing box (grooving of stem O-rings is not allowed). All stem seals shall be replaceable with the valve wide open and while subjected to full rated pressure. Valve body and bonnet shall be coated, inside and out; with fusion-bonded epoxy. Bonnet and stuffing box bolts and nuts shall be type 18-8 stainless steel and must be installed by the manufacturer. (vi) Gate valves shall be manufactured by Mueller, Clow or American Flow Control. (vii) Gate valves shall be configured for installation within 3 feet of adjoining fittings. Buried valves 2” and smaller shall be curb stops. Curb stops shall meet the requirements of AWWA C800, ASTM B-62 for 85-5-5-5 composition bronze, and USAS B2.1. Curb stops shall be Mueller, A.Y. McDonald within utility easement or right of way, and no more than 5’ from curb line. 7. Valve Boxes a. Valve boxes for butterfly valves and gate valves shall be cast iron. Valve boxes shall be two piece or three piece type. Each two piece type box shall be complete with bottom section, top section, and cover. Each three piece box shall be complete with base, center section, top section and cover. Valve boxes shall be extension type with slide or screw type adjustment. Each base and bottom section shall be the proper size for the valve served. Each valve box assembly shall be the proper length for the valve served. The minimum thickness of metal shall be 3/16-inch. Cast the word “WATER” in each valve box cover. b. Valve boxes for curb stops shall be cast iron. Curb boxes shall be extension type. Each curb box shall be complete with foot pieces, curb box and lid. Curb box shall be Ford EAI 5040-42R or equal. c. Valves shall include a valve box adapter as manufactured by Adapter, Inc., 2033 S. 54th Street, West Allis, Wisconsin. 8. Flange-Mechanical Joint Adapters a. Flange-mechanical joint adapters shall be Dresser Style 126, Smith-Blair Type 912 or equal. 9. Water Service Connection a. Corporation stop shall be compression. A.Y. McDonald 7470IQ. b. Curb stops shall be round ball curb stops. Mueller 300. c. Curb stop box shall be Ford EA1 5040-42R. d. Curb box key shall be compatible to the above. Supply two for every 50 services. e. Service connection requirements: (i) Service connections shall be in accordance with AWWA C-800. (ii) Taps to the water main shall be made so that the corporation cock is installed 45 degrees from the vertical axis of the main. The residential corporation stops shall be 1”. Corporation stops for commercial or multi-dwelling unit sites shall be 2”. (iii) Residential service lines shall be 1” HDPE pipe unless otherwise approved. Installation depth shall be a minimum of 60” and/or 72” maximum cover. (iv) Commercial or multi dwelling unit sites shall be 2” HDPE pipe, at minimum 60 and/or 72” maximum cover. (v) Service pipe shall be laid 90 degrees to the main. (vi) Service assembly shall extend from the main to the right-of-way limits. f. Service locations: (i) The location of the service connection shall be located in the field by the Town Representative and coordinated with the property owner. Generally, the location should be near a property line appropriate for the most direct or shortest route from the service shutoff to the home. The route shall be selected to avoid plantings, landscaping, driveways, sidewalks, and other exterior appurtenances wherever possible. In no case shall a water service be placed closer than 10 feet from a sewer utility or any part of a septic system. (ii) Water meters and meter pits shall be installed for each water service connection and/or extension, size as noted in the plans. The Contractor shall submit dimensioned scalable shop drawings for all manhole and inlet structures which clearly indicate the base elevation of the structure, inverts of all incoming and outgoing pipes, top of slab, and casting elevations. 4. No brick or block shall be used in the construction of a new manhole or when adjusting the elevation of the frame and cover. 5. All pipe connections shall be made with integral resilient fittings complying with ASTM C -923 (30” or less). 6. Prior to structure construction including connection to existing pipe, the existing pipe ends shall be cleaned of all foreign materials. Bedding for manhole structures shall be incidental. 12. Benching of structures without a sump shall be considered incidental to the Pay Item for the structure, rather than paid as a separate pay item. Structures shall have no sump per City of South Bend Standards. 13. Costs associated with plugging existing pipes at manholes as noted in the Plans, shall be incidental to the respective manhole item. 14. The specified casting assembly including 3142 ring & 6001 ADA grate shall be by US Foundary, or alternate approved by the Engineer prior to the work. 15. Measurement and Payment a. The Contractor shall be responsible for the installation of all required PVC sanitary sewer drain line fittings, p-traps and all other related equipment for a fully operational drain line from the water softener system, through the building and out to the sanitary sewer manhole. 3. Contractor shall be responsible for all required coring through the existing concrete deck and foundation wall for the installation of the water and sanitary lines. 4. Contractor shall be responsible for securing all water and drain lines through bracket and hangers as required to provide a solid and sound water and drain line system 5. Contractor shall install pipe insulation around all exposed water lines within the building. 6. Damages will be assessed if the Contractor varies from the above specification. 7. RPZ Backflow preventer shall be per City of South Bend standards and installed between City of South Bend meter and first plumbing equipment or plumbing branch. 8. Measurement and Payment a. Payment for all costs associated with Existing Pump House Water And Sanitary Plumbing Equipment, including the cost of all materials, backflow preventer, water meter, fittings, valves, insulation, equipment, tools, labor, transportation, operations, and all other incidentals required for a fully operations and functioning water supply and drain system, shall be paid for on a Lump Sum basis under the pay item: EXISTING PUMP HOUSE WATER AND SANITARY PLUMBING AND EQUIPMENT….….LS XXIII. Lower distribution system shall be a hub and lateral design with full two -inch hub & laterals. Two (2) 30" Diameter x 72” Height Vessels are Required. b. MINERAL: Each mineral tank shall contain 15 cubic feet of high capacity 8% cross-linked cation exchange resin. Each mineral tank shall contain a layer of gravel support for the ion exchange resin. c. BRINE SYSTEM: (2) 39" x 48" polyethylene salt keeper, complete with cover, grid system for dry salt storage operation, five-inch brine well, safety brine valve, air check and overflow. d. CONTROL VALVES: The main operating control valves shall be a solid lead-free two-inch brass valve with an electro-deposited epoxy coating NSF food grade material to protect against corrosion, 24-volt output with AC adapter for safe and easy installation, DC drive, and 6” Stainless Steel Top Mount Flange adapter with hinged clamp to allow for quick disconnect and allows valve to swivel 360°. Control valves will have 2” Female NPT or 2.5” groove lock Inlet, Outlet, and Drain connections. Control valves will have 2” distributor pilot for high flow rates with minimal pressure loss through control valves. MICROPROCESSOR CONTROLLER: The 24-volt solid state microprocessor shall have allow for easy access and remote mounting. The system shall be capable of operat ing as single, twin, design systems in an alternating fashion, parallel with multiple units on line at one time or as a demand recall/stage by flow system. The display shall be able to show time of day, current flow rate, total gallons used and volume remaining/days until regeneration, it shall be capable of initiating regeneration via meter delayed, meter immediate, time clock delayed or pressure differential. All cycle times shall be fully programmable and be capable of providing up to nine maximum cycle sequences including multiple cycles for each of the following: backwash, brine (a separate cycle from slow rinse) slow rinse, fast rinse and brine tank refill with treated water on either a pre-fill or post-fill basis. It shall be capable of operating on an optional clock basis with either a 7-day calendar or 28-day calendar, along with an optional 1 – 28 day calendar override and have up to (time periods) for regeneration to occur for either time clock or demand regeneration. Optional programming shall allow for pre-programming a multiple regeneration sequence in which the microprocessor can adjust the salting level automatically every so many regenerations, turn on a chemical feed pump to sanitize the media bed …etc. without any manual intervention. Two relay outputs shall be provided and controlled by the microprocessor to allow output signals based on time, a specific regeneration cycle window or volume of processed water from the meter output signal. The microprocessor must be capable of adapting to any external meter that provides an electronic pulse and be able to control up to four units and be able to add a second, third or fourth unit at a later date if needed to adjust to increased water usage demand. The diagnostics shall be capable of providing data days since last regeneration, gallons or gallons x 1000 since last regeneration, reserve history for the current day and previous 6 days, total volume processed for the current day and the previous 63 days by daily total and hourly, the peak flow rate for each of the last 28 days of operation along with the time of day for each day that the peak flow rate occurred, peak flows may also be viewed by the hour along with total volume processed through the unit. Indicator lights on the microprocessor shall indicate whether the unit is on line, in regeneration or on standby. Systemmate Controller to be used to monitor and record the flow rates of the system the flow. g. REGENERATION SEQUENCE: Up to nine maximum cycle sequences including multiple cycles for each of the following: backwash, brine (a separate cycle from slow rinse) slow rinse, fast rinse, and brine tank refill with treated water on either a pre -fill or post-fill basis. All regeneration cycles shall be adjustable and may have multiple occurrences. h. METER: -----2” electronic meters shall be incorporated into the control valves. Each meter shall be accurate from 1.5 – 150 gallons per minute at +/- 5%. i. DEMAND RECALL: Demand recall systems utilize motorized alternating valves (MAV) for demand recall purposes. The motorized alternating valve (MAV) shall be a 2” ported solid lead free brass 3-way valve with an electro-deposited epoxy coating NSF food grade material to protect against corrosion. The MAV allows multiple control valves to become a mult i-tank demand recall/ stage by flow system with one unit on line and the remaining units on stand -by or in regeneration. Note: only one unit is in regeneration at a time. It will provide no hard water bypass and the choice for treated water regeneration if desired. The MAV offers piping connections either 2” female pipe thread connection or you can use the 2.5” groove lock. The poppet valve internal design and its full 2” ports provide high flow rates with minimal pressure loss. The drive 24 Volt drive system is powered by the control valve so no extra power source or supply is necessary. The MAV has a sight glass that allows you to view the position of the valve to know which valve is on line and which is on stand by without removing any covers. Multi-tank demand recall/ stage by flow systems will have a MAV installed on each control valve with one port plugged. Once the peak flow rate demand decr eases by 95% of the set point for greater than 1 minute the standby unit(s) that were driven on-line will return back to standby mode. This system configuration determines the need to regenerate based on a unit reaching zero capacity or day override. j.
