Personnel & Finance Committee Meeting July 29, 1986
Chairman Puzzello convened the meeting at 5: 00 p.m. Committee members
Serge, Paszek, Braboy and Beck were in attendance, as well as Council
Members Zakrzewski, and Barcome.
Jon Hunt, Chairman of the City' s Wage Negotiation Team, indicated that the
team felt they have three good packages for the Council to consider. He
indicated they believed that the overall goals of achieving increased
productivity resulting in better service to the public and decreasing paid
time off will also be achieved through the terms of these agreements.
Kathy Cekanski-Farrand, Council Attorney, indicated that the bargaining
committee had not made any recommendations regarding the top three ranks
in the Police or Fire Department. She indicated the City Administration
will be recommending that these ranks receive the same dollar amount as
the rank and file. She then outlined the Wage Committee' s proposed
agreement. (see attached overlays)
George Herendeen, attorney for the FOP, asked if the recommendations made
here were those of the mayor, bargaining team and the Board of Public
Safety.
Jon Hunt, indicated that the committee recommendations were a 3-0 vote,
and he felt the Board of Safety would also agree.
George Herendeen indicated there have been some additional efforts made by
the Administration to resolve this matter. He indicated their plan was
affordable, because the administration said it was affordable He
indicated it was atrocious of the bargaining team to threaten the police
that if they do not accept their package, they will receive less.
Jon Hunt, indicated it was not the intention of the committee to threaten
the police. He indicated that both offers would cost the city almost the
same money, plus or minus $2,0000.
Council Member Paszek indicated that both police and fire should be given
the same increase.
Council Member Beck indicated that the Teamsters also should be given
consideration.
Council Member Beck made a motion that the Personnel and Finance Committee
accept the recommendation of the Wage Committee on Bill No. 74-86,
seconded by Council Member Serge. The motion carried.
Doug Parmeley, representative of the Firefighters Union, indicated they
wanted to be treated fairly and they felt they have a binding contract.
Kathleen Cekanski-Farrand gave a brief outline of the firefighters
contract.
Council Member Serge made a motion that Bill No. 73-86, as recommended by
the Wage Committee go to the Council favorable, seconded by Council Member
Beck. The motion carried.
Michael Vance, Controller, indicated that Bill No. 75-86, was the salary
bill for Teamsters and non-union personnel. He indicated there was a
reduction in sick time, vacation and holidays. He then gave a brief
outline of the contract. He indicated there would be a substitute bill
changing some job titles. A discussion was held on the salaries for the
City Clerk' s office. Council Member Beck made a motion that the bill
receive no recommendation, seconded by Council Member Paszek. The motion
carried.
Craig Hartzer, Deputy Mayor, indicated Bill No. 76-86 would provide a
position of civilian manager for the Communication Department. He
indicated they were upgrading the department and by hiring a civilian they
could put more officers on the street. Council Member Barcome made a
recommendation that the bill be amended to have a minimum salary of
$27,000 and a maximum salary of $34,500. Council Member Serge made a
motion to accept this recommendation, and give this bill a favorable
recommendation, seconded by Council Member Braboy. The motion carried.
Council Member Beck made a motion to adjourn, seconded by Council Member
Serge. The motion carried and the meeting was adjourned at 6:30 p.m.
