HomeMy WebLinkAbout06-23-86 Human Resources Committee Qtnmutittrt rpur# Ulu the Qtnmmnn Olounrit of the (ditty.of Entity Send: HUMAN RESOURCES COMMITTEE The June 23 , 1986 , meeting of the Human Resources Committee was called to order by its chairman Councilman Braboy, at 4: 30 p.m. , in the Council meeting room. Persons in attendance included councilmen: Beck, Braboy, Voorde, Puzzello, Zakrzewski, Serge, Taylor, Paszek, Barcome and citizen members Sandy Combs and Jeff Gibney, Ann Kolata, Hedy Robinson, Jack St. Pierre, Ernest Szarwark, Irene Gammon, Jo Ann Harper, T. Brooks Brademas. Chairman Braboy read the minutes of the last meeting. Regarding Bill No. 55-86: Ann Kolata indicated she did not have an amended -bill with the legal description, but would have one by the time of the meeting. She indicated Hill Street was included in the legal description for tax abatement. She indicated that only the south side of Sample Street between Chapin and Olive, and both sides from Olive to Sheridan were included in the legal. She indicated she had submitted a second draft of the bill and there were amendments to be made to that draft. She indicated that on page 7 where it indicates retail projects it should be retail and commercial projects: On page 10 under Industrial Projects, 6 year abatement, the number of jobs has been changed from 30 to 25; 10 year abatement from 60 to 50 one year after project completion. She indicated that Warehousing (office and retail space) would be increased to 20 Council Member Barcome indicated he would rather it stay at 15%. Council Member Beck made a motion to amend the bill on page 20 by changing the City Clerk to Department of Economic Development, seconded by Council Member Puzzello. The motion carried. Regarding Bill No. 56-86: Ann Kolata indicated they wished to withdraw the second substitute bill, and the Council should consider the first substitute bill, which was approved by Area Plan. She indicated this bill would extend the legal boundaries of the exempt downtown area to include the proposed baseball park and more of the East Bank Area. She indicated this was necessary in order to have an unlimited amount of Class A Cabarets. Council Member Barcome made a motion to recommend this to the Council favorable, seconded by Council Member Beck. The motion carried. Hedy Robinson, of Economic Development, read the staff report for tax abatement for Gene' s Camera. She indicated they would create 15 new permanent jobs. Jack St. Pierre, president of Gene' s Camera indicated that since 1980 the shop has grown from one employee to 17. He indicated they planned to expand the business to do color processing presently being done in Chicago and Detroit. The Council complimented Mr. St. Pierre for the fine job he has done in his business. Council Member Beck made a'rm motion to recommend this resolution to the Council favorable, seconded by Council Member Puzzello. The motion carried. FREE IR[Ri PUSLIININ6 CO. Hedy Robinson, of Economic Development, read the staff report for tax abatement for Tripods. She indicated 6 new jobs will be created. Ernest Szarwark, attorney, indicated that the Department of Redevelopment, has recommended a three year real property tax abatement. He indicated this property was within the tax abatement increment area. Ann Kolata indicated Redevelopment did not buy the property it was on the list of properties to be purchased, and Tripods approached them regarding the property. Council Member Voorde indicated when they applied for an Economic Development Bond he asked if they were going to apply for tax abatement, and they indicated they were not going to apply. He indicated that the abatement ordinance clearly states that no building permit be issued before applying for abatement. He indicated that an electrical permit and a foundation permit were issued for this project in May. Ernest Szarwark indicated they were temporary permits. He indicated there was an agreement with Redevelopment and Tripods regarding this abatement. Council Member Barcome made a motion that this resolution go to Council with no recommendation, seconded by Council Member Beck. The motion carried. Council Member Beck made a motion to adjourn, seconded by Council Member Barcome.
