COMMITTEE
The May 27 , 1986 meeting of the Human Resources and Economic
Development Committee was called to order by its Chairman Councilman
Eugenia Braboy at 5 : 20 p.m. in the Council informal meeting room.
Persons in attendance included Councilman Serge, Braboy, Beck,
Puzzello, Taylor, Voorde, Paszek, and Barcome; Eugenia Schwartz, Ann Kolata,
Jon Hunt , members of the news media, and Kathleen Cekanski-Farrand.
Councilman Braboy noted that the Committee was to review Bill No . 55-86
which is the Tax Abatement bill. She noted that additional time was
necessary in order for input from the Committee as well as from the Mayor ' s
Minority Affairs . It was suggested that a meeting be held next Tuesday,
June 3rd at 4 : 00 p .m. with copies of the maps being sent to all Committee
members as well as citizen members and the Minority Affairs Council. It
was also suggested that the bill be set down for reading in public hearing
on June 23rd. Mr. Hunt noted that the bill is similar to one passed in the
City of Fort Wayne.
Following discussion by the Committee members , Councilman Beck made
a motion seconded by Councilman Taylor that a Committee meeting be set for
June 3rd at 4 : 00 p.m. to discuss the tax abatement bill in detail and that
the bill be set down for public hearing on June 23rd at the Council
meeting. The motion passed unanimously.
Councilman Braboy noted that if the regular Council meeting for June 9th
would have to be rescheduled that she would like to have any items which
would normally be sent to the Human Resources and Economic Development
Committee not set for that meeting. She also noted that she did not like to
miss Council meetings and had made every attempt to be available during the
regular second and fourth Monday meeting dates . The Councilmen agreed to
abide by her request .
The Committee then reviewed Bill No. 53-86 which would transfer
$119, 500 among various accounts within the Division of Community Development .
Mr. Jon Hunt reviewed the bill in detail. He noted that part of the
money would go toward the acquisition of the Colfax Cultural Center with the
bottom line being that the City would not pay anything for the facility. He
also described the three commercial loan programs for the strip projects
involved which would be loaned out hopefully at a rate of "5%" .
Councilman Voorde questioned the procedure being used for the
acquisition and was advised by Mr. Hunt under the circumstances and the time
deadlines involved that this was in the best interest . Mr. Hunt also noted that
the real benefactors in this acquisition would be the neighborhood groups who
have greatly benefited from having the Cultural .Center .with the various programs
being offered to them.

Following further discussion by the Committee Councilman Barcome
made a motion seconded by Councilman Puzzello that Bill No. 53-86 go to
Council favorably. The motion passed unanimously.
There being no further business to come before the Committee the
meeting was adjourned at 5: 45 p.m.
