The April 1, 1986 meeting of the Utilities Committee was called
to order by its chairman, Councilman Joseph Serge at 5: 00 p.m. in the
Council. informal meeting room.
Persons in attendance included Councilmen Serge, Beck, Puzzello,
Taylor, Zakrzewski, Barcome, Paszek, and Voorde; Joe Klebosits,
John Leszczynski, Michael Vance, Jim Wensits, .Wayne Werntz, residents
from the Riverside area, and Kathleen Cekanski-Farrand.
Councilman Serge noted that the purpose of the meeting was to
continue the discussion on the Riverside sewer project. (copy of map
attached)
Mr. Klebosits noted that the total assessment would be
$233,250. 00. Thirteen property owners were involved, eleven have homes
with septic systems operating. The City would pay one-half of the
assessment plus the cost of the lift station. He noted that the County
Health Department mandated the sewer project in 1983. He believes
that the price is exorbitant. He requested special consideration regarding
the rate in light of the fact that no residents live across the street
because of the river. He also noted that MACOG is recommending specific
fishing areas and .that. perhaps special consideration could be given to
the rate in light of this. Mr. Dave Canfield noted that in 1983 18-1/2
lots were involved which would cost $1, 739. 00 per lot. With the replat
to thirteen lots, the per lot cost was $2,475. In 1986 the cost per
lot is not $6, 855. He asked for fair treatment. It was also noted
that three parcels by the School Corporation.
Councilman Puzzello requested a brief review of the City sewer
procedure. It was noted that a petition from a property owner would
initiate the procedure. If 50% of the affected property owners were
in favor of the project would begin. In this situation however the
County Health Officer mandated that the sewer project take place. The
affected property owners have resorted to the Courts but have had their
case dismissed. The property owners also talked with Dr. Plain for
approximately one hour. He noted that because of the high river that
the sewer mandate was necessary.
Mr. Leszczynski noted that there are three-four other areas
within the City which do not have sewers. He noted that several areas
which have vacant land or newly annexed areas are in need of sewers.
He cautioned the Council against setting a precedent with regards to
the rates.
Councilman Taylor again noted that the Common Council did not
initiate this action.

Council President Beck requested that the Council Attorney
write to Dr. Plain and request an explanation of the mandate. Mr. Wayne
Werntz noted that he would provide additional information to Dr. Plain
for reconsideration.
Mr. Leszczynski noted that the Board of Public Works delayed any
action on this matter for 30 days in light of the Counsel' s request.
The deadline was March 28th of this 30 day period. The assessment
roles have been filed and Mr. Leszczynski believed that if the project
would go to bids now the cost may be lower since it is a non-peak
season.
Following discussion Councilman Barcome made a motion seconded by
Councilman Voorde to recommend that the Board of Public Works go to bids
on the project. Favorable comments were received from Councilman Beck
and Councilman Taylor. The motion passed.
There being no further business to comes before the Committee,
the meeting was adjourned at 5: 35 p.m.
