The March 10, 1986 meeting of the Zoning and Vacation Committee
was called to order by its Chairman, Councilman John Voorde at 4 : 00 p.m.
in the Council informal meeting room.
Persons in attendance included: Councilmen Puzzello, Voorde,
Braboy, Paszek, Zakrzewski, and Barcome; Doug Carpenter, Mr. Bob Lee,
members of the news media and iathleen Cekanski-Farrand.
Councilman Voorde noted that four bills had been sent to the
Committee for review and recommendation.
The Committee then reviewed Bill No. 4-86 which would re-zone
the property located in the 5200 block of West Linden Avenue. Mr. Art
Perry, the attorney for the petitioner, noted that he had requested a
similar re-zoning in 1983. Due to additional time which the petitioner
needed for architectural drawings, they were unable to procure a building
permit before the one year period after the re-zoning was approved,
therefore it expired. Mr. Perry said that in light of that expiration he
was therefore requesting the same identical re-zoning for the area The
Knights of Columbus would build a structure 176 feet by 500 feet for their
new home. The group was 100 years old. He noted that two of the Knights
of Columbus members were present, namely Richard VanOverberghe and Mr,
Smyzlo. Councilman Voorde noted that the rezoning received a favorable
recommendation from Area Plan on February 18, 1986.
Following discussion by the Committee, Councilman Puzzello
made a motion seconded by Councilman Zakrzewski that Bill No 4-86 go
to Council favorably. The motion passed unanimously.
The Council Attorney noted that Councilman Beck had requested
that Bill No. 7-86 which would re-zone the area located at 1735 E. Calvert
be continued at the .-request of Councilman Beck to March 24 , 1986. •
The Committee then reviewed two (2) bills namely Bill No. 18-86
which would vacate certain described property and Bill Mo. 19-86 which
would also vacate certain described property. The request was being made
by NIPSCO and they were represented by Mr. Bob Lee. i•1r. Lee noted that
Mr. John Zavinski of 3IPSCO was also present for any questions, Mr. Lee
then reviewed the petition with a map of the area in question. It was noted
by Councilman Voorde that the Board of Public Works recommended that both
vacations be approved subject to conditions set forth in their letter of
March 4 , 1986. (copy attached)
The Council Attorney recommended that Sec. 5 of both Bill Nos .
18-86 and 19-86 be amended by striking the period and adding the following,
and subject to the conditions set forth by the Board of Public Works at
its meeting of March 4 , 1986. Mr. Lee had no objections to the proposed
amendments to each bill. Councilman Zakrzewski made a motion seconded by
Councilman Puzzello that the amendment read by the Council Attorney be
made to both bills. The motion passed unanimously.

Councilman Zakrzewski made a motion seconded by Councilman
Puzzello that Bill Nos. 18-86 and 19-86 as amended be sent with favorable
recommendations to the. Committee. The motion passed unanimously.
There being no further business to come before the Committee,
the meeting was adjourned at 4 :20 p.m.
