HomeMy WebLinkAbout02-04-86 Zoning & Annexation C U!nt ttr Evart r ' go Up Mammon (Council Df tivr eng Of en ttli *nil ZONING AND VACATION COMMITTEE The February 4 , 1986 meeting of the Zoning and Vacation , Committee was called to order by its ' Chairman, Councilman John Voorde at 4 : 30 p.m. in the Council informal meeting room. .Persons in attendance included: Councilmen Beck, Voorde, Barcome, Zakrzewski, and Puzzello; Irene Gammon, City Clerk, Doug Carpenter, Citizen Member, Norma Thornberg of Hildreth, Ken Donnelly, Chris Peterson, Jeffrey Austin, Darlene Daniels, John Seiver from IUSB, Marty Kleva of Cole Associates, Inc. , Jim Mullin of IUSB, Greg Sundin of Cole Associates , Inc. , Kathleen Cekanski-Farrand and members of the news media. Councilman Voorde noted that the purpose of the meeting was to discuss Substitute Bill Nos. 9-86 and 1086 which were vacation ordinances affecting Greenlawn Avenue and alleys between Hildreth and the U.S. Army Reserve Center. Mr. Kleva of Cole Associates , Inc. then presented the background information ,on the two requested vacations. He showed various diagrams . of 'the proposed use of the property by IUSB. • He noted that the basic reason for the vacation of Greenlawn, was to provide a central core for the IUSB Campus., . He highlighted that it was not the construction of the new library which was the overall reason. He further noted that various master plans showed the need for a central core to enable "a landscaped student plaza. " He noted tnat in July of 1985 a traffic survey was taken at five (5) locations near campus. The survey resulted in seventy percent (70%) of the traffic being related to campus associates and the Coca-Cola facility. • He further noted • that the Greenlawn vacation would provide a walking campus for the long-range development plan of the University. He acknowledged that the closing would cause an "inconvenience" . He stated however that Greenlawn was viewed as a residential street and not as a "major" street pursuant to the MACOG and APC Studies. He stated that IUSB would provide a new alley and dedicate the same with landscaped greenspace. The new alley would be hard-surfaced at IUSB cost. He further noted that the present alley is gravel. He handed out to all Councilmen present a "street vacation impact analysis of Greenlawn Avenue" prepared by Cole Associates, Inc. • Councilman Puzzello questioned the need for additional parking in light of Greenlawn being closed. In response to Councilman Barcome' s question it was noted that currently the_City owns the Army Reserve land and will continue to lease it to the Army Reserve. In response to Councilman Voorde' s question regarding access to the Army Reserve, Mr. Kleva noted that continued access to the Army Reserve Center would be maintained. Councilman Barcome noted his concern over the lack of a traffic study on Esther. Mr. Jim Mullins, Director of the IUSB Library noted that discussions of a future parking garage have been discussed by the Trustees. Mr. Mullins further stated that between 5-6, 000 students currently use the crossings and that the University is concerned about the safety as to these crossings. Mr. Mullins further stated that a satellite campus like IUSB needs to continue to grow. He further highlighted that a safe campus with a central core was paramount to the continued growth of the IUSB campus. Councilman Beck expressed concern over access to the St. Joseph River with individuals pulling boats. She noted that there are currently several problems at various intersections. She further noted her concern regarding the traffic study being taken in July. In response to the traffic study it was noted that the City conducted a similar study while school was in session and that the projected figures of Cole Associates, Inc. were very close to the City study. Councilman Zakrzewski stated that he believed that the study in July was valid. He further expressed his support of the two vacation petitions. Councilman Puzzello noted that the petitions for vacation were simliar to the petition requests of the local hospitals. She believed that the requests were valid and that due to the impact to our community and the need for an identity on the IUSB campus , that she would be in support of the petitions. Following further discussion by the Committee members it was suggested that there be a follow-up meeting regarding the two petitions. Mr. Barcome again expressed his concern over people who lived near the IUSB campus. Councilman Barcome made a motion seconded by Councilman Zakrzewski that the meeting be continued.
