The August 19 , 1985, meeting of the Personnel and Finance Committee
was called to order by its Chairman,Councilman Ann Puzzello at 4:10 p.m.
in the Council informal meeting room.
Persons in attendance included Councilmen: Crone, Beck, Voorde,
Braboy, Puzzello, Paszek, Serge, and Zakrzewski, Mike Vance, Carol Sanders,
Jim Wensits, Brian Hedman, Tom Brubaker, Dave Sypniewski, and Kathleen
Cekanski-Farrand.
Carol Sanders passed out a two-page sheet setting forth the City
Administration's proposed budget cuts (copy attached) .
Councilman Puzzello requested the 'Committee to review the Handout.
She also noted that Bill Nos. 9A-85 and 95-85 should be acted upon by the
Committee.
Mr. Vance noted that the tax appeal must be filed by October lst.
Carol Sanders noted that Social Security was figured at 7. 35% and it would
probably be at 7.15%. New revenues resulting from the auction of police
vehicles will mean that a total of $108,019 rather than $144,019 will have
to be cut from theme proposed budget.
Council President Beck expressed concern over the new Inspector re-
quested for the Department of Code Enforcement. Councilman Crone also
expressed concern. Kathy Barnard was requested to be at the Council caucus
meeting to address questions on this issue.
Council President Beck and Councilman Paszek voiced concern over the
amount proposed for the Humane Society. The Humane Society requested
$142,000; $139,000 was proposed in the budget, and if the proposed cuts are
taken the final amount to be budgeted would be $137, 000. Councilman.Voorde
suggested that the City Administration make known to the Humane Society the .
Council' s concerns when they begin contract negotiations and keep the Council
informed as to their progress.
Council President Beck made a motion seconded by Councilman Serge that
the Residential Neighborhoods Committee look into the Humane Society matter.,
and that the . sum of $137,000 be budgeted upon the condition that the Council
be apprised of the contract negotiations. The motion passed.
It was noted that proposed cuts to the Morris Civic had been restored.
Mr. Hedman and Mr. Brubaker noted the need of the roof repairs and the paint-
ing of the dressing rooms. •

Councilman Serge suggested that a donor be pursued for obtaining
an organ for the Auditorium.
Council President Beck noted that $12, 000 is needed so that movie
classics could be featured at the Auditorium. Councilman Paszek voiced
concern over when the auditorium would become self-supporting. Mr.
Brubaker suggested looking at an independent foundation concept, but
added that shows, activities, and revenues are increasing.
Following further discussion, Councilman Serge made a motion,
seconded by Councilman Beck that the proposed cuts (attached) be approved
subject to the Humane Society stipulation regarding contract negotiations.
The motion passed.
There being no further business the meeting was adjourned at 5:05 p.m.
