Persons in attendance included Councilmen: Serge, Voorde, Puzzello, Braboy, and Zakrzewski, Mike Vance, Carol Sanders, Kathy Barnard, Skip Yoder, Dave Sypniewski, Kathleen Cekanski-Farrand, and individuals' listed below each department heading. Councilman Puzzello: noted that the meeting was called to continue the review of the proposed 1986 budget. DEPARTMENT OF CODE ENFORCEMENT Page 39 -$706,147 13. 7 increase Kathy Barnard noted that the budget was prepared by looking at • long-term goals. There are 26 employees, and one staff person was taken away in 1985, but that one.(l) new inspector was being requested for 1986. She noted that line item 120 temporary wages was new and that $12,240 was being requested for summer help. Line item 130 overtime is up 302, 5 from $1,118 to $4 ,500 for assi_tance in neighborhood cleanups at time and one-half. Mrs. Barnard also noted that ,35% of •her entire budget is funded by Community Development.. This included: • $200;000. . administrative expenses and inspection services 130,0.00 clean-up expenses 40,000 demolition expenses 40,000 repair fund $410 ,000 total Councilman Beck voiced concern over uneven enforcement policies , and questioned the policy of taking pictures the day of the hearing. Mrs. Barnard noted that the photo policy is required and that her department tried to be fair regarding enforcement. Councilman Braboy voiced ,concern over not enough enforcement especially in the West. Washington area and by the Sandock Building. Councilman Serge noted that Pro-Photo had contacted him regarding possible savings in the photo expense area, however it was noted that the instant photo _pro- cedure was much better since film would be wasted if they had to use. 35mm. Councilman Beck voiced concern over the continuing problems of Bridget McQuire' s and the American Plasma facility. She also noted dissatisfaction at the time of the Penny Saver hearing. Mrs. Barnard noted that her department is attempting to set up similar time tables as the McQuire' s case in the blood plasma situation, and that the new building commissioner is cooperating. Councilman Serge noted that before Code Enforcement councilmen had more contact with the public, ' but that now the department took care of many Of the nuisance calls. Mrs. Barnard noted that the Humane Society requested $.142, 000 for 1986 , lout that she had proposed $139 ,000 (copy of letter attached) . Personnel and. Finance Committee Meeting Thursday, August 8, 1985 page 2--- Councilman Beck stated that she believed that the citizens of South Bend should not have to pay double taxes for animal control. She voiced concern that the Humane Society does not itemize its costs . Councilman Puzzello questioned whether the County pays their fair share of these costs. Councilman Braboy questioned the monitoring of the clean-up crews and noted her dissatisfaction with much of the mowing work. She also stated that the automobile repair ordinance needed more teeth in it and better enforcement. Councilman Zakrzewski noted that he would provide a list of problem areas in his district. In response to a question from Councilman Serge, it was noted that the City could begin enforcement of the abandoned vehicle ordinance when the vehicles are left 30 days on private property and 72 hours on public property. Councilman Serge noted a problem with an abandoned vehicle on McCarthy Street. JUNK VEHICLES Page 81 $21,600 up 66.1% from $12,900 in 1985 Mrs. Barnard noted that revenue is collected to help offset this budget. HEARING OFFICER page 33 $29-, 002 up 2. 9% from 1985 It was noted that Larry Clifford has been used as a special hearing officer, and that to date he has not billed the City for his services. MAYOR Page 1 $124 , 764 up 8.2% from 1985 Mr. Vance reviewed the budget in light of the Mayor' s absence and Mr. Hartzer being unavailable. Councilmen Serge and Beck noted that the Mayor needs more money for promotion. The receptionists are budgeted in the Controller' s budget. They now use two persons on a split-time arrangement. Coun- cilman Beck noted that a travel claim policy was being requested by the State Board of Accounts. ,CITY CONTROLLER Page 2 '$2, 437-,-1.32 up 13.4% FROM 1985 Mr. Vance noted that they have one person less for next year. The events coordiantor at $16 ,268 would be a new position, and that there would be 2 and 1/2 people in events. Carol. Sanders then reviewed the proposed budget. She noted a concern in computer programming requests due to the demand. HUMAN RIGHTS Page 30 $60, 789 and increase of 5. 8'. % over 1985 Councilman Puzzello noted that she would be in contact with Larry Johnson regarding the possibility of adding age discrimination to our local ordinance. Councilman Braboy ques- tioned whether the Commission handled situations where the City may be involved. Mr. Johnson stated that his department does its job, however did encourage such individuals to file their complaints at the state of federal levels. Councilman Beck noted that she was in need of receiving "fair housing" information for a possible new ordinance. CITY CLERK Page 5 $72, 806 increase of 3 .9% over 1985 Mrs. Irene Gammon reviewed her proposed .budget. It was noted that by state law her budget was not reviewed by the Mayor's depart- ment as are other City budgets. It was noted that Mrs . Nimitz is paid from the Parking garages however she does work for the Common Council. Mrs. Gammon noted that 4-5 years ago she decreased her department staff by eliminating one (1) clerk. Councilman Beck noted her dissatisfaction with the limited number of parking spaces for the City Council and that she has received. 3 tickets today alone. Mr. Vance noted that there is discussion regarding the present use of meter maids. COMMON COUNCIL Page .8 $145, 650 increase of 8-. 7% over 1985 Council President Beck then reviewed the Council' s proposed budget. It was noted that the 1987 election expenses must be budgeted and that more money per day for workers would have to be addressed in light of the new state law. She noted that travel expenses would be increased due to the conferences being held in San Antonio, Texas and Puerto Rico next year. . It was noted that line item 322 rents included an. amount for a car rental when attending conferences within the state of Indiana.. It was noted that line item 396 instruction included costs for registration fees . Councilman Braboy noted dissatisfaction with the typewritter.
