The August 5, 1985 meeting of the Public Safety Committee was
called to order by. it Chairman Councilman Robert Taylor in the Council
informal meeting room at 4 : 10 p.m.
Persons in attendance included: Councilmen Zakrzewski, Taylor,
Voorde, Braboy, Serge, Paszek, Puzzello and Beck; Kathy Barnard, MarWia;..
Leonard, and Kathleen Cekanski-Farrand.
Councilman, Taylor noted that this would be the third meeting of
the Committee to review Bill No. 56-85 commonly known as the Animal
Ordinance. He then asked the Council Attorney to update the Committee .
Mrs. Cekanski-Farrand noted that the substitute version handed out
two weeks ago at the Committee meeting had not been substantially changed
since that time . The ordinance was being fine-tuned but that there had
been positive input from the Community, the Humane Society, and the
Council working with the City Administration to have a good bill that
could be enforced.
Mrs. Barnard noted that the bill did address their major areas of
concern and that she was satisfied that it could be enforced by the City.
She noted that approximately 40% of her calls in the Department are animal
related.
Councilman Paszek, Councilman Braboy and Councilman Serge all noted
their dissatisfaction with the Humane Society regarding the services
currently being rendered within the City. It was noted that although there
are two vans operating within the City that there is no service available
in the evening.
The Council Attorney suggested that the two issues be separated,
namely the review of the animal ordinance and the services provided by
the Humane Society. Councilman Taylor agreed with the recommendation.
Following further discussion by the Committee on the Substitute
version of. Bill No. 56-85, Councilman Beck made a motion seconded by
Councilman Zakrzewski that this bill be recommended favorably to Council
and that it be set down for public hearing on August 19th. The motion
passed unanimously.
It was noted that the Council could review the services being
rendered by the Humane Society in light of their budget requests and the
contract for services which expires at the first of the year. Mrs.
Barnard stated that she would send copies of the current contract to the
Council for review and input as far as changes they would like to see.
Staggered hours which would allow some evening:;coverage by the vans was
a suggestion.

Councilman Beck and Councilman Paszek stressed the need for
better enforcement on behalf of the City once the new animal ordinance is
in effect. Councilman Paszek noted. that several communities in California
and Wisconsin enforce the "pooper-scooper" provisions and the residents
are quite aware that they will be ticketed if their pet violates this
provision.
Councilman Beck also stressed that the "pooper-scooper" provision
of the new ordinance be highlighted and that there be enforcement of it
by the City.
Mrs. Barnard noted that her office would enforce the provisions b.f
the new ordinance as well as the Police Department, A educational process
would have to take place on behalf of all pet owners and the City
Administration so that the ordinance would work..
Following further discussion by the Committee, the meeting was
adjourned at 4 : 35 p.m.
