COMMITTEE
The June 24, . 1985 meeting of the Human Resources and Economic
Development Committee was called to order by its chairman, Councilman
Eugenia Braboy at 4: 15 p.m. in the Council informal meeting room.

Persons in attendance included Councilmen: Serge, Beck, Voorde, Paszek,
Puzzello, Crone, Braboy and Taylor, Colleen Rosenfeld, Ann Kolota, Kathleen
Cekanski-Farrand and members of the news media.
Councilman Braboy noted that the purpose of the meeting was to discuss
Bill No 62-85 which would transfer $475,174. 00 among various accounts
within the division of Community Development.
Colleen Rosenfeld, the Director of Community Development then reviewed
the proposed bill. It would transfer unutilized funds to projects which
require additonal funds or are new projects . She highlighted many of the
items set forth in her cover letter to the bill dated June 4, 1985. She
noted that the new projects proposed include the West Washington Commercial
Revitalization Program, the PEP House' Rehabilition, and Monroe Park
improvements.
The bill also calls for a substantial amount of 1984 ULO money
available through an increase in CD money for 1985 and increased program
income which is attributable to the sale of redevelopment property and
leased property. She also noted that funding is projected to be reduced
for next year from 10 to 25%. She also noted that there was a considerable
amount of staff discussion on the proposed transfer. There would be
approximately $80,000 left in ULO following the passage of this ordinance.
Councilman Puzzello noted her continuing concern regarding EL CAMPITO,
Inc. Mrs. Rosenfeld noted that she had sent a letter to Lolita Anastasio
who is the project director with a copy being sent to Council President
Beck. This letter noted EL CAMPITO' s request for an additional $39, 000
and that funds for the project must be used in the present calendar year
since they were made available as of January. 1, 1984 ,
Mrs. Rosenfeld noted that her staff has spent a great deal of time.
working with members of EL CAMPITO over the past year and half, however
they are in need of firm estimates for construction.
Councilman Braboy noted the need for definite_ specifics and thought
that the request from CD was reasonable in light of :their continuing staff
assistance with EL CAMPITO.
Councilman Crone suggested that $39,000 should be earmarked from the
ULO funds and set aside for EL CAMPITO. Councilman Crone stated that if
the Council would not amend the ordinance that they would just be "playing
games. " •

Councilman Taylor then made the following motion which was seconded
by Council...P.resident Beck:
That EL CAMPPITO, INC. is considered by the Human '
Resources and .Economic Development Committee as
one of the highest .priorities for CD Funding, and
that the staff of the Community Development Division
prepare a written progress report on their continuing
assistance to EL CAMPITO 'and file the report with the
Committee during the month of July, 1985 .
Following discussion, the motion passed unanimously.
Ann Kolota noted that the $80, 000 in ULO is in effect an escrow
account since funds can not be used unless a. proper ordinance comes before
the Common Council. She recommended that funds from this account would
not be used until the EL CAMPITO matter would be resolved.
Councilman Braboy suggested that the EL CAMPITO matter- be resolved
with all deliberate speed and with as much technical assistance from
CD as is necessary. Councilman Puzzello echoed this recommendation.
Following further discussion Councilman Taylor made a motion seconded
by Council President Beck that Bill No. 62-85 go .to Council favorably.
The motion passed'. unanimously.

The Committee the reviewed Resolution 9-A which is a confirming
resolution for S=TANTZ.CHEESE for real property tax abatement at 1840 North
Commerce Drive,. Following discussion Councilman Taylor made a motion
seconded. by CouncilmanPuzzello that Resolution 9-A go to Council favorably.
The motion passed unanimously,
There being no further business .to come before the Committee, the
meeting was adjourned at 5: 05' p.m.
