The May 14, 1984 meeting of the Zoning and Vacation Committee was
called to order by its Chairman John Voorde at 5 :15 p.m. in the Council
Informal Meeting Room.
Persons in attendance included Councilmen: Zakrzewski, Puzzello,
Paszek, Voorde, Serge, Beck, Braboy, and Crone; Doug Carpenter, Herman Lee,
Dick Maginot, Jim Wensits, and Kathleen Cekanski-Farrand.
Councilman Voorde noted that the purpose of the meeting was to
discuss two bills referred to Committee for review and recommendation.
Councilman Voorde noted that the first Bill, No. 22-84, would re-zone
the Central High School which is located on 317 West Washington Street. There
are approximately 176 , 000 square feet in the building, and the Area Plan
Commission gave a favorable recommendation to the re-zoning. There would be
a total of 111 units for a projected renovation cost of Six Million Dollars.
Plans call for the demolition of the Vocational Building however this would
require permission from the Historic Preservation Commission due to its status.
Councilman Braboy expressed reservations and questioned whether this
was a proper use for this property.
Councilman Beck noted that this was the last of the Federal Funds
available for the elderly and that very few apartments within it would be set
aside for low and moderate income individuals.
Councilman Puzzello voiced concern about safety especially for
senior citizens and noted several instances by the Karl King Towers.
€ouncilman Zakrzewski thought there should be a better use for this
property.
Councilman Crone noted that there are waiting lists for all senior .
citizen centers within our community. Only 15% of the apartments would be
earmarked for low- and'moder income individuals. She thought there was a
definite need for such a use.
Councilman Voorde noted that the architect was James Childs and that
he planned to retain the pool, the theatre, and several other facilities which
other senior citizen centers would not have
Councilman Paszek noted that several individuals had contacted him
who are on waiting lists and are in favor of the project. He also hoped that
a grocery store could be located nearby. Councilman Serge noted that several
individuals want to live there for sentimental reasons. Councilman Voorde
suggested that perhaps a mini bus operation could be used to transport
individuals from various senior citizen centers.
Following further discussion by the Committee, Councilman Paszek
made a motion seconded by Councilman Beck that Bill No. 22-84 as amended be
_recommended favorably to Council. The motion passed by a vote of 4-1 with
Councilman Zakrzewski in the minority.

The Committee then reviewed Bill No. 23-84 which would
re-zone the property located at 3921 West Western Avenue. Councilman
Voorde noted that this was a substitute bill.
The Petitioner, Sylvester Klusczinski was present and noted that
his company makes molded plastics. He had owned and operated the business
for nine years and wasin 'need of expansion. Presently he has 39
employees and would be increasing to 50-60 employees. He then reviewed the
site plan with the Committee showing where the 8 drywells would be located.
Councilman Braboy noted that"Syl was her pride and joy" , and
she spoke very favorably about the proposed zoning change. Following
favorable comment by the Committee, Councilman Serge made a motion seconded
by Councilman Zakrzewski that Bill No. 23-84 as amended be recommended
favorably to Council. The motion passed 5T,0.
Doug Carpenter suggested that there should be a note of thanks
to several developers who have definitely improved their neighborhoods
by their progress. He noted Whiteford Leasing on Western Avenue as a prime
example. The Committee took his suggestion under advisement.
There being no further business to come before the Committee,
the meeting was adjourned at 5 ; 45 p.m.
