The April 24, 1984 meeting of the Public Works Committee was called
to order by its Chairman, Councilman Thomas Zakrzewski at 4 : 20 p.m. in the
Council Informal Meeting Room.
• Persons in attendance included: Councilmen Serge, Braboy, Beck,
Puzzello, Taylor, Zakrzewski, Paszek, and Crone, John Leszczynski , Charles
VanParis, Doug Carpenter, and Kathleen Cekanski-Farrand.
Councilman Zakrzewski introduced Mr. VanParis to the Committee as
the new citizen member and noted who was on the Public Works Committee.
City Engineer John Leszczynski then reviewed Bill No. 38-84 which
would appropriate $170,000 from the Local Road and Street Fund for
scarification and pavement improvements. It is anticipated that the area
on Twyckenham between Ewing and Ridgedale, and the area on Angela between
Michigan and Eddy would be addressed. The scarification would be contracted
out to the highest and best bidder with all curb: and base being repaired where
necessary.
Councilmen Paszek and Serge noted several difficult areas on Rte. 20
and noted that any funds which would not be used automatically revert back to
the LRSF Fund. Councilman Braboy questioned whether this was the most cost
effect method and was informed that it was with it being noted that one piece
of equipment alone costs over $250, 000 with high maintenance costs. Mr.
Leszczynski noted that the Board of Works has not gone out for bid on the
project and advised the Committee that labor and material bonds, a performance
bond, and a three year maintenance bond would be part of the project.
Following further discussion by the Committee, Councilman Serge made
a motion seconded by Councilman Beck that Bill No. 38-84 go to Council
favorably. The motion passed unanimously.
Mr. Leszczynski then reviewed Bill No. 40-84 which would appropriate
$21, 000 from the LRSF Fund for engineering services to upgrade traffic signals
at seven intersections throughout the City. He noted that Cole Associates , Inc.
was selected to do the design work. He also noted that construction would be
paid 100% through the Federal Aid Urban Funds.
Following discussion, Councilman Serge made a motion seconded by
Councilman Beck that Bill No. 40-84 receive a favorable recommendation. The
motion passed unanimously.
Mr. Leszczynski -then reviewed Bill No. 42-84 which would
appropriate $150,000 from the LRSF Fund for various concrete improvements
throughout the City. He noted that this is the third year of making repairs
to concrete streets. The 5th and 6th districts have the majority of such
streets however, areas that would be addressed would include: McGregor, York,
Summit, Ford and Elmer.
Councilman Paszek noted that people along the Peashway were pleased
with improvements and Councilman Crone also noted satisfaction with past work.

Councilman Serge noted several areas along Riverside Manor that
have problems as well as various bridges. He was advised that the County
is responsible for the bridges and that a latex overlay was to be used this
summer.
Councilman Beck expressed concern over the :railroad crossing
on Twyckenham and noted that a truck was stuck on the tracks last week which
forced a train to stop in order to avoid an accident. She stressed the need
for a rubberized crossing. Mr. Leszczynski noted that trucks of that size
should use the viaduct on Miami.' He also noted that the railroad companies
are responsible for the crossings and must do maintenance and repair work
within 30 days. Councilman Serge also noted a bad railroad crossing near
St. Joseph High School but was informed that the track had already been
vacated.
Councilman Beck then made a motion seconded by Councilman
Paszek that Bill No. 42-84 go to Council favorably. The motion passed
unanimously.
Mr. Leszczynski then reviewed Bill No. 43-84 which would
appropriate $400, 000 from the LRSF Fund. He noted that the total
resurfacing program for this year will be approximately $700 ,000 with
$219, 000 of CD money being used in targeted areas and $81,000 which was left
in last year's LRSF Fund. In approximately 2-3 weeks a listing of exact
locations would be sent to the Council.
Following discussion, Councilman Serge made a motion seconded by
Councilman Beck that Bill No. 43-84 go to Council favorably. The motion
passed unanimously.
There .being no further business to come before the Committee,
the meeting was adjourned at 4 : 45 p.m.
