After due consideration, the following action was taken:
Upon a motion by David Wyncott, seconded by Sarah Andrews, and carried by vote, the Historic
Preservation Commission APPROVES Certificate of Appropriateness Application #2021-1029 with
a recommendation to staff to send a notice to Code Enforcement in regards to the shed.
Vote: 4-2-2. Four in favor, two opposed, two recused

Staff Recommendation: Staff recommends dividing the project into five components, as outlined
in the above staff report:
COA 2021-1029A-1— Landscaping: Staff recommends approval.
COA 2021-1029A-2 — Garage Modifications: Staff recommends approval.
COA 2021-1029A-3 — Installation of another door on the side porch: Starr would ask the
Commission to request modifications to this proposal, specifically the use of a salvaged door in
lieu of a fiberglass door.
COA 2021-1029A-4 —Addition of Windows to Living Room: Staff makes no recommendation.
COA 2021 -1029A -S — Replacement of Windows: Staff recommends denial.
The applicant was represented by:

After due consideration, the following action was taken:
Upon a motion by Elizabeth Hertel, seconded by Sarah Andrews, and unanimously carried by
vote, the Historic Preservation Commission approves the splitting of the petition into five parts
(A1 -A5).
Vote: 8-0. Eight in Favor, none opposed.
Motion is approved.
Upon a motion by Joan Downs-Krostenko, seconded by Sarah Andrews, and unanimously carried
by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness
Application #2021-1029A-1.
Vote: 8-0. Eight in favor, none opposed

Upon a motion by David Wyncott, seconded by Elizabeth Hertel, and carried by vote, the Historic
Preservation Commission APPROVES Certificate of Appropriateness Application #2021-1029A-2

Upon a motion by Elizabeth Hertel, seconded by David Wyncott, and unanimously carried by
vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application

Upon a motion by Eric Stalheim seconded by Elizabeth Hertel, and carried by vote, the Historic
Preservation Commission DENIES Certificate of Appropriateness Application #2021-1029A-4.
Commission President Gelfman clarified that, in motions for denial, Commissioners are required
to state their reasons for denial. Roll was called.
Commissioner Brazinsky (AYE): I agree with Joanie as far as her being in there and you know it
should stick to more of the original with the two windows versus six so that is the reason that I
denied.
Commissioner Hertel (AYE): I denied due to the fact that I don't know that it is fitting with the
standards and guidelines of the area and the historic integrity of the home.
Commissioner Deegan (NAY):
Commissioner Andrews (AYE): I denied according to the standards and guidelines, original
windows and doors shall be retained. If they could be retained and you just added you know two
square windows on either side, I would be more amenable to that
Commissioner Gelfman (AYE): I denied due to the fact that this is not only an outstanding home
within the district, but it is also architecturally sound, and I would leave the windows as is and I
agree with everything that Sarah has said as well.
Commissioner Wyncott (NAY):
Commissioner Stalheim (AYE): I concur with the rest of the Commission's points.
Commissioner Downs-Krostenko (AYE): I agree that the removal of these signature details and
the removal of the windows would be inappropriate for the Commission and that the proposal
for a band of six windows is architecturally incongruous with the style of the house.
Certificate of Appropriateness #2021-1029A-4 is denied.
Vote: 6-2. Six in favor, two opposed.
COA#2021-1029A-4 is denied.
Upon a motion by Commissioner Hertel, being seconded by Commissioner Downs-Krostenko and
unanimously carried by vote, the applicant can reapply with a modified project and the fee will
be waived, was approved.
Vote: 8-0. Eight in favor, none opposed.
Motion is approved.
Upon a motion by Elizabeth Hertel, seconded by Eric Stalheim, and carried by vote, the Historic
Preservation Commission DENIES Certificate of Appropriateness Application #2021-1029A-5

Commissioner Brazinsky (AYE): I move to deny based on everything that was spoken from Joanie
and you know there are other alternatives that I believe they should go back and look at and you
know at a later date come back to us with a different option and we look like to go ahead and
look at something different.
Commissioner Hertel (AYE): I am denying this application due to the standards and guidelines
and that the ideal situation is restoration over replacement.
Commissioner Deegan (NAY):
Commissioner Andrews (AYE): I denied based on the standards and guidelines which reads when
deteriorated beyond repair they should be replaced with units and trim to resemble the original.
Adam and Ross had both said that these were not deteriorated beyond repair.
Commissioner Gelfman (AYE): I agree with Sarah, that our staff, our director, Adam, and Ross
have looked at those windows and that they can be repaired appropriately and that is my denial.
Commissioner Wyncott (NAY):
Commissioner Stalheim (AYE): I voted to deny for the standards and guidelines reasons and
because this property is ranked as outstanding, so I believe that requires a much more stringent
evaluation.
Commissioner Downs-Krostenko (AYE): I voted no towards the proposal and for all the reasons
that were stated by the others who voted the same way.
Certificate of Appropriateness #2021-1029A-5 is denied.
Vote: 6-2. Six in favor, two opposed.
COA#2021-1029A-5 is denied.
Upon a motion by Commissioner Hertel, being seconded by Commissioner Brazinsky and
unanimously carried by vote, the applicant can reapply with a modified project and the fee will
be waived, was approved.
Vote: 8-0. Eight in favor, none opposed.
Motion is approved.
iii. 2021-1101411 West North Shore Dr West North Shore Drive LHD, Ordinance #6512-78

the Historic Preservation Commission APPROVES Certificate of Appropriateness Application
#2021-1101.

COA#2021-1101 is approved.
iv. 2021-1101A 834 Forest Avenue Chapin Park LHD, Ordinance #9574-05
(Audio Position: 2:02:42)
The staff report was presented by Adam Toering.
Staff Recommendation: Staff recommends separating the project into multiple components:
COA 2021-1101A-1 Dining Room Windows —Staff recommends approval —the windows were
deteriorated beyond repair.
COA 2021-1101A-2 Replace Remaining Windows — Staff recommends denial. Restoration or
alteration of serviceable windows should be investigated. Where new window sizes are desired,
existing windows should be reconfigured and used. Complete replacement of original windows is
discouraged, especially when the existing windows can be rehabilitated/reconfigured.
COA 2021-1101A-3 Open Front Porch — Staff recommends approval.
COA 2021-1101A-4 Remove Rear Balcony — Staff recommends approval.

part COA2021-1101A-2 per the petitioner and waiving the fee for the new application.
Vote: 7-0-1. Seven in Favor, none opposed, one recused.

carried the Historic Preservation Commission APPROVED the corrected Minutes from October 18,
2021, meeting.
