The February 13, 1984 meeting of the Personnel andF:inance
Committee was called to order by its chairman, Councilman Ann Puzzello at
4 :20 p.m. in the Council informal meeting room,
Persons in attendance included Councilmen Puzzello, Beck, Serge,
Paszek, Voorde, Zakrzewski, and TBraboy; Joseph Bleich, Carol Sheetz , Sherrie
Petz, Kathy 1T,Barhard, Lt. Larry Blume, Kathleen Cekanski-Farrand and members
of the news media.
Chairman Puzzello began the meeting by introducing the two new
citizen members, Joseph Bleich, and Carol Sheetz to the Committee.
Councilman Puzzello then called upon Kathy :._ Ba_rnard to review
Bill No. 8-84 which would appropriate $13, 000 of revenue sharing money for
a truck for code enforcement. It was noted that the proposed purchase for a
dump truck would cost $28 ,000 with Community Development paying $15, 000 and
revenue sharing providing $13,000. The truck being replaced is seven years
old with 70 ,000 miles on it and has been down 20% of the time for repairs.
Sean Watt is putting together the specifications for the bidding procedure.
Councilman Voorde noted that it should be a diesel truck.

Following discussion by the Committee Councilman Beck made a
motion seconded by Councilman Braboy that Bill No. 8-84 go to Council
favorable. The -motion passed unanimously.
Councilman Puzzello then called upon Lt. Larry Blume to explain
Bill No. 14-84 and and 15-84. Bill No. 14-84 would appropriate $1,380. 00
from the Highway Safety Fund for various breath-testing equipment for the
Police Department. Lt. Blume noted that the present breathalizer used is
out-dated. The new machine would be placed at the County Jail with all
tests being run at the jail. Additionally six portatLe breath testers would
be placed in six accident patrol cars for. field testing of suspected drunk
drivers. Bill No. 15-84 would appropriate $4-,782. 00 for various investigation
equipment used by the Police Department. The proposed equipment would be used
to investigate accidents and would help purchase six cameras, two tape recorders,
two collapsible measuring wheels, and fifty safety cones. •
Following discussion by the Committee, Councilman Serge made a
motion seconded by Councilman Braboy that Bill Nos. 14-84 and 15-84 go to
Council favorably. The motion passed unanimously.
The Committee then reviewed Bill No. 7-84 which would establish
the Highways Safety Fund. Ms. Petz noted that this fund would allow the City
to separately account for two Indiana Department of Highways Safety Project
Grants. Both Grants require matching funds in separate records for the
disbursement of the funds is necessary. Following discussion by the Committee
Councilman Serge made a motion seconded by Councilman Beck that Bill No. 7-84
go to Council favorably. The motion passed unanimously.

There being no further business to come before the Committee
Councilman Braboy made a motion seconded by Councilman Serge that the meeting
be adjourned. The meeting was adjourned at 4 :40 p.m.
