The February 14, 1983 meeting of the Personnel & Finance
Committee was called to order at 5:30 p.m. by its Chairman
Councilman Joseph Serge in the Council informal meeting room.
Persons in attendance included: Councilman Serge, Beck,
Szymkowiak, Harris, Taylor, Zielinski, Crone, McGann, Voorde,
Patrick Martin, Fred Kahn, Jim Cronk, Irene Gammon, Thomas Bodnar,
Larry Johnson, Joseph Kernan, Brian Hedman, Bud Kahn, and Terry Miller.
Councilman Serge noted that the purpose of the meeting was to
discuss Bill #9-83, 10-83, and Resolutions 9B and 9C.
Mr. Larry Johnson, Director, Human Rights Commission, made a
presentation concerning a new position in the Department of Human
Rights. Approximately six weeks previously the Council had taken
action on an ordinance requesting a grant from the Department of
Housing and Urban Development, which was needed to comply with regula-
tions requesting a new position in this department. Federal funds will
be used for funding.
Councilman Zielinski mentioned that no further action was
necessary and made a motion that Bill #9-83 be recommended as favorable
when presented to the Council, seconded by Councilman Harris, and the
motion carried.
Councilman Serge called for discussion on. Bill #10-83.
Mr. Brian Hedman, Director, Century Center and Fred Kahn,
Chairman of the Hotel Motel Tax Board of Managers made presentations
in favor of this bill. The Hotel Motel Tax Board lease is one that
runs for twenty five years. The first $150,000 of collections that
the Hotel Motel Tax Board collects county-wide goes toward paying
board payment on the Century Center. Under the new lease, the
next $150,000 can be used for promotions, conventions, and a visitors
bureau. Should there be any loss in operation, 75% above in
excess of $300, 000 can go to cover losses at Century Center. It
gives the Hotel Motel Board some flexibility, and a savings package
for both boards. It defines more what our expenses have been over
the past five years, and covers the remaining twenty five years
of the terms.
Mr. Joseph Kernan, City Controller, mentioned that House
Bill #1516 which would allow the St. Joseph County Treasurer to
directly receive monies collected as room tax by Hotel&Motels in
St. Joseph County, would go before the State for first reading
sometime this week. Representative Lloyd Taylor will be attending
the hearing and feels pretty confident in its passage.
Councilman Zielinski made a motion that Bill #10-83 and
Resolution 9C go to the Council favorable, seconded by Councilman
Harris, and the motion carried.

Mr. Patrick Martin, Director, Morris Civic Auditorium, made
a presentation concerning Resolution 9B (discussing the possibility
of a marketing study for the MCA) . This study will reflect no cost
at all to the city, will be supported by a $6,000 grant, and
could enhance the general revitalization of the downtown area.
Mr. Terry Miller said that this is the first year that
Morris Civic is not getting tax revenues. it has to be self-
supporting and begin rennovation work without asking for additional
money.
Councilman McGann raised a question about the concession
income and Mr. Miller stated that they had budgeted $10,000 this
year but expected to exceed that figure.
Councilman Szymkowiak was concerned about the Morris Civic
not focusing its entertainment to include young children. Mr. Miller
mentioned that this was one reason the study was being done.
Councilman Beck made a motion to recommend Resolution 9B to the
Council favorable, seconded by Councilman Zielinski, and the motion
carried.
There being no further business to come before the Personnel
& Finance Committee, Councilman Beck made a motion to adjourn,
seconded by Councilman Zielinski, and the motion carried.
Meeting adjourned at 6:00 p.m.
