COMMITTEE
The January 24 , 1983 meeting of the Human Resources and Economic
Development Committee was called to order at 4 :00 p.m. by its Chairman
Councilman Robert Taylor in the Council informal meeting room.
Persons in attendance included: Councilmen Crone, Harris, Taylor, Voorde,
Beck, Serge, Szymkowiak, McGann, and Zielinski; Colleen Rosenfeld, Jon Hunt,
Ann Koltta, George Divjak, Roger Baele, Jim Wensits, and Kathleen Cekanski-
Farrand.
Councilman Taylor noted that the purpose of the meeting was to continue
the discussion of the proposed community development activities.
Colleen Rosenfeld then reviewed a hand out entitled Preliminary 1983
CD Budget. She reviewed the listings of activities for the 1983 entitlement
and the 1983 annualized progams. She noted that progam income or re-programed
funds are taken care of the monies needed for the activities listed under the
annualized category.

Councilman Serge questioned when the tennis courts would be corrected
at Mussell Park which have had problems for 8-12 years. Jon Hunt stated he
would again contact Jim Seitz. Councilman Szymkowiak questioned the
$10, 000 request for LaCasa, and was informed that their original request
was for $25, 000 and that The project may not qualify but will be checked.
The Section 108 loan would bring the City up to date on a four year
payment schedule. 1. 9 million dollars was the original amount of the loan
which was used primarily for the East Bank and Monroe-Sample. It was noted
that loans ,are permitted up to three times the entitlement amount.
Councilman Crone requested a "spread sheet" on all of the listed
projects showing a breakdown for the use of the requested funds.
Roger Baele briefly explained the Rum Village Association request for a
brochure. Councilman Taylor noted that some may see such a project as setting
a precedent when there are more basic needs needing such funds. CAC ranked
it high however it may not be within the guidelines. Councilman Beck supported
the idea especially since they lost their school.
Councilman Voorde asked several questions regarding the general street
improvement projects.
The next step would be a public hearing on January 31, 1983 in the
Board of Works meeting room on the "proposed statement. " A resolution would •
then be filed with the Common Council for action at its meeting of February
28th.
Councilman Taylor then updated the Committee on his "last ditch appeal"
to have a letter sent out to the largest hotel-motel chains throughout the
Country regarding the Quality Inn. At tonights meeting there is a first reading
on Bill No. 152-82 which Councilman Taylor would like to have set for
February 28, 1983. He noted that he sees the hotel use as the best use for

this building.
Jon Hunt also stated that he would prefer a hotel ideally, however he did
not want to see it sit vacant for a long period of time. The St. Joseph Bank
had contacted three or four chains regarding the hotel. He further noted
that Section 202 loan money and Section 8 annual contributions for housing
subsidies are tied to that site, 316 South St. Joseph. Councilman Beck also
voiced concern about losing it from the tax payers. Councilman Crone asked
what attempts redevelopment has made since its purpose is to revitalize the
downtown and retail businesses.
The Council Attorney then reviewed the redrafted resolution 9B regarding
Phases I through V of the Airport Industrial Park being designated as tax
abatement areas. Jon Hunt voiced concern from the Commission' s standpoint
regarding competitive advantages being lost for the Studebaker corrider and
the Monre-Sample areas; and the definition of light. He noted that he is
talking with people down-state regarding other possibilities.
Pat McMann of Project Future voiced his support of the redrafted
Resolution. He sees it as a tool for all redevelopment areas to attract
industrial jobs. He noted that if "jobs are important that you should be in
favor of it. "
The president of the Airport Industrial Park, a non-for-profit
organization stated that they were solely interested for the South Bend area.
He noted that they have not had a sale in this area for over three years.
Councilman Taylor stated that he thought the City should be as aggesive
as possible in this area.
Following further discussion by the Committee the meeting was adjourned
at 5 :15 p.m.
